APPENDIX C
PUBLICATIONS AND FORMS
1.0 General. Publications and forms applicable to this Performance Work Statement (PWS) are listed in the tables below and are mandatory. The contractor shall comply with publications and forms to the extent specified in the PWS.
1.1 Document Availability. Publications and forms not available in electronic format (e.g. internet) will be provided in hardcopy format by the Government upon request, but no earlier than contract start.
1.2 Document Changes. The contractor shall be responsible for all updates, supplements, and amendments to publications and forms through the life of this contract. The dates shown in the below tables are the most current as of this writing; however, the contractor shall comply with the latest editions of documents when published. The contractor shall:
1.2.1 Implement document changes that result in decrease or no change to contract price. Notify the Contracting Officer (CO) in writing of change and provide a proposal for contract price reduction within 30 days of receipt of such change.
1.2.2 Notify the CO in writing of document changes that result in contract price increase. Submit a proposal for contract price increase to the CO within 30 days of receipt of such change. Do not implement changes resulting in price increase prior to obtaining CO approval. Failure to submit a price proposal increase within 30 days of change receipt entitles the government to contractor performance in accordance with (IAW) such change at no increase to contract price.

PLAN SUMMARY
1. PURPOSE. This PLAN establishes procedures and guidance for reducing the Bird Aircraft Strike Hazard (BASH) and minimizes aircraft exposure to potentially hazardous bird strikes within the air operations area of 429th
FOL, Curacao, Netherlands Antilles. This plan is based on hazards from both indigenous bird populations and seasonal bird migration.
Implementation of specific portions of the plan is continuous, while other portions require implementation as dictated by bird activity.
2. CONDITIONS for EXECUTION. This plan is based on hazards from both resident and seasonal bird populations. Implementation of specific portions of the plan is continuous, while other portions will be implemented as required by bird activity.
3. EXECUTION:
a. Concept of Operations:
(1) Establishment of a Bird Hazard Working Group (BHWG).
(2) Procedures for reporting hazardous bird activity and altering or discontinuing flying operations.
(3) Provisions to disseminate information to all assigned and transient aircrews for specific bird hazards and procedures for avoidance.
(4) Procedures to disperse birds within the immediate vicinity of the runway.
b. Tasked organizations: As listed in ANNEX A.
c. Supporting plans are required. Tasked agencies will develop procedures, instructions, and checklists to support the operations contained within this OPLAN. Requirements resulting from the OPLAN for the Base Operations contractor should fall in line with guidance from the Performance Work Statement (PWS).

Quick Reaction Checklist -QRC
Bird Avoidance -Techniques (including radar detection, warning, and use of bird data) that reduce potential for bird strikes by allowing aircrews to schedule or maneuver to avoid bird concentrations.
Bird Control -Any biological, chemical, or physical procedure that discourages the presence of birds. These procedures include repellents, toxicants, harassment, grounds maintenance, and habitat modification.
Bird Data -Information about the ecology, anatomy, physiology, behavior, size, movement, and distribution of birds that may be helpful in bird control, bird avoidance, and aircraft design.
Bird Hazard Warning System -A set of procedures, using standard bird watch condition codes, for immediate exchange of information between ground and airborne personnel concerning the existence and location of birds posing a hazard to flight.
Bird Species -A group of interbreeding birds with common characteristics such as size, shape, voice, and behavior.
Bird/Wildlife Strike -Any collision between a bird or other species of wildlife and an aircraft.
Bird Watch Condition Codes -Terms established for rapid communication of bird activity. When communicating, avoid color-coded conditions to eliminate any confusion with color codes used during exercises, contingencies, and emergencies (i.e., disaster preparedness exercises).
Damaging Bird/Wildlife Strike -Any bird/wildlife strike that causes reportable damage according to AFI 91-204, Safety Investigations and Reports.
Habitat -The total environmental elements of food, water, shelter, nesting sites, and space that must be present for wildlife species to survive.
