1 Appendix M, Certifications
Can the FOL Site Manager and CE Manager be duel hatted? Would the government have a problem with that?
There is no technical reason why dual-hatting such as this could not be accomplished given that the overall structure addresses the inherit issues and associated risk with this approach.
2 Appendix M, Does the government expect the Sr Contract Manger and
Quality Mgt Rep be assigned to the PMO office or not?
There is no contractual requirement for a PMO office; the contractor can locate the Quality Mgt Rep where they believe the position will be most effective to meet the requirements of
ISO 9001:2008.
3 Appendix M, Will the government repost the qualifications for the
Airfield Liaison as it appears some of it was cut off when converted to PDF?
Yes, we will post an updated Appendix M with the Airfield
Liaison’s position.
4 Appendix G, Estimated Workload
Can the government post the summary pages for M-32
Cumulative from CY Sept 11, 12 and 13 when it becomes available?
The government will post the summary pages of the M-32 from CY Sept 11, 12, and 13 when available.
5 Appendix G, Can the government provide workload for the Fitness and
Recreation area (PWS 4.3.3) as in number of personnel using fitness center on a monthly basis like done in previous RFPs as Appendix G, Section 1.7 only provide purchases of items?
Work load data in this particular area will not be useful and potentially misleading since use of the fitness center is wildly divergent depending on number of deployed units, OPTEMPO of those units, and other factors. As a result, this type of workload data will not be provided.
6 Appendix G, Can the government provide the workload for Postal
Operations (PWS 4.5 thru 4.5.2.2) as in the number of incoming and outgoing pieces of mail, mail volume by weight incoming and outgoing like done in previous
RFPs?
Yes, we have updated Appendix G with postal service historical workload.
Appendix G, Will the government provide the workload data for PWS
4.1.2 thru 4.1.2.9 so we can staff and price this section?
Workload data has been updated in Appendix G & K.

4.2.1.17?
No, there are no GFV/CFV trash trucks. Contractor establishes a local subcontract to accomplish this function.
11 Appendix G, Are the dumpster GFP or CFP as we didn’t see any in the
Government Furnished Property List (1.3) for PWS
4.2.1.17?
No, dumpsters are part of the subcontract mentioned above.
12 Appendix G, What is the average number of Personal Property
Shipments a year or month as they are not called out in
Para 1.1 of Appendix G?
Personal Property Shipments average 10 shipments per year of not more than 800 lbs. per shipment.

Total quantity is 192 MRE cases. They are not currently refrigerated.

Personal Property Shipments average 10 shipments per year of not more than 800 lbs. per shipment.

Will the government provide the contractor the USF and
SOUTHCOM regulations and directives per PWS Section
D, para 2.2.3 and 2.2.4 along with HN laws, regulations and directives?
Government directives are available via websites or will be available if not obtainable via web in the bidder’s library. HN laws, regulation and directives are the offeror’s responsibility to obtain and adhere to.

What are the normal duty hours for other than Fire
Department, JOC, POL and Airfield Services, M-F 8 hrs, M – Sat 8 or 10 hr, please clarify?
The government specified duty hours in Section D, para 3.1.
for mandatory coverage. Offerors are requested to establish normal duty hours as appropriate to meet PWS requirements.

How many current Equipment and Component Warranty are being managed per PWS 2.11.3?
Warranty information is contained in Appendix G, 1.3.

How many FOL/CC and Detachment Staff work group centers are to be supported by Administrative staff per
PWS 2.13.1?
The administrator supports the commander and immediate staff.
30 PWS Section A, Para 4.3.4
How many day rooms and fitness centers require cable/satellite TV service per Para 4.3.4?
The dayroom and the fitness center in C-700 require cable/satellite service. In addition there is a break area in C-
600 that requires cable/satellite service.

How many MRE are stored and how many are issued if any on monthly or yearly basis?
Total quantity is 192 Cases are stored. No MRE issued to date.
32 PWS Section A, Para 4.2.1.5
How many utility meters there to be validated monthly? There is one electrical meter and one water meter for the Fire
Department Complex and one electrical meter and one water meter for the operations area.
