RESPONSES TO QUESTIONS RECEIVED 15 SEP 16
1. During the Industry Day presentations both the Deputy Director and Program Manager stated they wanted as many players as possible competing thus providing the government with new ideas, better ways to operate and efficiencies. However, Past Performance Relevancy definitions immediately eliminate almost all but the incumbent. RPA armed programs performed by contractors are very limited. If the Government really wants innovation it seems the criteria would be along the lines of “managed large aircraft maintenance programs involving munitions loading.” “Companies that have experience in programs with large mobility/deployment requirements to foreign counties and are capable of handling the country clearance issues.” The RPA program is not new so getting people who know how to operate and maintain the particular aircraft will not be difficult to find. In fact, based on Federal Law the contractor must give “first right of refusal” to individuals employed on the contract at time of award. So at this point in time it seems very clear the intent is make it easy for Government contracting and award to the incumbent. If that is the case just say so and save good companies thousands of dollars of capture money that will eventually passed on to the Government on future contracts.
Response: As the Government explained during Industry Day, the Past Performance relevancy definitions posted to FBO were extremely rough. You should expect significant changes for the Sections L/M criteria and ask that you review them when they are posted, then provide feedback.
2. Please clarify, is munitions storage, handling, inspection, build-up and delivery part of the new contract or notional? If so where is currently being performed, it was unclear based on the Industry Day briefing.
Response: Munitions storage handling, inspection, build-up, and delivery will be PWS requirements. However, they will not be part of the requirement at most of the sites. The Government will identify which of these tasks will be performed at the sites bidders will be expected to support. Requirements will be defined in a unique requirements document for each task order that will be released as part of the RFP.
3. Is the RQ-4 maintenance currently being performed by Air Force personnel, OEM or follow-on contractor? If contract, what company is the incumbent?
Response: RQ-4 maintenance is currently being performed by Northrop Grumman, the
RQ-4 OEM.
4. In Section M Past Performance Highly Relevant Criteria, it states the need to have past intermediate maintenance experience. What is driving that since this is an organizational maintenance contract?
Response: As the Government explained during Industry Day, the Past Performance relevancy definitions posted to FBO were extremely rough. You should expect significant changes for the Sections L/M criteria and ask that you review them when they are posted, then provide feedback.
4. Is there a CBA in place for both MQ1/9 and RQ4? If yes when will they be published and when do they come up for re-negotiations?
Response: There is a CBA in place for MQ-1/MQ-9 at Creech AFB and Holloman AFB. The CBAs will be released with the RFP. The CBA for Holloman AFB is effective thru 1 Apr 20 and the CBA for Creech AFB is effective thru 30 Sep 17.
5. Will the GOV be providing CRC training and medical, screenings and required immunizations, for deploying contact employees? If yes will there be an associated cost to the contractor? Is it provided at Nellis?
Response: The government will provide only military-unique immunizations and other limited services. Specific Government-provided services will be listed in the PWS. The contractor will be responsible for medical screening. Please define CRC training.
6. What has been the historical award fee ($’s or %) for this contract?
Response: This information is not releasable.
7. Will the Government provide an Independent Government Cost Estimate?
Response: This information is not releasable.
8. Does the Government provide training for pilots/sensors to ensure their currency before they deploy overseas?
Response: Currency and training requirements will be spelled out in the PWS. In general, the Government wants the Contractor to hire fully trained and current aircrew members, as much as possible. The Government will then provide currency sorties as required.