Non-damaging Bird/Wildlife Strike - Any bird/wildlife strike that does not cause reportable damage to the aircraft IAW AFI 91-204, Safety Investigations and Reports.
RESPONSIBILITY: It is the responsibility of the 429 EOS/CC and ITT-DCSI Airfield Manager to ensure all requirements stated in this PLAN and above referenced publications are followed and incorporated. Close coordination with Hato Tower is essential for a successful BASH operation and the proper disposal of any bird-strike remains.

1. PROCEDURES:
1.1. This plan establishes an overall bird control program for 429 EOS FOL and is designed to minimize U.S. Drug Enforcement aircraft exposure to potentially hazardous bird strikes. The hazards to safe flying operations affected by birds are so varied that no single solution to the bird strike problem exists. This plan is designed to:
1.1.1. Establish procedures to regularly review BASH-related issues and brief commanders.
1.1.2. Establish procedures to identify and communicate high hazard situations to U.S. drug enforcement aircrews and supervisors.
1.1.3. Establish aircraft and airfield operating procedures to avoid high hazard situations.
1.1.4. Decrease the attractiveness of the airfield to birds by eliminating, controlling, or reducing environmental factors that support them.
1.1.5. Establish procedures for dispersal of bird concentrations whenever appropriate.
1.2. Airfield/Local Area. The Curacao International Airport local flying area is defined as a 20 NM radius of the center of the airport up to and including 2500 feet Mean Sea Level (MSL).
The elevation of the airfield is 29 feet above MSL. Rainwater is drained into a man-made drainage ditch, which empty into a river running along the south side of the airfield. There are two major daily bird activities at this location. A migration from east-to-west in the mornings:
between one-hour before sunrise, to one-hour after sunrise; and from west-to-east in the afternoons, one-hour before sunset, to one-hour after sunset. Bird flight paths exist across the north end of the airfield; runway 11/29 approach. During these times expect condition MODERATE or SEVERE.
1.3. Wildlife Hazard. A bird/wildlife strike hazard for aircraft exists at Curacao and its vicinity due to resident and migratory bird species and the expanse and openness of the airport.
Common species of birds that populate the area include:
1.3.1. The Crested Caracara has a body length of
19 inches, a 4-foot wingspan, and weighs 1 3/4 - 3 1/2 pounds. The Caracaras’ preferred habitat is open, lowland countryside, like pastures, savannas, river edges, and ranches. They may also be found in some forests and marshes. The Crested Caracara usually feeds on carrion, but they will take advantage of any food opportunity by eating small mammals, amphibians, reptiles, turtles, fish, crab, eggs, insects, worms, and nestling birds. Caracaras hunt live food on the ground or take food from other birds. Unlike other members of the falcon family that do not construct nests, the caracara builds a stick nest. The caracara is the most terrestrial bird in the falcon group. It spends a great deal of time on the ground.
1.3.2. Fairly small compared to others, the Roadside
Hawk can, in some parts of its range, be identified by its lengthy tail and disproportionately short wings. The breast and under parts of the bird are barred brown and white and the tail has four or five grey bars. There is, however, significant plumage variation depending on the subspecies. The eyes of the Roadside Hawk are usually yellow, and patches on the bird's wings can be observed while the hawk is in flight. The Roadside Hawk feed mainly on small mammals, insects, and reptiles.
1.3.3. The Smooth-billed Ani is a large bird in the
cuckoo family. The Ani is found in open and semi-open country and cultivation. This totally black bird (length 30 cm) with a parrot-like beak and some shiny feathers on breast and tail is easily recognizable by its peculiar flight shape. The Ani will fly in a straight line and its flight is weak and wobbly, but this bird runs well, usually feeds on the ground and is always found in noisy groups. The Anis is a social bird, eating and also building its nests together.
