Appendix S - The AF IMT 1067 Process
Roles: For the purpose of aligning the AF IMT 1067 process with ACC functions the following roles will be performed by the listed offices:

A. The modification process starts with a requirement to modify the system to improve safety, operational effectiveness, system supportability/obsolescence, or decrease flying hour/maintenance costs. Anyone, either AF personnel or the O&M contractor, may submit a modification proposal via an AF IMT 1067. All IMT 1067s are submitted to AMIC PM for control and tracking. All mod proposals are reviewed and validated by SMEs in the areas affected by the mod; i.e. Comm-Electronics, Civil Engineering, and Logistics. Any modification directed toward a subcomponent managed by an Air Force depot is routed through ACC/A5IC and/or the Lead Command for that end-item.
B. Most modifications are directed toward the Comm-Electronic components; however all have the possibility of affecting the Aerostat in some way. ACC assigns a control number for tracking. The functional SME briefs the PM and the functional area Division Chief regarding pros/cons, etc.
C. Modifications approved by the PM for further consideration are routed to the O&M contractor for a Rough Order of Magnitude (ROM) cost estimate. Additionally, the O&M contractor provides an Engineering Change Proposal (ECP) analysis on the impact to the system tech data, logistics, spare parts, flight stability, tools, test equipment and site requirements.
D. Once AMIC receives the ROM and ECP, the PM convenes a configuration control board (CCB). The CCB is chaired by our PSU Division Chief and has representatives from the program management office and each of the functional areas. The CCB validates system configuration, need, funding, mission impact, and ensures Operational Safety, Suitability and Effectiveness. The PM will either approve or disapprove the modification proposal.
E. Temporary modifications approved for testing purposes are closely monitored to ensure the system is returned to the baseline configuration upon completion of testing.
F. If the mod is permanent and approved for implementation, the AF IMT 1067 Part V is signed and the 1067 is retained by the PM for execution. The PM will rack and stack against competing requirements for funding. Once funded, the O&M contractor is tasked and the modification is tracked through completion.
G. During the implementation phase the functional SMEs monitor contractor compliance within their area of expertise; i.e. Tech data, environmental compliance, frequency authorization, logistics, tools, Tech data, etc. Additionally, configuration control is monitored, facility and base blueprint records are updated, QA evaluators are trained and lessons learned are captured. Once the modification is complete, validated and tested the acceptance document is signed.
