RFP para M-3.2, Factor 2, Past PerformanceOne of the highly relevant contracts we wish to cite as past performance ended in Apr 13, and was followed by 3 bridge contracts of 12 months, 7 months, and 2 months respectively (with separate contract numbers) until the re-award of a new contract in Jan 15. The work was performed for the same customer and has been essentially the same throughout all of the performance periods. Question: For purposes of relevance in the evaluation, can we cite the 21-month period of the 3 bridge contracts as part of a single overall past performance effort, even though they had different contract numbers? Or should these otherwise identical contracts be cited as separate contracts?You may cite the 21-month period of the three bridge contracts as part of a single overall past performance effort for both recency and relevancy.

Can the Government confirm whether the units (other than the 39th Squadron), have Help Desk personnel assigned locally, or whether they are all supported from a central Helpdesk (Sys Ad support) and Network Operations Center (Comm & Network Support)?The help desk is for tier 1. To meet PWS requirements of 24/7 operations, your tier 2 workers will be local.
6Question from PPCIf the Gov decides to have Industry provide OCONUS travel estimates/costs, will the Gov provide the number of trips (estimate) per year and locations?No, each offeror will propose their own OCONUS Travel CLIN (X036) cost estimates based on their technical approach and associated costs (relocation cost for employees/family members, etc., if applicable). This CLIN is not for Government Directed Travel which is CR CLIN X0008.

Appendix LOn Appendix L -- The Gov requires the certifications, qualifications, education… to be provided. Appendix K already provides the min requirements for key positions/ ___ categories. If Industry takes no exceptions, is it ok to state so (saves space)?The government requires Industries' approach to fulfilling Appendix K requirements.

PWSPWS states that a potential exists for future Ops Center closure and realignment. However, the CLIN pricing sheet does not include a CLIN designated for SOC stand-down. Will the Gov clarify if the cost designated for SOC stand-down will be provided or if these costs should be included in CLIN X030 Relocate Existing Ops center.The cost for standing down a SOC due to a relocation of that SOC should be included in CLIN X030, Relocate Existing SOC. If the need arises to stand-down a SOC that will not be relocated, the cost for that stand-down will be negotiated at that time.

CLINWhen does the Gov plan to release CLIN updates including CLINs 36, 37, & 38?We currently have the action to change CR CLIN X037 (DBA Insurance) to a FFP CLIN and to remove the pre-established government estimated costs for CR CLIN X036 (OCONUS Travel) & CR CLIN X038 (Overseas Allowances) and have each offeror propose its own costs, in review for approval. We will post the notice, if approved, as soon as we can. Depending on when approval is given, we may have to extend the proposal due date.

PWS 2.1.5.1, Operations Tempo IncreasesThe PWS states: "The CO may add/subtract equipment or software that requires contractor support to units listed in this PWS or increase the level of contractor support required at any time."

Question: Could the Gov please clarify how these additions/subtractions will be handled within the scope of this solicitation? Will they be treated as contract modifications?

Rationale: Section B includes only FFP CLINs for O&M. It does not allow for additions/subtractions over the life of the contract.The intend of this PWS section is to replace software/equipment as it becomes obsolete or if minor increases/decreases to the same occur. If the change is a major one requiring much more than the usual O&M, then a modification may be processed.

PWS 4.2.13.1As part of the Q&A released by the Gov’t dated 27 Jan 15, the Government provided that there is no ITAR requirement for the UASOCS Program and that the PWS would be updated to remove such a requirement. The FINAL RFP still includes a requirement for obtaining a license 90 days from contract start. Will the Government provide a detailed list of equipment affected by ITAR? Will ITAR apply as provided in this PWS Section?ITAR requirement has been removed.

Understand that these items were previously available during the reading room session last year; however, we ask for another opportunity to view this material no later than April 15.The government will not reopen the Bidder's Library. The library was made available to all for a 2-week period with an option for a third consecutive week depending on requests. We only receive enough requests to fill 1.5 weeks of usage/visits.

Section A, PWS 2.4.2Section A-PWS 2.4.2 states, “The contractor shall plan and support the standup of new Operations Center(s) or RPA SATCOM Relay Site(s).” In reference to the Government’s response for question 34, would the Government confirm that CLINs will be added after award for any separately negotiated new RPA SATCOM Relay Sites?Yes, should a new RPA SATCOM Relay site (other than the ones listed in the RFP) be added, the effort will be separately negotiated and a new CLIN added to the contract.

However, telephone sets or PBXs are not included in CDRL A013 equipment lists other than the VoIP phones at 432 ATKS that were identified as out of scope in the Government’s response to questions 12 March 2015. Would the Government please provide the number and types of telephone sets, PBXs, and Call Managers at each location that are included in this requirement?

Rationale: The initial Bidder’s Library visit was to be made by 24 October 2014 before the final RFP was issued. Since the issuance of the final RFP, this offeror has additional information to gather related to the requirements in the final RFP. To ensure fair and adequate competition, this offeror requests a return visit to the Bidder’s Library.The Government will not reopen the Bidder's Library. Appendix B: CDRL A008 Section L-7.4.1.2.1.d, Maintenance Support Plan CDRL A008, Maintenance Support Plan, states that the CDRL is not due until 90 days after contract award. In Section L-7.4.1.2.1, Aspect I – Maintenance Management, item d. states: “Provide a maintenance control plan that demonstrates effective scheduling of tasks and system of controls to provide quality/timely services or products that safely fulfill mission requirements.”

Question: We request that only a high-level summary of our Maintenance Control Plan be provided for Aspect I – Maintenance Management. Is submitting only a high-level summary of our Maintenance Control Plan with our proposal acceptable to the Government?

Rationale: A complete Maintenance Control Plan would require a large portion of the 60 pages allowed for the technical response. CDRL A008 to be submitted 90 days DAC would contain the complete Maintenance Control Plan.Provide a plan that can spell out the maintenance as a snap shot to prove competence.

• Page 163 FAR 52.215-12 Subcontractor Certified Cost or Pricing Data are only required when it is contemplated that cost or pricing data will be required?

Rationale: This formation would clarify FAR clauses from RFP language.Yes, FAR Clauses 52.215-10 and 52.215-12 will be removed. However, if circumstances should change during negotiations (if held) the Government may add the clauses back (and remove other related clauses as appropriate).

Question: Can this “new” SOC share resources from the 432nd and/or 732nd support, or is it a completely new organization such as the Ellsworth or Whiteman.Staffing for any new SOC will be part of your approach; however, each requirement of the PWS must be fully achieved. Also of note, the 732OG requires dedicated support, as outlined in the PWS.

Question: Which total is correct?The EXCEL pricing sheet showing the $400K is correct. The UASOCS_Final_RFP_Doc will be updated with the approval of Amendment 0001 to the RFP.

Sample cover letter for Past Performance questionnaireWe were reviewing the Sample Cover Letter to be sent with Past Performance Questionnaires and noticed the due date noted there for the questionnaire was March 9th. Was that a sample date?

Reading through Section L - I don't see a specific due date noted for the Questionnaire other than 05 May for the Past Performance volume.

Could you provide clarification?The Government mistakenly left an old date on the sample letter when we should have adjusted it due to a schedule slip. This date will be revised with the upcoming Amendment 0001 to reflect a no later than date for of 5 May 2015 for the Past Performance Questionnaires. (Note: depending on when we receive approval for Amendment 0001, this date may be adjusted further.)
