Questions and Answers
1) Please provide additional specifications for Sports Hall Flooring finish material to include required coats of finish.
The sports hall is to be uncoloured with the lines visible. We would require 2 coats of a clear topcoat varnish over the complete floor.
2) Please confirm all areas excluding stairs that are to receive new flooring Altro Stronghold 30 or equal will be installed. Is Altro VM 20 an acceptable alternative?
Altro Stronghold 30 is to be used in all areas.
3) Please provide specifications of staircase materials (tread, stringer, riser and base material). Is it an integrated tread/riser material? Are all internal stairwells to have flooring replaced?
The photo that was attached to the project was an example from another DODEA school on another USAF Base. This is an example of the kind stair nosing required. All internal stairwells are to have new flooring.
4) Is all flooring in the corridors to be single color?
This will be decided by the Facility Manager during the Material Submittal stage.
5) The included Asbestos report: There are multiple areas within the building where flooring is being replaced that contain asbestos.
a. Has it been arranged for these areas to be abated prior to our arrival?
b. If the contractor is responsible for abatement,
i. Are they to use the estimated quantities and cost information provided in the ACM reports for in their bids; or
ii. price for survey of abatement; or
iii. contractors price for actual cost of abatement of areas identified in the ACM for abatement and disposal; or
iv. have government clarify areas and quantities for abatement or encapsulation.
If Asbestos is found under the flooring then the 48 CES Asbestos Manager would have to inspect and make the decision on what needs to be done whether that be encapsulation or abatement.
The Asbestos work would need to be completed by the contractor off of the advice of the 48 CES Asbestos Manager. I would suggest that the contractors allow for Asbestos works in their proposals.
6) Please confirm if classrooms are the only areas that will have a 1m boarder.
Yes
7) Are all areas laid flat to skirting, Please confirm bathroom/water closets are to have Altro laid flat to skirting?
Yes all areas are being laid flat to skirting. The Bathrooms/WC are not having new flooring.
8) Please provide an itemized list of all rooms, stairwells and corridors where flooring is to be removed/replaced in each building.
All Classrooms, Offices, Stairways & Common Areas. All the areas are highlighted on the Floorplan attached.
9) Requirements for site supervision are, Site supervisor/PM, Site Safety and Health Officer (SSHO), and Contractor Quality Control Specialist or Manager (CQC Specialist or Manager).
Does this need to be three different individuals or can one individual carry multiple responsibilities?
One individual can carry multiple responsibilities.
10) Floorplans are highlighted noting priorities, can customer please clarify; are we to prioritize due to scheduling constraints, budget constraints or is that a phasing plan?
Apologies this can be ignored due to the whole project being completed in the summer recess period
11) Please provide the age of the building and the construction of the subfloor.
The building was built in 1970 and as for the construction of the subfloor this is often very hit or miss. The condition underneath the current flooring is often an unknown.
12) Please provide the site hours & will there be an opportunity to work on a Saturday? Is there a cost extended to the contractor for escorts that could be provided for utilization for after hour and weekend work?
Normal Base working hours are 7:00 – 17:00. Weekend work is available, however the Escort Wing doesn’t work on weekends. This would require the contractor to have their own base passes.
13) Can customer please provide the UNIFORMAT II Example template needed for Closeout documents at this time?
This can be shown at a later date, doesn’t affect proposals.
14) Can contractor preform work in buildings 50 & 51 simultaneously?
Yes
15) Building 51. Cafeteria flooring. According to the SOW Pulastic floor has to be refurbished to provide flat seamless finish. Please confirm if the existing floor (Pulastic floor) has to be removed or is enough with clean it and prepare the existing surface for the new Pulastic final coat.
We are not completely sure if the Pulastic floor will be able to be resurfaced or if it will need to be removed. If the floor needs to be removed then Vinyl flooring will be installed instead.
I have attached a picture of the current condition of the Pulastic Flooring surface.
16) Building 51 and 50. Vinyl flooring. According to the SOW, the Contractor shall ensure vinyl flooring has to be high density durable vinyl type floor system, such as VM 30 ALTOR. Please, confirm if that type of vinyl floor is correct. As per conversation with the manufacturer that type of floor does not exist. Currently, there are two types of floor system in the market, they are VM 20 ALTRO o K 30 ALTRO. Please advise what type of floor system proposes the Government.
Altro Stronghold 30 – 3mm Thick
17) Building 51 and 50. In order to prepare an accurate cost estimate and since there is not a definitive date for site visit yet. Please we really appreciate if the Government can provide photos of the existing conditions of the different kind of floors to be refurbished.
18) Building 51 and 50. The SOW (paragraph 2. Project scope) does not mention anything about asbestos removal. However, an Attachment#7 DODEA Asbestos Survey is included as an appendix in the SOW. Please, clarify if asbestos removal is part of the Contractor's SOW. If asbestos-containing material has to be removed, please clarify location, quantities, asbestos-containing material, etc.
I would suggest that the contractors allow for Asbestos works in their proposals, however I am unable to suggest specific locations and quantities.
