Far Clause 52.222-41, Service Contract Labor Standards (SCLS) and FAR Clause 52.222-6, Construction Wage Rate Requirements (CWRR / Davis Bacon and Related Acts (DBRA)) are both called out and referenced in the FA810216R0002 Solicitation document (RFP). The SCLS is referenced several times throughout the different attachments; however, there are not similar references for the DBRA. The Scope of Work described in the Installation Scenario and in the PWS appears to include on-site tasking that is associated with construction work. This would include “iron work”, “power equipment operator” and “cement masonry”. This type of work appears to be consistent with the Davis Bacon and Related Act and not the Service Contract Labor Standards.

a) Will the Government confirm that installations, repairs and demolitions are DBRA type of work?

b) When providing the SCLS wage determinations, will the Government provide the appropriate DBRA wage determinations for all applicable HFGCS locations?

The solicitation reference is for the previous APS II, FA810216R0002. Davis Bacon and Related Acts

(DBRA) has been renamed to Wage Rate

Requirements. An amendment is forthcoming and will provide wage determinations for the SCLS and Wage Rate

Requirements for applicable locations.
