The work was performed for the same customer and has been essentially the same throughout all of the performance periods. Question: For purposes of relevance in the evaluation, can we cite the 21-month period of the 3 bridge contracts as part of a single overall past performance effort, even though they had different contract numbers? Or should these otherwise identical contracts be cited as separate contracts? | You may cite the 21-month period of the three bridge contracts as part of a single overall past performance effort for both recency and relevancy. | ||

| 87 | Question from PPC |
Appendix B: CDRL A008 Section L-7.4.1.2.1.d, Maintenance Support Plan CDRL A008, Maintenance Support Plan, states that the CDRL is not due until 90 days after contract award. In Section L-7.4.1.2.1, Aspect I – Maintenance Management, item d. states: “Provide a maintenance control plan that demonstrates effective scheduling of tasks and system of controls to provide quality/timely services or products that safely fulfill mission requirements.”
Question: We request that only a high-level summary of our Maintenance Control Plan be provided for Aspect I – Maintenance Management. Is submitting only a high-level summary of our Maintenance Control Plan with our proposal acceptable to the Government?
| Rationale: A complete Maintenance Control Plan would require a large portion of the 60 pages allowed for the technical response. CDRL A008 to be submitted 90 days DAC would contain the complete Maintenance Control Plan. | Provide a plan that can spell out the maintenance as a snap shot to prove competence. | |
| 88 | Question from PPC | |
| Section L-4.1 | Question: Page 204, Section L-4.1 states that hand delivered proposals require the submission of an e-mail to obtain a delivery schedule. How far in advance should this request be made? | |
| Rationale: We request this information for clarification of proposal delivery. | No less than two days will be sufficient. | |
| 89 | Question from PPC | |
| Section L-9.1.4,Supporting Price backup Data | Question: Page 214, Section L-9.1.4 states that “Certified cost or pricing data is not required” assuming that adequate competition is received. If this is the case, will the Government remove the following FAR clauses: |
• Page 163 FAR 52.215-10 Price Reduction for Defective Certified Cost or Pricing Data and
• Page 163 FAR 52.215-12 Subcontractor Certified Cost or Pricing Data are only required when it is contemplated that cost or pricing data will be required?
| Rationale: This formation would clarify FAR clauses from RFP language. | Yes, FAR Clauses 52.215-10 and 52.215-12 will be removed. However, if circumstances should change during negotiations (if held) the Government may add the clauses back (and remove other related clauses as appropriate). | |
| 90 | Question from PPC | |
| Section L-9.1.4,Supporting Price backup Data | Question: If the Government will not remove the above two FAR clauses, will the Government remove the following clauses given that they are only required if FAR 52.215-10 and 12 are NOT included |
• Page 163 52.215-11 Price Reduction for Defective Certified Cost or Pricing Data – Modifications and
• Page 163 FAR 52.215-13 Subcontractor Certified Cost or Pricing Data - Modifications
| Rationale: This formation would clarify FAR clauses from RFP language. | No longer applicable due to Government response to Question #89. | |
| 91 | Question from PPC | |
| Section I, Contract Clauses | Question: The Government has included FAR 52.232-20 and 52.232-22. Is the 75% notification required on the CR CLINs only? | |
| Rationale: This information would clarify the requirement between the firm-fixed-price and cost reimbursable CLINs. | Yes | |
| 92 | Question from PPC | |
| CLIN 28, 29, 30 | The Government states in the posted Q&A if it’s a new ops center and not a relocated center than new staffing will be required, and further defines the new SOC is at Creech (notional site per Q&A). | |
| Question: Can this “new” SOC share resources from the 432nd and/or 732nd support, or is it a completely new organization such as the Ellsworth or Whiteman. | Staffing for any new SOC will be part of your approach; however, each requirement of the PWS must be fully achieved. Also of note, the 732OG requires dedicated support, as outlined in the PWS. | |
| 93 | Question from PPC | |
| UASOCS CLINs Pricing Sheet Updated Rev 5 | Pricing Template |
CLIN Series XX06, the excel template UASOCS_CLINs_Pricing_Sheet_Updated_rev_5 (2) states the total each year is $400K, however the PDF document UASOCS_Final_RFP_Doc_-_5_Mar_15 states $800K.
