Synopsis for Civil Engineer and Cadet Support Services
This is a synopsis for the acquisition of civil engineer and cadet support services at the United States Air
Force Academy (USAFA) to include the Bullseye Auxiliary Airfield and Farish Recreational Area. The
Government intends to issue the solicitation as a 100% small business set-aside and conduct the source selection in accordance with FAR Part 12 Acquisition of Commercial Items and FAR Part 15 Contracting by Negotiation.
Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation/RFP until funds are available. The government reserves the right to cancel this solicitation/RFP, either before or after the closing date for receipt of proposal. In the event the
Government cancels this solicitation/RFP, the Government has no obligation to reimburse an offeror for any costs.

Although only one solicitation will be issued, separate evaluations will be conducted for CE and Cadet
Support services. If an offeror chooses to submit proposals for both CE and Cadet Support, they must also submit a combined price proposal for both efforts.
The North American Industry Classification System (NAICS) for both civil engineer and cadet support services is 561210 and the business size standard is $35,500,000.00.
This acquisition will be conducted IAW FAR Part 12 Acquisition of Commercial Items and Part 15
Contracting by Negotiation procedures to procure a Firm-Fixed Price (FFP) contract with cost reimbursable CLINS. It will include a 12-month base period, plus four 12-month option periods.
The solicitation will be posted on or about December 23, 2013 utilizing the Federal Business
Opportunities (FedBizOpps) single government point-of-entry (GPE) for federal government procurement opportunities at www.fbo.gov and solicitation documents will not be available by any other means. This is a 100% Small Business Set-aside. All responsible sources may submit a proposal, which if received timely, will be considered by the 10 th Contracting Squadron, USAFA. This solicitation will be issued electronically in accordance with FAR Parts 4.502 and 5.102, therefore hardcopies will not be provided.
Prospective offerors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/.
USAFA will conduct a site visit for two (2) representatives from interested parties. The estimated timeframe of the site visit will be January 15-16, 2014. 10 CONS will provide transportation to the different areas around the base. Detailed information regarding the site visit will be forthcominng and will be posted to FBO in the near future.
