MEMORANDUM FOR Small Business Concern Potential Offerors

FROM: ACC AMIC/PKCA

SUBJECT: Solicitation FA4890-10-R-0009, Remotely Piloted Aircraft (RPA) Maintenance Requirement - Qualification Information for Small Business Set-Aside Determination

1. The Air Combat Command (ACC) of the U.S. Air Force anticipates procuring services for the maintenance of Remotely Piloted Aircraft (RPA). As part of the Government’s continuous information exchange with Industry while formulating the acquisition strategy, the Government requests your assistance in determining if this acquisition should be set-aside for small business as authorized in Federal Acquisition Regulation (FAR) Part 19, Small Business Programs, or set aside under another provision of FAR Part 19. In order for the Air Force to make this determination, the Government requests information in order to gain knowledge about the capability of potential offerors to meet contract requirements. Your response will assist greatly in the formulation of an acquisition strategy that maximizes the participation of Small Business, Small Disadvantaged Business, Women-Owned Small Business, Historically Underutilized Business Zone (HUBZone) Small Business, and Service-Disabled Veteran-Owned Small Business Concerns.

2. In order for the Contracting Officer to set aside any acquisition valued over $100,000 for small business participation, there must be a reasonable expectation that offers will be obtained from at least two responsible small business concerns, and award will be made at fair market prices. The Government believes that it is mutually beneficial to determine the capability of offerors eligible for set-asides early in the procurement process in order to preclude the need for a modification of the acquisition strategy later.

3. If your firm intends to submit a proposal as a prime contractor for this effort, please respond to the following questions regarding your experience, capabilities, and intentions. Some of your responses will require a review of the draft Performance Work Statement (PWS) which was posted to the Federal Business Opportunities site at www.fbo.gov on 7 December 2010. Please provide a brief response to each of the following and limit your entire response to no more than ten (10) pages

. We are not requesting technical/management proposals. Your responses will be used solely for the market research purposes of the Government.

a. Do you intend to submit a proposal as a prime contractor for this requirement?

b. Submit a statement that your company is certified and qualifies as a small business concern as specified for service industries with North American Industry Classification System (NAICS) Code 488190. The U.S. Small Business Administration established the small business concern size standard for this NAICS Code as $7,000,000.00 in average annual receipts. If you are requesting a set-aside action other than a small business set-aside, please identify the appropriate set-aside program for which you wish to be considered.

c. Submit evidence of experience and ability to provide the types of support required in the RPA draft PWS posted to FedBizOpps on 7 Dec 10. Submit evidence of experience and ability to provide operations and maintenance (O&M) for contracts containing geographically dispersed sites within the continental United States and overseas locations, and at forward deployed locations in remote operational environments. Please include brief information on your company’s managerial, technical and financial resources to be able to meet the program requirements as detailed in the draft PWS. Specifically, address your ability to meet the potential need for high up-front capital investment and your ability to meet manage and integrate subcontract efforts.

d. Submit evidence of your company’s technical expertise and ability to establish, maintain, and support MQ-1 and MQ-9 requirements at CONUS, overseas, and geographically remote forward deployed sites. Please include information demonstrating your long-term capabilities to perform all PWS requirements and your ability to provide personnel with appropriate security clearances in support of mission requirements.

e. Address your ability to assume all responsibilities on day one of the performance start date with a full staff of trained, qualified, and cleared personnel to accomplish the contract with no loss of service or negative impact to the mission. Additionally, address your ability to meet rapidly changing requirements at forward deployed locations, to include training and deployment capabilities.

f Submit evidence that your company has the requisite accounting, purchasing, property, insurance, and funds management capabilities to support this effort. Please include an explanation of your ability to provide sound management and physical security of government assets. Also include a discussion of the methods your company utilizes to ensure fiscal control, your inventory tracking procedures, and the purchasing capability within your company necessary to ensure continuous support of the RPA program.

g. Discuss your firm’s ability to provide and maintain a Quality Control Program that includes the provision, maintenance, and execution of an inspection system that meets the Government’s inspection/quality requirements. See the draft PWS for more details.

h. Discuss your firm’s approach to subcontracting portions of this effort, and identify what areas will be accomplished by you as the prime contractor.