1.3.4. The Totolika (common Ground Dove) is a
small short-tailed pigeon (sparrow sized bird that have eight distinctive chestnut patches on their wings, normally about 47g. The Ruddy Ground Dove are seed eaters, they feed on seed-producing weeds, grasses, and shrubs. Open areas or bare spots are attractive as resting or feeding sites.
1.3.5. The Green-rumped Parrotlet is a small parrot.
The Green-rumped Parrotlet is about 12 cm (4.8 in) long and weighs 23g. It is mainly bright green with a short tail and pinkish bill. The male has a brilliant blue wing patch and females sometimes have some yellow on the head.
Its habitat is open forest and scrub. They eat seeds including those of grasses. They are very gregarious and roost communally; large numbers can be seen at the roost sites at dawn and dusk.
1.3.6. The Pigeon (used interchangeably with
doves) varies in size from 5.9 to 31.5 inches in length and from 1.1 to 4.4 pounds in weight.
They have compact bodies, short necks, and small heads. The wings are long and broad and the tail is long and either broad or pointed. The bill is short. The eyes are surrounded by an area of bare skin. Many species are gray, brown, or cream in color although tropical species are much brighter. They live in trees and occupy grassland areas. They feed on seeds.
2. EXECUTION:
2.1. Concept of Operations
2.1.1. The 429 EOS/CC is the program manager and the ITT-DCSI Airfield Manager will monitor the implementation and execution of this plan.
2.1.2. The Airfield Operations Board (AOB) is the normal forum for discussion/resolution of BASH-related issues, briefing commanders, and soliciting top-down guidance. The Airfield Manager will provide an overview of BASH status, and BASH-related issues at the AOB.
2.1.3 The BHWG will consist of the following: 429 EOS/CC, 429 EOS/DO, 429 EOS/ADO, Airfield Manager, Safety, and Airfield Services. A representative from Hato Airport Authority will be invited to all meetings as an active participant.
2.1.3.1 The Airfield Manager will brief the BHWG on issues and trends relating to BASH/Wildlife Hazard Management and record the minutes. Major areas of concern include, but are not limited to bird/wildlife trends identified during airfield inspections/checks and current Flight Information Publication (FLIP) entries regarding bird/wildlife cautions.
2.1.3.2 The BHWG will, at a minimum, meet twice a year in conjunction with the AOB.

ANNEX B - TASKS AND RESPONSIBILITIES
1. 429th Expeditionary Operations Squadron Commander (429/EOS/CC):
1.1. Chairs BHWG meetings.
1.2. Implements and executes authority for this plan.
1.3. Determines the requirements for contractors to provide BASH service (via the BHWG) in accordance with the PWS.
1.4. Declares and terminates bird watch conditions on Curacao FOL.
1.5. Issues specific guidance to the DO and aircrews on procedures to be followed under Bird Watch Conditions (ANNEX D).
1.6. Directs operational changes to avoid areas and times of known hazardous bird concentrations (Phase II), mission permitting. Considers the following during periods of increased bird activity:
1.6.1. Avoiding takeoffs/landings at dawn/dusk 1 hour when operationally feasible.
1.6.2. Limiting or prohibiting formation takeoffs and landings.
1.6.3. Making full stop landings.
NOTE: Phase I (low bird activity) is January through September and Phase II (heavy bird activity) runs October through December.
1.7. Implements approved BHWG recommendations changing operating procedures to reduce BASH potential.
1.8. Ensures changes that are more than administrative in nature are sent to the 612 SPTS and ACC AMIC for integration into the BOS contract. Sixty (60) days lead time is required for contract changes.
2. Director of Operations:
2.1. Attends the BHWG meetings.
2.2. Assumes the 429 EOS/CC responsibilities in the commander’s absence.
2.3. Develops and disseminates information to deployed aircrew members on local bird hazards. Bird hazard information will be displayed and maintained in the Joint Operations Center (JOC).
2.4. Reviews this plan annually with ITT and the invited Hato Airport Authority representative and forwards recommendations to the 429 EOS/CC.
