# Question Answer

Does the Air Force anticipate any significant changes to the scope of this contract during the period of performance? No.

2 Why is 50% of the contract LN labor? This is not a contract requirement.

3 Do employees get right of first refusal?

No. The Government urges all offerors to understand Curacao Labor Laws to ensure compliance.

4 Can the incumbent bid on the follow on? Yes, if the approved acquisition strategy is Full and Open Competition.

5 Can I get a listing of contractors that are interested?

A list of interested parties is available for public viewing on FBO. Also, the listing of attendees from the Industry Day will also be posted.

6 Are there certifications or licenses required for CE?

Appendix M contains the minimum certification requirements for the positions identified.

7 How long has the incumbent has the contract? 2007

8 Does we set aside specific functional areas for Small Businesses?

Not typically, we normally set aside a percent of total contract dollars for SB's if the approved acquisition strategy is Full and Open Competition.

9 How will surge be handled? On a case by case basis and negotiated mod.

10 Will government transportation be available for freight?

No, there is no rotational government flights. Utilization of deployment aircraft can be used, but must be coordinated prior to shipment.

11 By what standard is English fluency measured? Is there a commercial equivalent test out there?

No English fluency standard is established. It is incumbent for offerors to ensure they can read, write, and speak English for the position they are to fill. For example, a maintenance worker must be able to read and comprehend Technical Orders while performing a maintenance task.

12 It is our expectation to use CMOS?

The CMOS portion can be used to provide ITV to assets using the Inbound module and Outbound module. What the contractor cannot do is use to provide through

CMOS electronic data interchange information with carriers to ship assets and use

TAC codes or fund cites as they cannot obligate government funds. We will find a way for the contractor to use CMOS and provide ITV and management of AF assets until CMOS can be fully implemented.

13 Is the government anticipating adding additional FOL's during the life of this new contract? None that we are aware of at this time.

WRT ops tempo, surges, disasters, national events are they the same as those already referenced?

Yes. The PWS scope statement establishes the maximum number of aircraft on the ground and population requiring BOS support.

15 What is the definition of operations storage in para 2.11.2?

After the equipment is tested and operationally serviceable, the asset may be set aside for used later.

For PWS para 2.25.1.2, can the contract apply chemicals liberally as needed or is there a requirement to reduce annually?

The contractor is required to follow the guidance in DoDI 4150.07, DoD Pest

Management Program, (Appendix C) when planning and executing pest management activities. The overarching guidance is to use the minimum amount of chemicals to achieve the desired results consistent with regulatory guidance.

17 What are the requirements for background checks?

This is too vague. There are many types of background check to list. Is there a specific requirement that is of concern?

18 Are we going to be able to get Foreign Nationals CACs? Yes, LN would be put in DEERS.

19 Will there be a limit/ceiling for those Foreign Nationals to have a CAC? It would be job specific and if they require a .mil or a higher NAC

Will the clearances for those current Foreign Nationals that work for the incumbent transfer over to next contract/awardee or will they need a new background check? If they are hired for the next contract, their clearance will transfer over.

21 When would offerors get the list of the % of the people that would stay on?

Employees do not get right of first refusal, therefore a list of the percentage of people that would stay on the contract will not be provided. The Government urges all offerors to understand Curacao Labor Laws to ensure compliance.

22 Are there plans to expand the FOL? No

23 Are there plans to expand Aruba? No

24 What would the offeror Price include for Aruba? The management of Aruba, but the services/parts will be under the CR CLIN

The Data Management System (DMS) has 2 components. The MIS is for program management information, while the CMMS is to record maintenance activities for

GFF and GFE. The PWS para 2.10. - 2.10.6 clearly outlines requirements.

To minimize the cost to upgrade the C4I systems during this period of performance, would the

Government consider a FOL-BOS solution where the contractor provides its own equipment to deliver managed service that meets the mission requirements?

C4I equipment will continue to be furnished by the Government.

Is there Contractor Furnished Equipment (CFE)? If so, will you provide a list of equipment and status code?

If there is CFE, it will be annotated as such in Appendix K

The firefighters positions were reviewed and it was determined that the only positions that needed a SECRET clearance were the positions designated. The other firefighters did not have a “need to know” that warranted an increased level of clearance. In the event of an incident where classified information/equipment was present, the custodians of the information would attempt to secure the information/equipment using their emergency operations plans. If unable to secure, the firefighters would respond to save life and property and then the information owner would determine the extent of any classified information disclosure.

Will there be consideration of ensuring all firefighters have a SECRET clearance in order to execute assigned firefighting responsibilities in and around U.S. surveillance aircraft with classified equipment?

No, see 109 above. Also, please note that in an upcoming change to the PWS, all fire fighters and the FACC personnel will be required to have a NAC A background check as a requirement for employment
