STREET, SIDEWALK, BRIDGE AND AIRPORT RUNWAY CONSTRUCTION - FP w/EPA
The Tinker AFB Paving IDIQ Contract Program work may involve a broad range of maintenance, repair, alteration and construction of streets, roads, airport runways, public sidewalks, bridges and other paving methods. The work to be performed under the terms of the proposed basic contract and project delivery orders will consist of furnishing all plant, labor, equipment, tools, materials, transportation and incidentals necessary to construct, repair, and maintain paving methods on Tinker AFB and shall meet the SOS requirements for the basic contract and the individual project delivery orders. Economic Price Adjustment (EPA) provides for the upward and downward revision of the TAFB Paving IDIQ fixed price line items based on material cost changes beyond the Contractor’s control. The procedures set forth in FAR Clause 52.216-4 shall be used for submission and approval of economic price adjustments under this contract. IAW FAR 52.216-4(c)(1)(ii) the only materials subject to the adjustments are the petroleum-based products listed on the TAFB Paving Line Item Pricing Matrix (Attachment ITO-1.6 of Section L) as follows: Line Item Numbers 0001–0008, 0011–0013, 0016–0022, 0025, 1001–1008, 1011–1013, 1016–1022, 1025, 2001–2008, 2011–2013, 2016–2022, 2025, 3001–3008, 3011–3013, 3016–3022, and 3025. IAW FAR 52.216-4(c)(4) the aggregate increase in the above line items unit price shall not exceed 10% of original base or the current option year price.

Minimum Guarantee Payment Contract Line Item Number – This will be utilized to meet the contract minimum guarantee. It will be a single firm fixed price payment as the initial delivery order (DO) to meet the solicitation attachment Initial DO Statement of Work INT-1 requirements.

MINIMUM GUARANTEE PAYMENT - FFP
The awardee will receive an initial delivery order for the TAFB Paving IDIQ for the minimum guarantee. The minimum guarantee will be the fixed amount of $5,000.00 to accomplish the requirements of the initial delivery order statement of work. A post award conference will be conducted approximately 14 days after contract award and will be held at Base Construction Contracting in building 3, Tinker AFB OK, 73145. The Government will provide the post award conference date approximately seven days after contract award.

Pre-Priced Line Items will be utilized for the Total Evaluated Price and as an attached exhibit for pricing each awarded delivery order.

a. The Government evaluation team will evaluate the offerors technical proposals on a pass/fail basis, assigning ratings of acceptable or unacceptable. The proposals shall be evaluated against the criteria listed in paragraph 3.0 below. Any offeror who is determined to be technically unacceptable for subfactor 2:
Bonding, will not be evaluated for Factor 2 - Past Performance or Factor 3 - Price and will be ineligible for award.
b. Of those offerors determined to be technically acceptable in Factor 1-Technical, the Government will then conduct a past performance evaluation (Factor 2) against the criteria listed in paragraph 4.0 below and will also evaluate each offeror’s price in accordance with paragraph 5.0 below.

Phase 2
a. At the conclusion of Phase 1, offers will be ranked according to the total evaluated price (TEP), calculated by totaling the proposed base year plus the three (3), one-year option years according to the line item pricing matrix.
b. Next, in accordance with FAR 52.215-1(f)(4) and FAR 15.306(c), for purposes of efficiency, the Government reserves the right to establish a competitive range composed of a number of offers determined to be sufficient for efficient evaluation and contract award. The Government may determine not to establish a competitive range based on pricing for purposes of efficiency at this point.
c. The SSA will then assess the final TEP and past performance ratings for all technically acceptable offers to make an integrated assessment for a best value award decision.

Definitions
Rating Definition
Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
Evaluation
Each subfactor includes a list of criteria which defines the minimum requirements for that subfactor
1- Project Development and Execution of Sample Project
2- Bonding
In order to be rated “Acceptable” for the Technical Factor, the offeror must meet all criteria within each subfactor.
Failure to meet any element criteria will result in an “Unacceptable” rating for the corresponding subfactor.
An “Unacceptable” subfactor rating will result in an overall “Unacceptable” rating for the Technical Factor.
Performance Confidence
Assessment Rating
Measures the level of confidence the Government has in the offeror’s likelihood of successfully performing the proposed effort.
Rating is established through a review and analysis of the offeror’s recent, relevant, and past performance.
Performance evaluation focuses on portion of effort the offeror accomplished on previous/current contracts compared to the portion to be performed on the proposed effort.
Emphasis is on demonstrated performance
Confidence Definitions
NOTE: With regards to the best value award decision, all offerors rated as “Satisfactory
Confidence” will be considered equal for the Past Performance Factor.

Government has a reasonable expectation that the offeror will successfully perform the required effort.

Based on the offeror’s recent/relevant performance record, the
Government has a low expectation that the offeror will successfully perform the required effort.

Confidence
Based on the offeror’s recent/relevant performance record, the
Government has no expectation that the offeror will be able to successfully perform the required effort.
Unknown
Confidence
(Neutral)
No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
Recency
Recency, as stated in the RFP
The effort must have been performed during the past three (3) years from the date of issuance of the current RFP
If any part of the performance falls within the recency timeframe, the contract in its entirety may be evaluated for past performance
For example, if a contract was completed within the recency timeframe, the Government may also consider the Phase-In portion of that contract, which may have occurred seven years ago.
