Responses to Questions FA4621‐17‐R‐0003 – Repair Apron & Trench Drain and Install Mooring Points

1. Is the resealing of joints for all PCC pavement repairs included in the 155,000 LF or is it subsidiary to the pavement repair?

The 155,000 LF for resealing joints is separate from joint sealing required for partial depth pavement patching, full depth pavement patching, pavement panel/slab replacement and pavement crack sealing. The SOW and drawings state so.

2. Is the rebar @ 12”oc in full slab repairs only?

No. 5 rebar reinforcement @ 12" o.c.e.w. is required throughout entire pavement panel/slab replacements and is also required throughout any full depth pavement patching where a mooring point is being installed.

3. The rebar @ 12”oc is not in full depth patches, correct?

No. 5 rebar reinforcement @ 12" o.c.e.w. is only required in full depth pavement patching where a mooring point is required.

4. The drawings show the removal using full depth sawing and cutting through existing rebar.

The spec says steel is to be left intact. Please advise which is correct.

Full pavement depth sawcutting is required for all full depth pavement patching and pavement panel/slab replacement. There are only dowels at the joint, not rebar, and they shall be cut and replaced.

5. Sawing overcuts are allowed if filled with epoxy, correct?

All sawcutting overcuts shall be filled with epoxy. Overcutting is allowed for partial depth pavement patching and pavement panel/slab replacement along existing joints.

Overcutting for full depth pavement patching shall not be allowed.

6. Partial depth edge sawing is shown as both 2” and 4”. Please advise which is correct.

Pavement removal and subgrade preparation specification and concrete pavement specification both say 2 inch sawcut partial depth pavement patch. The drawings show 4 inch. Use 4 inch sawcut depth for partial depth pavement patching.

7. Assume partial depth grout to be scrubbed on prior to placement not epoxy bonding adhesive?

Specfications call for cement bonding grout and drawings call for epoxy bonding adhesive.

Either can be used.

8. The solicitation includes both Highway and Heavy Wage Determinations. Please advise which is to be used.

The primary wage determination is KS170020 (Highway). The KS170035 (Heavy) is a secondary wage determination in case heavy equipment (e.g. trackhoe) not called out in KS170020 is necessary to complete the effort.

9. Can the joint sealing and route and seal be completed at the end of phase 2 or 3 after full and partial depth repair has been completed?

All joint resealing, crack sealing and partial depth pavement repair quantities should be used up by phase 2. Only full depth pavement repair and pavement panel/slab replacement quantities necessary to install mooring points should be used for the last phase (phase 3).

10. Drawing sheet C02, Partial Depth PCC Patch Details indicates applying an Epoxy Resin Grout, specifications 2.3.6 indicate a bonding grout of Portland Cement, Fine Sand, and Water.

Which is to be used and if Epoxy Resin Grout what is the specification for this product?

Specifications call for cement bonding grout and drawings call for epoxy bonding adhesive.

Either can be used.

11. Drawing sheet C02, Partial Depth PCC Patch Details indicates applying the Epoxy Resin Grout at a 3” min., specification 3.15.6 indicates bonding grout thickness to a depth of ¼”.

Which is correct?

C02 drawing states per NOTE 3.: “APPLY EPXOY RESIN MATERIAL TO ENTIRE SURFACE OF THE AREA TO BE REPAIRED”. It also states for 2 cross sections:

“APPLY EPOXY RESIN GROUT COATING ON BOTTOM AND SIDE”. The only reference to 3” min. is to sawcut from the edge of the distressed area. Paragraph 3.15.6 refers to the required ¼” thickness of the grout to be applied.

12. Is the contractor or government responsible for the ohm testing of the static ground rods installed under this contract?

The contractor.