Question: Which total is correct? The EXCEL pricing sheet showing the $400K is correct. The UASOCS_Final_RFP_Doc will be updated with the approval of Amendment 0001 to the RFP.
Note: The Estimated Cost for the Supplies/Services CLIN X006 was increased to $600K by Amendment 0001.
94 Question from PPC UASSOC_PWS_4_Mar_2015.doc
| para 4.2.13.1 | The need for ITAR procedures to ensure compliance was removed from sections L & M as part of the transition but remains in the PWS in section 4.2.13.1. | |
| Question: Should the PWS section 4.2.13.1 be removed as well? | ITAR requirement has been removed. | |
| 95 | Question from PPC | |
| Sample cover letter for Past Performance questionnaire | We were reviewing the Sample Cover Letter to be sent with Past Performance Questionnaires and noticed the due date noted there for the questionnaire was March 9th. Was that a sample date? |
Reading through Section L - I don't see a specific due date noted for the Questionnaire other than 05 May for the Past Performance volume.
Could you provide clarification? The Government mistakenly left an old date on the sample letter when we should have adjusted it due to a schedule slip. This date will be revised with the upcoming Amendment 0001 to reflect a no later than date of 5 May 2015 for the Past Performance Questionnaires. (Note: depending on when we receive approval for Amendment 0001, this date may be adjusted further.)
Note: The revised date noted in the Sample Cover Letter was changed to 15 May 2015 by Amendment 0001.
| 96 | SATCOM Relay sites equipment listing | Are all the items listed on the inventory equipment listing, to include the vehicles and scales, for the SATCOM Relay sites considered GFP? | Yes |
| 97 | Transition as part of total evaluated price. | Due to incumbent's advantage for a low cost phase-in, how does the Government plan to ensure fairness to all Offerors since evaluation of phase-in period is included in the total evaluated price? | The Government will not make any adjustments in regards to phase-in/transition costs. Due to the nature of the process, incumbents always have an advantage over competitors whether it be with phase-in/transition or otherwise. Unless an incumbent's competitive advantage is the result of preferred treatment or other unfair action by the Government, an agency issuing a solicitation need not take steps to equalize the advantage. How an offeror proposes its transition costs to be competitive is a business decision that it must decide. |
| 98 | Govt Q&A of 9 Apr 15 Ques 7, 8, 17 Apdx L | Govt answers seem to be conflicting. Will the Govt clarify requirements of Apdx L location and page limitations? | Apdx L should be included with the transition subfactor (Subfactor D) and must be within the overall page limitation of 60 pages for the Tech Vol as previously stated. |
| 99 | Govt Q&A of 9 Apr 15 Que 8 Apdx L | Govt responses at Pre-Proposal conference(Q 7,8 & 17) and in Q&A of 9 Apr 15 demand significant response. Due to amount of data required to meet requirements will the Govt increase page count of Vol I to 75 pages? | No, the Government will not increase the page limitation for the Technical Vol. |
| 100 | Govt Q&A 9 Apr 15, Ques 8, Apdx K and L. | Apdx L detailed response requires several 11x17 foldouts with detailed response to Apdx K. Will Govt remove apdx L from page count or provide Apdx L it's own 10 page limit? | No, the Government considers 60 pages for technical and 15 pages for transition to be sufficient. |
| 101 | Schedule B, CLINs 0028, 0029 and 0030 and X0XX options | Will the Govt provide additional information including: location for base year and each option year; complete equipment list and materials for each location per location and whether each location has required infrastructure (network, power, etc.) already in-place? If information is not available will the Govt provide a plug number for these CLINs or make them TBD? | Notional locations were noted in Section B of Amendment 1 under B-3 for each of the CLINs in question. For equipment/materials list, the 18 RS SOC on Creech (see answer to Ques 38 above) is to be used as the recommended notional. The power distribution and Government Point of Presence (PoP)/Network Nodes will be the responsibility of the Government. This will be further clarified with the posting of Official Amendment 0002. |
| 102 | Sec B, CLIN Pricing sheet Rev 5 and Sec F. | Is pricing IAW Section F or CLIN Pricing sheet? Section F and Pricing sheet show different Periods of Performance (PoP). | RFP Section F Period of Performance for CLIN 5003 is posted as N/A which is incorrect. The Period of Performance should be 01 Apr 21 through 31 Mar 22. The CLINs Pricing Sheet is correct. Contract Section F will be corrected for CLIN 5003 along with any other applicable CLINs with the posting of Official Amendment 0002. |
