About this file
This document contains questions and answers regarding a solicitation for Antenna Program Services III. The solicitation seeks pricing for noise surveys, antenna demolition and disposal, training, site surveys, assessments, program management, and other services. Pricing is to be provided using a fixed-price matrix with labor categories and rates for regular and overtime work. Travel costs will be negotiated separately after award, while material and equipment costs should be included in fixed prices using a material handling factor. The response provides clarification on labor categories and hours in the pricing matrix. The Department of the Air Force Materiel Command Lifecycle Management Center at Tinker Air Force Base is the contracting agency. The period of performance includes a 60-day phase-in, four base years from September 2023 to September 2027, three option years to September 2030, and a potential six-month extension.

Travel will be negotiated separately after contract award. IAW the pricing matrix the contractor shall propose a material handling factor. For the TEP the government has included a material BEQ $ for each year. The government will then multiply the BEQ $ against the contractor's proposed material handling factor to obtain the material TEP to use for evaluation.
*Material Handling Factor -- Includes a pool of costs to support direct material purchased, including subcontractor purchased material, test equipment, installation material and repair material. These costs include those associated with procurement, administration, quality assurance, and storage of such material. The Material Handling Factor is a percentage factor to be applied against the total material costs proposed. General and Administrative (G&A) costs and profit should also be included in this rate.
