1 Site Visit What is the standard set of employees by section for a normal shift? This is a performance-based requirement. There is no standard set of employees, with the except of the required personnel identified in Appendix M.
2 Site Visit How many rapid turnaround flights are there during normal operations? No quick turns have been done in the past.
3 Site Visit Are there any hot gas requirements? No
4 Site Visit Will organic crew members be a part of refuel operations? Yes
5 Site Visit Will bidders library require a DD2345 (Military Critical Data Agreement)? No
6 Site Visit Will the Government provide an inventory of current software being used? Yes, an inventory of current software being used will be provided to the contractor.
7 Site Visit Will the Government provide a listing of current TTP’s for C4I? No, manuals are provided for all systems and PMI’s are listed; the contractor can adjust to do more but not less. TTP for equipment: it is the contractor’s responsibility to make TTP as required since their personnel will be trained. There will be a list of accounts required by the contractor to support 24 th
Air Force to ensure all systems are patched and up to date.
8 Site Visit If a contractor network is needed will commercial ISP service to support this be brought onto the FOL?
Yes, it can be brought onto the FOL
9 Site Visit Is tower safety gear GFE or will it need to be CFE? Yes. Equipment is on hand and listed in Appendix
K.
10 Site Visit Is CADWELD required on facility grounds? The requirements for facility grounds are governed by AFI and NEC code which does not exactly specify CADWELD. However, CADWELD is the industry standard that is used on the FOL and
Government has the tools and materials to perform
CADWELDs as necessary. Our expectation is that
CALWELD is the industry standard that will be used on the FOL.
11 Site Visit Can the Government provide pictures of the two comms towers on the FOL? Yes, see attached.

USAF/DoD systems states: “Use the following USAF Specific applications and systems to manage AF resources: (SBSS, AFEMS, etc.)” Is the Government’s intent that the contractor use the output products/data, from these systems; or is the intent for the contractor to enter data into all these systems? Can the Government please define the term “use”? Please specify which systems the Government intents the contractor to use.
The intent is for the contractor to operate these automated tools in order to manage the areas that each tool was meant to apply. As such, the contractor would be entering data and/or using outputs as necessary to effectively accomplish the contract. This includes, as a user of the automated tool, keeping the application current IAW the overall owner/administrative manager for the tool. Actions

such as software updates/patches would be routinely accomplished by the contractor. The term “use” in this context is “to employ for some purpose”. The systems are as outlined in this paragraph.
13 Site Visit Is transient lodging, as outlined in Appendix H, exempt from Curacao taxes? Lodging is not exempt from Curacao taxes.

Summary
Will the Government please consider increasing the allowable page limit for the summary to 5 pages to allow bidders the space needed to adequately meet the requirements for this section which include a description of the roles of the references submitted for the
Offeror, a detailed matrix that depicts how each PPI meets the relevancy criteria, and a detailed explanation of how the combination of all submitted references meets the relevancy criteria. 2 pages total is insufficient to meet the current requirements.
The page limit will not be increased, 2 pages is sufficient to meet the requirements of L-8.1.1.

Summary
It is unclear what the Government means by “describe the roles of the references submitted for the Offeror.” Is the Government referring to a bidder’s role as in Prime vs.
Subcontractor on a contract, or is the Government asking bidders to describe the functional areas they support. For example, for XYZ contract we were the Prime, versus for XYZ contract, our role is to provide custodial, grounds maintenance, etc. Or, is there another meaning? Please clarify and/or consider a slight re-write to make it your intentions more clear.
Offerors are to summarize the roles (functional areas) of all the Past Performance Information presented.
16 Will the Government provide a list of positions, including an outline of the position 'level of effort', in support of the FOL-BOS recompete?
This is a performance-based requirement. There is no standard set of employees, with the except of the required personnel identified in Appendix M.
17 Will plug numbers be provided for any CLIN? If so what CLIN and what will the numbers be?
Plug figures will be used for CLIN 0X06 and 0X08.
The amounts are located in the RFP.

Relevancy
Are Maintenance Repair and Overhaul (MRO) and Aircraft On Ground (AOG), e.g.
aircraft grounded awaiting parts or repair, support efforts considered 'relevant'?
Past Performance will be evaluated during the source selection.
19 PWS 2.8 Will the applications and systems identified in PWS 2.8 (USAF/DoD systems) be integrated with and covered by the Data Management System (2.10) or does the DMS system stand alone and address only access to the items listed in PWS 2.10?
DMS is a system the contractor provides and uses to input data listed in para 2.10.1
20 PWS 2.8 What are the input data formats and physical interfaces providing data to the DMS? Is there a specification for the output format and human interface?
The government only require access to the system via a login.
21 Site Visit Is a list of the attendees for the FOL site visit available? The list of attendees will be posted at the completion of the Site Visit.

Industry Day
During the Industry Day, offerors were provided the opportunity, through a scheduled meeting, to talk face-to-face with Government representatives. At the time, the solicitation was still full and open. Now that a Small Business Set Aside determination has been made, in the interest of better understanding and consequent higher quality proposals, will the Government consider a round of face-to-face meetings for the interested SB bidders before the Final RFP is posted?
The Government will not hold anymore face-to-face meetings.

b. Can the offer demonstrate that a key subcontract through a teaming agreement will perform the airfield support services and they have the past performance experience for airfield support services?

a. Airfield Support is included in the relevancy definition due to this being one of the major requirements and one of the requirements that makes this different than any other BOS requirement.
OCONUS contracts are considered relevant.

Program Management of Factor 1: Technical will demonstrate if the offeror has an acceptable program management approach.
