Attachment 2 Remotely Piloted Aircraft Site Visit to Ramstein AB, Germany Country/Theater Clearance Request

MEMORANDUM FOR POTENTIAL OFFERORS 22 June 2011

FROM: ACC AMIC/PKC

SUBJECT: Solicitation FA4890-10-R-0009, Remotely Piloted Aircraft (RPA), Site Visit Announcement, Registration and General Information

1. Headquarters Air Combat Command, Acquisition Management and Integration Center (HQ ACC AMIC) is in the final stages of acquisition planning and solicitation development to support ACC’s RPA mission. Support will consist of program management, organizational-level maintenance for aircraft, ground control stations, and communications equipment, reachback communication support, weapons loading, munitions build up and logistics support at CONUS and OCONUS locations.

2. ACC AMIC will facilitate a site visit to two locations (listed below). This visit will allow prospective offers an opportunity to better understand the RPA work environment, ask questions and allow the Government to obtain feedback from your company's representatives. Offerors are encouraged to attend; however, in order to minimize mission impact offerors are limited to no more than two (2) representatives per offeror, per site visit. Attendees must pre-register in order to attend; no walk-ins or last minute additions will be considered. The registration cut-off date is Friday, 1 July 2011. All offeror representatives attending the site visit must possess, at a minimum, SECRET security clearance.

3. If you are interested in participating in the RPA site visit(s), please provide the following information:

a) Name of Company

b) Name of each individual attending, his or her contact number and e-mail address

c) Location(s) each individual will visit

Provide the above information via email to: RPARecomp@langley.af.mil no later than Friday, 1 July 2011. Request you use title “[Company Name] – Site Visit Attendees” in the email subject line. Specific, additional site visit instructions (meeting time/location/agenda) will only be provided to registered attendees.

4. Each person traveling to Creech AFB MUST:

a) Provide full name, social security number and date of security clearance via email to RPARecomp@langley.af.mil no later than, 4:30pm on Monday, 11 July 2011.

5. Each person traveling to Germany MUST:

a) Complete mandatory training requirements as outlined in Attachment 1 and include date of completion on the Country/Theater Clearance Request; and

b) Complete the attached Country/Theater Clearance Request at Attachment 2 and return via email to RPARecomp@langley.af.mil no later than, 4:30pm on Monday, 11 July 2011, and

c) Possess a current/valid passport.

6. Recommend you periodically check Federal Business Opportunities (www.fbo.gov or www.fedbizopps.gov) for pertinent information. Drafts of the most current Performance Work Statement, Appendices, and Sections B, L & M will be posted on/about 5 Jul 2011. Attachment 1 Mandatory Training Requirements Prior to Requesting Theater Business Clearance for the Remotely Piloted Aircraft Site Visit to Ramstein AB, Germany

1. Mandatory Training and Documentation: Prior to requesting Theater Clearance, DoD and DoD-sponsored travelers must complete the following training and documentation:

a. Anti-Terrorism (AT) training.

(1) Complete Level 1 AT training compliant with DODI 2000.16 prior to requesting Theater Clearance, and state in the “Theater Specific Information” field under “Country Information” on the “Itinerary” tab that the training has been completed.

(2) DoD and DoD-sponsored personnel who cannot receive Level 1 AT training from a certified trainer may receive it on line at https://atlevel1.dtic.mil/at/. After logon, use a self-generated user ID and password to proceed. At the end of the process, save or print a copy of the completion certificate as proof of having completed Level 1 AT training.

(3) If you cannot access the above web address, send an email to RPARecomp@langley.af.mil no later than 4:30 pm, on Friday, 1 July 2011, and you will be mailed a CD-ROM containing the AT training. At the end of the process, save or print a copy of the completion certificate as proof of having completed Level 1 AT training.

b. Personnel Recovery (PR) training and documentation.

(1) All personnel traveling in the USEUCOM area of responsibility (AOR) must have completed fundamental (or higher) or continuation Survival, Evasion, Resistance, and Escape (SERE) Level A training (per the JPRA, Joint SERE Training Standards, 5 November 2010) within 24 months prior to entering the USEUCOM AOR. SERE 100.1 computer-based training satisfies the Level A requirement and as continuation training. This unclassified training can be found on the Joint Knowledge Online (JKO) page http://jko.jfcom.mil under the “Courses” tab, course number “J3T A-US022”. Completion of the previous CBT version “SERE 100” will satisfy this requirement until 1 November 2012. This 24 month training requirement applies regardless of previous code of conduct training.

(2) All personnel must complete Human Rights Awareness training within the last 12 months. This unclassified training can be found on the JKO page http://jko.jfcom.mil under the "Courses" tab, course number "J3S N-US649-HB".

(3) Travelers who will be placed at an elevated risk of becoming isolated must have an Isolated Personnel Report (ISOPREP) on file prior to entering the theater. The level of risk will be determined at the unit level by the commander or a civilian equivalent. Both mission and threat should be considered when making this determination.

(a) ISOPREPS must be completed in the Personnel Recovery Mission Software (PRMS) web-based application. PRMS can be found only on SIPRNet at https://prmsglobal.prms.af.smil.mil/ (for Special Forces, use the following site: https://prmsglobal.prms.af.smil.mil/prmssof215/). Once completed in PRMS, ISOPREPS should be exported and saved as a word document and a copy retained at the unit level.

(b) If unable to access SIPRNET, complete/submit the ISOPREP via the Army Knowledge On-Line (AKO) PRO-File tool located on the NIPRNET at https://www.us.army.mil or https://medinah.sed.monmouth.army.mil/PRO-File. DoD and DoD sponsored travelers that do not have a CAC card, can create an ARMY Knowledge Online account by accessing the following link: http://help.dr1.us.army.mil/cgi-bin/akohd.cfg/php/enduser/std_adp.php?p_faqid=76&p_sid=RIQz6SYj&p_lva=93.

(c) The PRMS helpdesk is available at commercial 586-239-3701 (DSN 312-273-3701) for difficulty filling out the electronic ISOPREP form. DO NOT mail hard copy ISOPREPS. The only approved method of filing the ISOPREP is on the PRMS or on the AKO PRO-File web tool.
