APPENDIX H

Transient Lodging Requirement

1.0. General. This appendix outlines the requirement for providing safe and secure lodging for transient personnel supporting the FOL.

1.1. Baseline Requirement. Provide 150 double-occupancy rooms for the duration of the contract. In your proposal, provide two options: a) one location for all rooms or b) one location with 75 rooms and other locations broken down in blocks of 25. (REVIEWERS: See NOTE at the bottom of the document)

1.2. Scalable Requirement. Provide your plan if the Government elects to have these 150 rooms contracted on an annual basis with the proviso that with 60 days’ notice the Government can exercise an option to scale the room requirement either up or down in 25 room blocks to meet mission requirements. This plan should be broken down for either of the two baseline options above.

2.0. Standards. The intent of these details is to provide the minimum standards acceptable so that the best value can be found to support the program. These standards are broken down into safety, security, and services. Overall, selected hotels shall meet the current International Hotel

Association (IHA) standards in addition to the details below.

2.1. Safety. Living space and surrounding hotel will meet applicable Life Safety Code requirements as detailed by the U.S. NFPA.

2.2. Force Protection (FP). Using the standard “Physical Security Criteria for Federal

Facilities” as a guide, FP measures must be applied to meet DoD standards whenever possible.

The DoD will conduct a risk assessment and develop a mitigations plan for all hotels that cannot meet minimum standards. The contractor will be expected to work with hotel management to implement any additional FP measures necessary to address shortcomings.

2.2.1. To the maximum extent possible, the below additional FP measures shall include (but aren't limited to) the following:

a. Locating all DoD personnel to rooms furthest from parking areas and streets where stand-off distances are inadequate.

b. Searching vehicles destined for underground parking areas located beneath rooms containing DOD personnel.

c. Providing secure parking areas where government owned/leased vehicles are under surveillance and drivers can safely conduct pre-drive searches.

2.2.2. In addition to mitigating inadequate force protection standards, hotels/lodging venues must incorporate the following measures on a normal basis to provide an adequate FP environment.

a. Permit the conduct of Random Anti-Terrorism Measures (RAMs) by FOL personnel on a non-interference (with commercial operations) basis.

b. Increase security measures during heightened threat periods or as requested by the FOL commander.

c. Work closely with FOL security personnel to mitigate new or emerging threats; adding physical security countermeasures and additional procedures deemed necessary.

d. Provide security camera footage upon the request of FOL security personnel if an incident occurs.

2.3. Services and Furnishings.

2.3.1. Location. Hotels must be no greater than a 15 miles radius from the FOL Front Gate.

Local food establishments near the hotel are desired.

2.3.2. Services. Minimum services will include daily custodial/sanitation services and weekly linen services. Living quarters shall be provided with individual room-controlled heating and air conditioning and otherwise provided the ventilation necessary to maintain comfort for guests.

2.3.3. Furnishings. Furnishings, to include mattresses and equipment must be clean and in good repair. Double rooms require 2 beds, 2 dressers and 2 nightstands are desired, telephone, 2 trash containers (one in the living room and one in the bathroom) and cable TV. A refrigerator, desk with lamp, microwave, DVD player, American cable channels, and room high-speed internet is desirable.

a. Vents and surrounding finished must be free of dirt, dust and mold.

b. All floors in living and sleeping areas shall have clean, serviceable covering.

c. All windows shall be provided drapes with blackout lining, shades or blinds. If only drapes are provided, they must screen out light.

e. All entrance doors to rooms shall have interior security locks; either deadbolt or double locking locks.

f. Smoke and fire protection systems must be installed and meet local and industry fire codes.

g. Safeguarding Valuables. The hotel must provide a means of storing and safeguarding, in a safe or vault, small high-value personal property of the occupants. If centrally provided i.e. a

“hotel safe”, receipts for the stored items must be furnished to the guest.

It is the acquisition team’s intent to request Industry look at the approaches in the attached icon before Industry Day and have discussion of the billeting requirement approach.

Planning Document from 612 th follows:

The goal is to find innovative, flexible, and cost effective options for providing deployed personnel clean and safe lodging. All bidders shall provide AMIC with 2 lodging proposals given the set of planning factors and requirements below.

Planning Factors

1. We favor a hotel strategy that will provide the best value for the PC9500 program consistent with the requirements below.

2. All hotels should meet international hotel industry building and life safety standards. The example attached is a guide and not specific to Curacao.

3. While the number of rooms needed at any given time may fluctuate, historically, on average, we have used 130 rooms consistently.

4. We will require both single and double rooms. The ratio of single to double rooms will be determined by the 429 EOS staff on a case-by-case basis but for planning purposes use single

/ double ratio of 2:3 for 33 rooms, and a single / double ratio of 1:4 for all additional rooms.

A certain number of blocked rooms will need to accommodate day sleepers to meet crew rest requirements.

5. For the scalable option, to the maximum extent possible, units will be lodged in a single location to facilitate better command and control of assigned personnel.

6. On occasion, additional rooms may be required for transient personnel at a pre-negotiated daily, weekly or monthly room rate that would bring the most value to the PC9500 program.

7. Large deployments normally requires about 50 -55 rooms

8. Medium deployments requires about 15-20 rooms

9. Small deployments and/or transient personnel requires between 1-10 rooms.

Proposal Options

Fixed Option:

1. Annually contract 150 rooms in one location for the duration of the contract period.

2. Annually contract 150 rooms using numerous hotels for the duration of the contract period.

Scalable Options:
