PSA for the Installation of USAF TADIL and Communications Equipment on Curacao FOL, NA For Official Use Only

Project Support Agreement Between ESC OC2SG/IAG, ACC PMS/LG, and 429 EOS for the

Installation of USAF TADIL and Communications Equipment on

Curacao FOL, NA

1. Purpose: The purpose of this PSA is to provide support coordination for site preparation and installation of an HF radio capability, providing data (TADIL) and voice transmissions, and UHF/VHF radio capability at the Government FOL location in Curacao.

2. Program Information: This project is contractor installed and includes a 90-day initial Contractor Logistics Support (CLS) period. Cambridge Communications Systems (CCS). is the prime contractor.

a. Project Designator: FA8720-04-D-0010, Delivery Order 0002, Rev # 1

b. Closure of the Hemisphere Radar System (HRS) site at Monte Cano VE, resulted in a significant loss of Command and Control (C2) communication in the Eastern Caribbean.

This capability must be restored in the same general area of the USSOUTHCOM AOR.

To restore this critical capability 12 AF decided to relocate the capability at the Curacao

FOL.

c. Authority: PMD PE 12411F, PE 12446F, PE 27440F for the acquisition, modification, upgrade and sustainment of the CSCS (Counterdrug Surveillance and Control System);

Project Code 4418 that provides for SOUTHAF/12 AF CD program support, SOUTHCOM/SOUTHAF systems engineering, technical, staff, and integration support and inter-theater transportation support for CD activities; and USSOUTHCOM Radar Surveillance Architecture..

d. New equipment being installed is commercial off the shelf (COTS) hardware and does not require any special power, HVAC, or environmental provisions.

e. Cambridge shall be responsible for providing supervision and, as required, escort of sub-contractor personnel used for construction, installation, integration and/or test of this equipment, in order to meet the requirements of the FOL.

f. Due to the congested nature of the frequency spectrum, and because many different organizations and support communications systems are present at the Curacao location, Cambridge shall assess the equipment electromagnetic compatibility internally, on-site, and with the local environment, and shall ensure that the HF TADIL system, as delivered does not negatively impact on-going operations. Frequency authorization will be obtained prior to operation of the installed capability.

g. Cambridge will provide on-call CLS for a period of three months following FOC. The response time for non-scheduled maintenance by contractor personnel on-site may be as long as 48 hours. In addition, the contractor shall provide telephone support 24 hours per day, 7 days per week with response time, not to exceed 2 hours. Cambridge will provide contact information to the 429 EOS at the start of the CLS period. Maintenance after the initial CLS is TBD and not included in this PSA. ACC PMS will lead this action.

3. Siting and Project Implementation Data: Attachment 1 provides the siting and project installation data.

4. Civil Engineering Support Requirements: Attachment 2 identifies the support requirements to be provided by the host Civil Engineering activity.

5. C4 Systems Support Requirements: Attachment 3 identifies the support requirements to be provided by the host/supporting Base C4 systems activity.

6. Equipment Location: Attachment 4 identifies the new and GFE equipment to be installed at the Curacao FOL.

7. Implementation Schedule Dates:

a. The anticipated Cambridge start date for project installation is O/A 23 May 2005, given that all theater/country clearances are submitted and approved and FOL access has been granted.

o Civil Work and foundations 23 May -19 Jul 05 o Comm and satellite earth terminal equipment installation 15 Jun - 15 Jul o Integration and test 15 Jul -31 Jul 05 o Scheduled FOC of 1 Aug 05

b. The anticipated worse case end date for project installation is 1 Sep 2005.

8. Base support requirements.

a. Cambridge will require a point of contact in the 429 EOS to coordinate any work that may disrupt aircraft or vehicular traffic flow, base utility services, protection provided by fire or intrusion alarm systems, or routine activities of the installation. It is understood that the FOL flying mission will take priority over the requirements in this

PSA.

b. Cambridge will coordinate with ESC to obtain theater clearances for the installation team members. In addition, Cambridge will coordinate FOL access for all contract personnel (to include local vendors) IAW 429 EOS procedures.

c. Cambridge will require that all utility lines and pipes are identified and marked in the construction area by the 429 EOS.