2.5. Ensure all strikes are documented in Air Force Safety Automated System (AFSAS), the web-based mishap reporting and data management tool that allows quick, accurate tracking of mishaps and trends. Provides a copy of the report to the ITT-DCSI Airfield Manager.
3. ITT-DCSI Airfield Manager:
3.1. Ensures FOL compliance with AFI 91-202, and this plan.
3.2. Identifies BASH hazards in the vicinity of Curacao Airport. The Airfield Manager will continuously monitor the bird watch condition and update the BWC as necessary. Upgrades/ downgrades the BWC as necessary and relays information to the JOC, Hato Operations and Dutch Coast Guard.
3.3. Advises 429 EOS/CC, 429 EOS/DO, and the JOC of hazard areas.
3.4. Forwards any BASH information reported by aircrews, or other personnel to the JOC, Hato Operations, Dutch Coast Guard and Hato Tower IAW Annex C.
3.5. Notifies the ITT Site Management, ITT/ES&H, Hato Tower, Hato Operations, Dutch Coast Guard and the JOC of bird strike damage when briefed by aircrews, if applicable. Ensures the JOC completes the Birdstrike Quick Reaction Checklist (QRC).
3.6. Establishes procedures to determine and disseminate BWCs.
3.7. Reviews this plan annually.
3.8. Collects and compiles bird strike data IAW Annex C and forwards to ITT/ES&H.
3.9. Collects bird remains and as required, forwards remains to Smithsonian National Museum of Natural History for analysis.
3.10. Ensures bird hazards and migratory information is published in the appropriate FLIP document.
3.11. Declares and terminates bird watch conditions on Curacao FOL.
3.12. Maintains the BASH brief/file for incoming aircrew orientation.
3.13. Publishes the appropriate bird watch condition NOTAM to alert aircrews of all known bird hazards.
4. Flying Detachment Commanders:
4.1. Reports all bird strikes and all hazardous bird conditions.
4.2. Follows the policies and procedures outlined in this Plan.
4.4. Monitors on a regular basis, aircrew preflight briefings to ensure bird avoidance information is covered during the briefing.
4.5. Notifies the ITT-DCSI Airfield Manager of all bird sightings and anytime bird remains or suspected bird strike damage is found on an aircraft.
4.5.1. Collects and holds physical remains of bird(s) until retrieved by the ITT-DCSI Airfield Manager or Safety.
4.5.2. Determines extent of any bird strike damage to aircraft.
4.5.3. Makes damaged parts available to Safety for photo taking.
4.5.4. Estimates replacement cost for damaged parts and number of man-hours required to remove and replace damaged parts.
4.6. Completes AF IMT 853, Air Force Wildlife Strike Report, within 24 hours of a bird strike and forward to the ITT-DCSI Airfield Manager and ITT-Safety.
4.7. Ensures crews contact the JOC 30 minutes prior to arrival to obtain the current BWC and other bird hazard information.
5. ITT Civil Engineer:
5.1. Manages FOL perches (lights and buildings) and determines elimination methods to reduce or negate the hazard.
5.2. Acts on specific requests by the ITT Site Manager in providing additional services.
5.3. Advises Hato Airport Authority when requested on bird control and habitat management.
6. JOC
6.1. Ensures all BWC changes are posted or otherwise made available to aircrews.
6.2. Notifies all agencies of BWC changes and updates the airfield status board.
6.3. Completes the appropriate QRC when notified of a Birdstrike.
6.4. Alerts the ITT- Airfield Services Supervisor of all requests to disperse birds as required.
6.5. Logs the date, time, and reason of all changes in bird conditions affecting US aircraft for tracking purposes.
6.6. Informs aircrews of the current BWC and other bird hazard information 30 minutes prior to arrival.
7. Hato Tower
7.1. Performance of the duties outlined in this PLAN are secondary in nature to those duties outlined in the Hato Tower duty priority.
