Bldgs 50 & 51 Flooring Project - RAF Lakenheath Post Site Visit Questions
1) Are we required 8 hrs. of SSHO onsite daily or is SSHO involvement at the discretion of the contractor and to be established in the CPP?
This is to the discretion of the contractor, however we expect the contractor to be within the health and safety guidelines at all times.
2) Will the contractor be provided a VAT exemption number or does VAT need to be included in proposal?
This project is for Official U.S. Government use and are therefore is value-added tax (VAT) exempt. This exemption are in accordance with the arrangement between the US Government and HM Customs and
Excise (REF: Priv 46/7). This is exclusively for UK suppliers to NATO visiting forces in the UK. It does not include any information for the NATO visiting forces or their agents, for example, on importing goods. If you have additional question please contact your local VAT Advice center (in your local directory).
3) Will contractor have the opportunity to obtain BAL for Installation Team with unescorted access during installation?
Yes the contractor can put in for Base passes. However this can take time, so if the passes do not get cleared in time escorts will be arranged.
4) There is a server room in 150A on the ground floor in Bldg 51, will this require an anti-static flooring installation or be removed from the scope?
Flooring is not required to be installed in this location.
5) Are integral stair treads to include grit tape? Photo provided did not include grit tape. Grit tape is recommended due to safety requirements/existing conditions.
Yes grit tape must be installed for safety requirements.
6) In the cafeteria is the contractor permitted to provide a printed vinyl decal for the school logo or must this be painted?
A Vinyl printed logo is permitted.
7) Please confirm scope for all wood base boards, please confirm contractor will leave as is and touch up damages during flooring removal.
All baseboards are to be painted as part of this project, contractor must paint these with a like for like colour.
8) For all furniture within the building, will all personal effects and electrical devices be removed by education personnel? What is the state of the furnishings going to be when the contractor receives possession? Will contractor be responsible to restage furniture as within the rooms as received?
Yes all personal effects and electronic devices will be removed. It is up to the contractor to remove the furniture from the classrooms and return it to the position it was removed from.
9) Can the Gym and Cafeteria area be used as a furniture staging area be used for furniture during the classroom/office installation?
Yes
10) RFP pg. 20 states, “Proposals shall be prepared in two separate and distinct volumes. Volume I-Technical, Volume II-Price.” On Pg. 21, Sections(s) L-5 and L-6, Volume I is listed as Price and Volume II as Technical. Please clarify which volume you would like as Technical data and which as Price.
This has been corrected.
11) Can the engineers supply the net square footage for the operation?
As part of the project package there are Floor Plans with dimensions and highlighted Floor Plans.
12) Can you comment on the “Resurfaced" markings on sheets 18/25 and 19/25 (Mezzanine floors). Is there for example a specialist floor requirement here?
There are only two specialist Flooring requirements the Gym Floor and the Cafeteria Floor.
13) In SOW point 2.2.1.6 and 2.2.3.16 it states “Contractor shall ensure Classrooms have a 1 meter Vinyl border around each room. (Colors to be approved by Facility manager)” Is it correct to interpret that all highlighted yellow areas on the drawings require the 1m vinyl border? (with the exception of toilets and storage rooms) If not, a list of rooms where it is required will ensure accurate pricing.
The yellow highlighted areas of the floorplan are Classrooms and offices. Each room on the floorplan is labelled with what the room is used for. Only the classrooms require the 1m different colour border on the floor.
14) During the site visit, it was indicated that no storage rooms or toilets will require the 1 meter vinyl border. Can you confirm that the yellow marked rooms labelled as storage rooms will have the flooring replaced but do not require the 1meter high border?
Storage rooms are not having new flooring installed. Only the toilets that lead on from classrooms will have new flooring and it will not require a border.
15) Where the classrooms have permanently attached fixtures to the walls (i.e. heaters and water fountains), is the contractor expected to remove those items to accommodate the 1 meter high border?
The 1 meter border is just a different color vinyl flooring going around the perimeter of each classroom. The flooring can go around permanent fixtures.
16) That answer means that the correct type of flooring system is the K30 ALTRO. K30 is a heavy duty with enhanced slip resistance and generally used in Kitchen environments, if this is used generally across a school probably you could have issues with cleaning as it will require a vigorous cleaning regime.
Please, confirm that the Government proposes a new flooring system the type K30 ALTRO.
We require a vinyl flooring system that is 3mm thick to improve service life, the flooring system must be suitable for the locations it is being installed in. It is the contractors’ responsibility to propose a flooring system that is suitable.
This has now been amended on the SOW.
17) Classrooms / corridors – can you confirm the sub-floor set to receive the floor covering is of concrete composition?
Yes the sub floor is concrete. However we don’t know the condition all of the subfloor until the current flooring has been removed, there is often some unknowns.
18) Sports Hall – can you confirm a layout of the markings that are to be reapplied following preparation of the floor? Do you have a scale plan for this please?
The markings are to be mostly replaced like for like. With the hopscotch being remove and number squares being added. There is no plan, confirmation of line positioning will come after award.
19) Would accommodation for the installation team be available on site (if required)?
Accommodation will not be available.
20) Regarding waste removal – is this to be done to a pre-determined waste removal point on site allocated by yourselves or removed from site totally by contractors and disposed of accordingly?
Waste removal is the contractor’s responsibility and must be removed from the site/base totally.
21) Assuming the above, can external skips be permitted on site for waste removal?
Yes external skips are permitted on site, and must be provided by the contractor.