NOTE: Cambridge will not be responsible for any damage to unmarked underground facilities. However, Cambridge will be responsible for negligent damage to facilities in the course of boring, drilling, affixing clamps, hanging threaded rods, or other construction activities.

d. Cambridge will require access for 2 cranes during the installation of the concrete shelter. The cranes will require gate access and road clearance while going to the installation site and also on egress from the installation site. Cranes will need to be able to lift the shelter from Government delivery location to shelter pad as indicated in Drawing 1 in Attachment 4. Cambridge will arrange for the leasing or rental of the required cranes.

e. Cambridge will require access and storage for all construction equipment during the civil work phase. Storage required will be outdoors in the main construction area outside the fence. Storage containers will be provided if necessary.

f. Cambridge will require parking for up to 5 vehicles during installation in the vicinity of the site.

g. Cambridge will require 24 hour access, 7 days a week to the site.

h. Cambridge will require access to power.

i. Cambridge will require access to FOL Demarcation for Fire Alarm and

Communications in the Communications Room in Building 600.

j. Cambridge will lease up to two 40 foot containers for storage. These containers will be placed in the TADIL construction area at the FOL. Cambridge will require that the local vendor be given access to the FOL for these containers to be delivered and picked-up. Cambridge will provide escort to the local vendor.

k. Cambridge will lease a portable toilet that will be placed in the TADIL construction area at the FOL. Cambridge will require that the local vendor be given access to the FOL for the toilet to be delivered, serviced and picked-up. Cambridge will provide escort to the local vendor.

9. PSA Processing: Request expedient processing and signature of this PSA. No engineering actions can be finalized until it is approved. Delay at this time can incur a delay in installation and could result in contractual penalties for the Government.

10. Turnover and/or acceptance: Turnover and/or Acceptance by the site is NOT required for this installation. No turnover documentation (DD-250, AF-1261, etc.) will be provided for these efforts, unless specifically requested as part of the PSA concurrence. However, DD Form 1354 will be provided to account for the additional real property (concrete pads, etc.).

Siting and Project Installation Data

Project FA8720-04-D-0010, Delivery Order 0002, Rev # 1 Title: HF TADIL and UHF/VHF Capability Relocation at Curacao FOL

Location: Curacao, Netherlands Antilles

1. Coordination Information:

Information for this PSA was obtained during an engineering site survey conducted from 4 March 2005 to 10 March 2005 by 1Lt. Eric Aguilar, ESC PMO, Mr. Ed Turner, Cambridge Communication Systems, Inc. (CCS), Mr. Alex McPhee CCS, and Mr. Mark Simmons CCS. 2. Siting Data

a. Project Description:

Cambridge Communication Systems, Inc. (CCS) will be performing the following Civil Work at the Curacao FOL:

• New gate installation in existing fencing.

• Pour Concrete Slabs for the Shelter, SATCOM, and HF Couplers

• Place equipment shelter

• Set antenna masts

• Extending electrical distribution to equipment shelter.

• Excavation and Laying of PVC cable facilities

• Installation of Site Ground Systems

• Clean Site and level excavated areas

CCS will lift and place the shelter on the new slab using two Cambridge provided cranes.

The shelter size is 22’ x 10’ precast concrete and weighs 50,000 lbs. CCS will set five 35’ antenna masts. Four masts are for the HF antennas and one is for the UHF/VHF antenna. Each mast will be set IAW the manufacturer’s instructions. CCS will install a new 200 A, 380 VAC/50Hz 3 ∅ commercial service to the shelter; wire the step down transformer at the shelter; and complete the wiring for the back-up generator and associated panels. For the excavation and lying of PVC cable facilities, CCS will require that all utility lines and pipes be identified and marked. CCS will clear the ground for excavation. CCS will excavate and trench and place the PVC and pull boxes. CCS will cover and fill PVC trenches with excavated earth which will be properly compacted.

CCS will install site grounding systems to include a halo ground for the shelter and ground lines for the antenna mast. All grounds will be tied together by attaching the grounds to the existing FOL ground. In the final phase of civil work, CCS will clear the site of soils and level all site areas to comparable condition. See Drawing 1 in Attachment 4 for all of the above mentioned civil works.