7.2. Notifies the JOC when an increase in bird activity is observed.
7.3. Issues bird watch advisories to aircrews as required.
8. Hato Operations
8.1. Notifies the ITT-DCSI Airfield Manager and the JOC of all bird strikes.
8.2. Forwards Wildlife Strike Reports to the ITT-DCSI Airfield Manager
ANNEX C - REPORTING AND FORMS
1. GENERAL: This annex outlines the procedures and forms required to report bird strikes IAW AFI 91-204 and to enhance the BASH program at Curacao FOL.
2. BIRD STRIKE REPORTING:
2.1. Bird strike reports are time sensitive. Immediately report all bird strikes, regardless of the damage they create to the ITT-DCSI Airport Manager or ITT/ES&H.
2.2. Formal reporting of bird strikes by US Air Force aircraft using the Air Force Safety Automated System (AFSAS) is the responsibility of the 429 EOS Director of Operations. If a USAF aircraft experiences a bird strike at or near Curacao FOL, the aircrew will submit AF IMT 853 to the Airfield Manager and ITT/ES&H will submit a BASH Report to 12 AF/SE, ITT Systems and ACC AMIC IAW PWS CDRL A027.
2.3. AF IMT 853, Air Force Bird Strike Report, will be made available to flying units. An electronic copy is available at http://www.e-publishing.af.mil. This form will be completed and a copy forwarded to the ITT-DCSI Airfield Manager or ITT/ES&H within 24 hours of any confirmed bird strikes while at Curacao FOL.
2.4. The ITT-DCSI Airfield Manager will maintain a copy of all AF IMT 853.
3. BIRD REMAINS IDENTIFICATION:
3.1. Anyone who discovers the remains of a bird killed by a collision with an aircraft will forward feathers or other non-fleshy bird remains (beak or feet) to the ITT-DCSI Airport Manager or ITT/ES&H. Feathers are the most important item in the identification process. Even very small remains, such as downy feathers, require forwarding.
3.2. The ITT Airfield Manager or the ES&H Office will forward the remains to the Smithsonian Institute. The completed AF IMT 853 along with a copy of the AFSAS Report and Avian Influenza Permit (for damaging strikes) will be included.
4. AIRCREW PROCEDURES:
4.1. All personnel discovering a bird strike will notify the ITT-DCS Airfield Manager, ITT/ES&H, or JOC as soon as possible. This is required to ensure that evidence is preserved in order to identify the bird species involved.
4.2. The only identification features that should be preserved are feathers, feet, or beaks.
4.3. During non-duty hours, maintenance personnel will make arrangements for the preservation of evidence.
4.4. The aircrew involved will fill out AF IMT 853 (Air Force Wildlife Strike report) providing as much information as possible concerning the circumstances of the incident.
5. DATABASE: The ITT-DCSI Airfield Manager and ITT/ES&H will maintain a historical database of bird strikes (not generated by AFSAS). This information will be compiled and reviewed regularly in order to determine the current hazard and appropriate abatement measures. ITT will maintain this data on its Sharepoint website.
ANNEX D - BIRD WATCH CONDITIONS
1. GENERAL. This annex establishes procedures for the immediate exchange of information between ground agencies and aircrews concerning the existence and location of birds, which could pose a hazard to flight.
2. RESTRICTIONS. Use the following BWC codes to rapidly communicate bird activity levels.
2.1. SEVERE. Bird activity on or immediately above the active runway or other specific location representing high potential for strikes. Supervisors and aircrews must thoroughly evaluate mission need before conducting operations in areas under condition SEVERE.
Restrictions: Full-stop landings are permitted for emergency and low fuel aircraft only. No touch and go landings and no takeoffs.
NOTE: The 429 EOS/CC is the waiver authority.
2.2. MODERATE. Bird activity near the active runway or other specific location representing increased potential for strikes. BWC moderate requires increased vigilance by all agencies and supervisors, and caution by aircrews.
Restrictions: No touch and go landings. Restricted low approaches no lower than 200 feet above bird concentrations
2.3. LOW. Bird activity on/around the airfield representing low potential for strikes.
Restrictions: None.