| 103 | CLINs X036, X037 and X038. | Request Govt reconsider removing plug numbers on X036 and X038. If Govt removes plug numbers, request removing X036, X037 and X038 from price evaluation criteria in order to ensure equitable evaluation of the price between offerors. | The Government will not insert plug numbers for CLINs X036 and X038. These CLINs have a manpower driven cost and thus varying technical approaches will result in varying costs. Using a "plug" number assumes all contractors will have the same costs and does not take into consideration the varying technical approaches and their associated costs. CLINs X036, X037, and X038 will not be removed from the price evaluation. |
| 104 | CLIN 0035 | Clarify statement "actual site standup date is unknown"? Offeror is still required to price a full 12 month period. | Under Amendment 1, the Summary of Changes description field was revised in error. Original description still applies to CLIN 0035, Network Operations Center (NOC) O&M. Official Amendment 0002 will correct the CLIN to read: "Provide O&M support for Network Operations Center (NOC) per PWS." |
| 105 | CLIN 0035 | PWS para 3.3.7 Help Desk and App E - Could the Govt confirm that the support is only within the scope of work as stated in para 3.0 or is typical blue-suit support provided for the NOC to be transferred to the UASOCS KTR? | Yes, the contractor shall be responsible for performing the requirements as stated in para 3.0 and para 3.3.7 and the contractor will also be required to process blue suit generated trouble tickets through resolution. |
| 106 | CLIN 0017, 0018, 0019, 0020, 0021 and 0030. | Extended description in the summary change pages does not match the CLIN change page, ex. 0017 "perform O&M of the…". | CLIN 0017 should have "perform O&M of the 42 ATKS SOC" at the end of the CLIN description. This will be corrected with the Official Amendment 0002. Other CLIN description fields are correct as noted. The word "temporary" was removed from CLINs 0018 through 0021 and CLIN 0030 only had, "Price IAW Contract Section B, Para B-3" added as the last sentence to the CLIN description. |
| 107 | CLIN 0028, 0029 and 0030 | Confirm location for each CLIN is Creech AFB. | Yes, Creech AFB is correct. This was stated in Section B of Amendment 0001. |
| 108 | CLIN 0028, 0029 and 0030 | These are listed as option CLINs but require pricing and are included in the TEP. Is it the Govt intention that UASOCS KTR should be prepared to install, operate and relocate a new SOC each year? If a new SOC is installed and begins operation what CLIN would we use to show O&M support for the follow on years? | Yes, the KTR should be prepared to possibly accomplish these tasks every year. If a new SOC is installed then a new CLIN will be added to provide O&M for that period and each follow on period. |
| 109 | CLIN 0028 and 0030 | Would the O&M support for installation and relocation require personnel to have required certifications, training and/or qualifications specifically TS or TS/SCI clearance to perform this work? | Yes, all certifications, training and qualifications must be in place with the personnel doing the installation or relocation from the beginning of the effort. |
| 110 | L-9.1.4 | The RFP requests indirect rate information which is not typical for a FFP response. Will the Govt consider removing referenced language given the FFP contract type? If not, will the Govt clarify what needs to be provided by offerors to comply with this section and how will this information be evaluated in accordance with Section M? | The Government will not remove this requirement. Since certified cost or pricing data (CCPD) is not being required, the Government is requiring supporting data other than CCPD in sufficient detail to evaluate offerors pricing. The documentation provided shall show a level of detail necessary to show how an offeror reached its price consistent with its estimating and accounting system. As noted in RFP Section L, L-9.1.4., the documentation provided shall provide support for all indirect labor rates proposed based on the offeror's accounting system and any applicable Forward Pricing Rate Agreements. |
| 111 | PPC | When will the Govt post a list of attendees at the PPC? | A list of companies attending was posted on 27 Apr 2015. Individual contact information will NOT be provided. |
