SUBJECT: Preproposal Conference Meeting Minutes – Repair Apron & Trench Drain and Install Mooring Points
1. A preproposal conference and site visit was conducted for the project, Repair Apron & Trench Drain and Install Mooring Points, on 15 March 2017 at 2:30 PM. The following items were discussed:
a. The attached sign-in sheet was distributed.
b. The attached slides were reviewed.
c. The contract administrator walked through the solicitation and attachments, highlighting key points as well as areas that the offerors are required to complete and submit as part of the proposal.
(1) The contract administrator started the review by highlighting information contained on the SF1442 such as type of acquisition, payment bond requirements, proposal due date, acceptance timeline, the requirement to be registered in SAM, and the Notice to Offerors on funds availability. Additionally, a summary of several of the clauses was performed. Everyone was reminded that they should read and ensure they understand all of the clauses included in the solicitation. Critical clauses to note are FAR 52.211-10, FAR 52.211-12, DFARS 252.232-7006, FAR 52.219-14, FAR 52.232-18, FAR 52.228-1, DFARS 252.236-7005, AFFARS 5352.223-9001, AFFARS 5352.242-9000, FAR 52.204-8, FAR 52.222- 23, DFARS 252.204-7007, and FAR 52.215-1.
(2) Offerors were reminded that they need to complete blocks 14-20 of the SF1442, as well as any FAR clauses that have fill-ins, to have a complete proposal. FAR clauses highlighted for fill-in information included FAR 52.209-7 and 52.219-28.
(3) Offerors were reminded to submit questions and requests for clarifications by 24 March 2017 at 2:00 PM CST, which is no later than 10 days prior to the RFP close date.
(4) Proposal preparation requirements as called out in the instructions to offerors were reviewed, highlighting the proposal submittal address, the requirement for 1 hardcopy original and 1 CD with three main sections, as well as the breakout of each of the parts. It was noted that offerors can provide up to 7 contracts/projects for past performance evaluation. Additionally, everyone was reminded that electronic submissions via facsimile or e-mail will not be considered, and that if an offeror plans to hand carry the proposal, some delay should be anticipated due to visitor control procedures.
(5) Evaluation Factors were briefly discussed, and offerors were reminded that unreasonable or unbalanced price or cost estimates may be grounds for eliminating a proposal from competition.
Important factors that will be considered during past performance evaluations, as called out in M-3.2.1 Evaluations of Past Performance, were discussed. The method for determining which offer represented the best value to the Government was reviewed.
UNRIVALED GLOBAL REACH FOR AMERICA…ALWAYS!
(6) The Price Schedule attachment was reviewed. The Price Schedule should be completed by the offeror by inputting information in the Yellow shaded boxes, which will automatically populate the totals for each line in the grey boxes and automatically populate the totals for the CLIN Values as well as the total project effort. Values in the Green Boxes are the values that would be included in the CLIN net amount line. The completed Price Schedule shall be included in Part I – Contract Documents & Price Proposal.
(7) The Past Performance Questionnaire (PPQ) attachment was reviewed. The PPQ should be submitted to your past performance references. The offeror should fill in the name of the reference in the contracting officer letter, as well as complete contract related information in the document to ensure the reference is responding for the appropriate contract.