3. AUTHORITY.
3.1. The 429 EOS/CC and ITT-DCSI Airfield Manager are responsible for upgrading/downgrading BWCs. However, only the 429 EOS/CC or 429 EOS/DO (in the commander’s absence) can downgrade from SEVERE.
3.2. During non-duty hours, the on-duty JOC liaison may upgrade BWCs affecting US aircraft operations and update Hato Tower on condition changes.
4. DETERMINATION OF CONDITION.
4.1. A BWC will always exist at Curacao FOL. Normally this condition is LOW but may be upgraded to MODERATE or SEVERE as appropriate.
4.2. Determining an appropriate BWC is always a subjective assessment call. Consider the following when determining the BWC:
4.2.1. Information relayed by airborne aircraft. This is often the best source of information regarding bird activity because it assesses those areas where aircraft are actually flying.
Often these areas are beyond the visual range of Tower personnel.
4.2.2. Observations made by Tower personnel. Tower personnel are in the best position to assess bird activity in the immediate vicinity of the airport. They also have the benefit of being able to monitor trends.
4.2.3. Current month. Migratory patterns place the highest concentration of birds at Curacao International Airport from October-to-December. However, high concentrations of birds could occur at any time.
4.2.4. Recent BWCs. Migratory patterns tend to come through as waves, increasing, and then decreasing smoothly in concentration density.
4.2.5. Size/number of flocks. Larger flocks my warrant a higher BWC.
4.2.6. Position of flocks. Aircraft tend to fly relatively fixed ground tracks about the airfield.
Concentrations of birds stationed across these ground tracks may warrant a higher BWC.
4.2.7. Outside Visibility. Bird strike avoidance often depends on the ability of birds and pilots to see each other. Periods of poor visibility (rain showers moving across the airfield, night, etc.) when bird concentrations are known to be active may warrant a higher BWC.
5. DISSEMINATION.
5.1. Upon determining a BWC change is warranted, the ITT-DCSI Airfield Manager will notify the JOC and relay the size, number activity and location of birds.
5.2. The JOC will initiate the appropriate Quick Reaction Checklist, ensuring 100% notification.
5.2.1. Forward all inputs from aircrews concerning bird activity to Hato Tower and the Airfield Manager.
5.3. Aircrews. If an aircrew observes or encounters bird activity that would constitute a hazard to flight, the aircrew will pass the following information to Hato Tower, the ITT-DCSI Airfield Manager and JOC:
5.3.1. Call sign.
5.3.2. Type aircraft.
5.3.3. Local time of sighting.
5.3.4. Location of birds.
5.3.5. Altitude of birds.
5.3.6. General flight path and direction of birds.
5.3.7. Approximate number of birds.
5.3.8. Type of bird (if known).
ANNEX E - BIRD DISPERSAL PROCEDURES
1. GENERAL. This annex establishes responsibilities and procedures for bird dispersal at the Curacao FOL.
2. OFFICE OF RESPONSIBILITY.
a. Equipment. ITT-Airfield Services has the primary responsibility to procure and maintain equipment used to scare birds. The Airfield Services Supervisor oversees and maintains control of BASH support equipment to include, but not limited to: pyrotechnic equipment (Bangers, Screamers, Blanks and Propane Cannons), response vehicles and vehicle acoustic/dispersal systems.
b. Dispersal. The ITT-DCSI Airfield Manager has the primary responsibility and oversight of bird dispersal operations and ensures compliance with the BASH plan.
c. Training. The Airfield Manager ensures all bird dispersal personnel are trained on proper use of wildlife dispersal techniques, equipment, special purpose vehicles, and airfield driving procedures (to include a permit). Annual BASH training requirements are documented in personnel training records.