Once civil work has been completed, CCS will install several items to support the HF TADIL and UHF/VHF Capability Relocation. CCS will install the following items:

• Concrete Telecommunications Shelter

• HF Equipment

• Antenna Mast

• UPS and Step Down Transformer

• Government Furnished Equipment

• Satellite Terminal

b. Space Reservations:

General Reservations

See Drawing 1 in Attachment 4 for installation locations.

Duct/Conduit Reservations

Existing HF Antenna Heliax conduit to building 600, Room 144, needs to be reserved for a 25-pair monitor/alarm cable. This duct was identified during the site survey conducted in March 2005. The use of this duct was coordinated with Mr. Andrus. This cable will be terminated on free positions on the MDF as designated by the 429 EOS.

c. Waivers: None. The construction cranes will be operating at a lower height than the existing light poles (50 feet) and thus require no waiver.

d. Limitations: None. Construction activities will not require access to the flight line.

e. Restrictions: None

f. Other: None

3. Proposed Project Installation:

• Removal of a portion of the fence as shown in Drawing 2 in Attachment 4 (labeled as new gate).

• 10’x22’x10’ Concrete Telecommunications Shelter onto concrete pad. Internal to this shelter is one 50 Hz, 40 KW Generac backup generator with a 79 gallon fuel tank (12 hr run capability). The shelter also has two 6000 BTU Baird air conditioning units.

• 5 each, 35’, Class 1, Powertrusion PFRC Pole, p/n PT3501 AFB 2 xx

• 1 20kVA Liebert NX 3 ∅ UPS, Model 38SA020C0CFJ

• 220 V to 120 V Step-Down Transformer.

• Satellite Terminal, MUX, MODEM, and supporting ancillary equipment.

• URC-200 UHF/VHF Radios and Antenna.

• HF Radios, Antennas, and supporting ancillary equipment.

• DTS Equipment with Cable

Cable

• 25 pair HF monitor/alarm cable will be pulled from contractor installed shelter to Building 600, Room 144, on free positions on the MDF as designated by the 429 EOS.. Cable will traverse contractor installed conduit to existing HF antenna cable pull-box and then traverse existing HF cable conduit to building 600.

• All other cables will be installed in contractor installed conduit.

Antennas

• UHF/VHF Antenna: This will be installed as indicated on Drawing 1 in Attachment 4 onto 35’ antenna poles. Model UVU-200 Dual Band Base Station Antenna.

• HF Antennas: 2 HF antennas will be installed as indicated on Drawing 1 in Attachment 4 onto a pair of 35’ antenna poles for each antenna. Model Harris

RF-1912.

4. Related Factors:

a. No change to the existing construction design criteria that affects these C4 support structures will be approved without this office’s (ESC OC2SR/IAC) concurrence.

b. Relationship to other supporting or related projects: None

c. IAW AFI 32-7061, The Environmental Impact Analysis Process, environmental considerations were analyzed and there is no environmental impact. This project does not require further Environmental analysis since it meets the Categorical Exclusion Criteria (CATEX) A2.3.12 per Appendix B of Part 989 of 32CFR Chapter VII.

d. All newly acquired equipment as well as GFE equipment required for this effort will be shipped to the Curacao FOL TADIL Construction site by the government. Costs associated with shipments in support of this project shall be captured to ensure they are charged to appropriate Counterdrug Project Code. All shipments to Curacao will be made by the DynCorp Freight Forwarder marked for:

PSA ATTACHMENT TWO

Civil Engineering Support Requirements

Project FA8720-04-D-0010, Delivery Order 0002, Rev # 1

Support Construction Requirements.

1. Site Work and Exterior Utilities:

429 EOS CE or equivalent will ensure all utility lines and pipes are identified and marked in the construction area.

2. Buildings.

429 EOS CE or equivalent shall make available a grounding point in the electrical substation to tie in all the newly installed grounding.

3. Special Services

None – Access to site facilites for equipment power will be sufficient for this project.

4. AF Form 103, Work Clearance Request: Must be processed for this project to identify all building penetrations/underground operations. Upon receipt and subsequent approval of form, stake all buried utility lines, which is the responsibility of base civil engineering or equivalent and which are located where trenching or excavation is proposed.

5. Stake all buried utility lines, which are located in the area of any proposed trenching or excavation.