3. BIRD SCARE/PYROTECHNIC EQUIPMENT.
a. ITT-Airfield Services will use pyrotechnic devices to disperse birds on the airfield. These items are considered explosive and therefore require special ordering, storage, handling and licensing.
b. The Weapons Safety Representative maintains assigned bird scare pistols and a sufficient supply of bird scare cartridges. The Airfield Manager will maintain control of pistols and ammunition via monthly inventories of the ARMAG.
4. DISPERSAL PROCEDURES.
a. If the bird condition is Moderate or higher and a FOL takeoff is scheduled within 2 hours after sunrise, bird dispersal personnel will use pyrotechnic bird dispersal equipment 30 minutes before the scheduled takeoff time. Continue bird dispersal until bird activity diminishes.
b. If the bird condition is Moderate or higher and a FOL takeoff is scheduled within 2 hours before sunset, bird dispersal personnel will use pyrotechnic bird dispersal equipment 30 minutes before the scheduled takeoff time. Continue bird dispersal until bird activity diminishes.
c. Bird dispersal personnel will fire pyrotechnics pistols only during daylight/twilight hours.
d. If increased bird activity is observed, the Airfield Manager will direct the use of pyrotechnic bird dispersal equipment as required.
e. The Airfield Manager will notify the JOC, BDOC, Hato Tower, Hato Operations and FOL Fire Department before and after using pyrotechnics. Airfield Services will specify time, location and type of pyrotechnics to be used.
f. Bird dispersal personnel will document pyrotechnic usage and other methods of bird dispersal on the BASH Inventory Log at the JOC.
g. JOC personnel will annotate bird dispersal operations in the JOC log.
ANNEX F - VEGETATION CONTROL PROGRAM
1. GENERAL. This annex outlines the procedures for decreasing the attractiveness of the airfield to birds by eliminating, controlling, or reducing environmental factors that support them.
2. RESPONSIBILITY.
2.1. ITT Airfield Services is responsible for executing vegetation control activities outlined below as required to eliminate, control, or reduce environmental factors that attract birds and wildlife to the airfield environment.
2.2. Airfield Manager will monitor areas of high bird activity during normal airfield inspections and will report problems to the Airfield Services Supervisor for action.
3. SCOPE. As a minimum, the Vegetation Control Program will address the following:
3.1. Control Vegetation.
3.1.1. Mowing: Maintain a vegetation height of 7" to 14" to the maximum extent possible. Storm drainage ditches shall be maintained to a height of 7” to 14” to the maximum extent possible. Conduct routine inspections and report requirements for general maintenance (i.e. re-sloping, retrenching, and erosion) to the Airfield Manager.
NOTE: ITT will control the vegetation on all drainage ditches on the airfield. Erosion control and all other maintenance required on drainage ditches throughout the airfield is the responsibility of Hato Airport Authority.
3.1.2. General: Removing dead vegetation/rubbish from all vegetation control areas including drainage ditches in a timely manner.
3.1.3. Tree Trimming. Trim/remove trees within the vegetation control areas as necessary and remove/dispose of trimmings/rubbish in a timely manner.
NOTE: Dispose of vegetation and rubbish in a location on the airfield as determined by the airport authority.
3.1.4. Remove plants with berries. Plants that produce fruit, nuts or berries shall be trimmed or removed, to the maximum extent practical, from the vegetation control areas.
3.2. Control Water.
3.2.1. Storm Water Drainage Ditches. Vegetation Control personnel will inspect ditches routinely and report standing water, drainage issues or erosion to the Airfield Manager.
Storm Water Drainage repair is the responsibility of the Curacao Airport Partners (CAP) unless otherwise directed by the Contracting Officer (CO).
3.3. Control Insects.
3.3.1. Areas of significant activity where insects are the suspected food source will be identified to the Airfield Manager. The Airfield Manager will report significant insect activity to the CAP for pest control actions. Insect Control within the vegetation control areas is the responsibility of the CAP unless otherwise directed by the CO.

This Operating Instruction (OI) establishes the minimum guidelines and procedures for all security operations being conducted by the 429 EOS, Curacao.
