FA4621‐17‐R‐0003 – Repair Apron & Trench Drain and Install Mooring Points

1. Does the price schedule have to include dollar values on the CD? (Pricing will not be determined until just before submission time making it very difficult to provide the most competitive price and still include the pricing on the electronic copy.)

Yes, the information on the CD and the hard copy proposal need to be identical.

2. For the “hard copy”, are we to submit two separate binders (one for each - Part I and Part

II)?

The hard copy needs to have a cover sheet and two distinct parts, Part I and Part II.

This can be accomplished in any format you choose for the hardcopy as long as the Parts are readily distinguishable.

3. Please confirm that the bid bond should be included in Part I - Contract Documents &

Price Proposal.

Yes, the Bid Bond should be included in Part 1 - Contract Documents & Price proposal section.

4. Is there a preference as to where the Joint Venture information is included? (Part 1 or

Part II binder)

If you plan to engage in a Joint Venture, the Joint Venture information should be included in Part I - Contract Documents & Price Proposal. If the Joint Venture information is Past and/or Present performance information on a previously implemented Joint Venture effort, than that information should also be included in Part II - Past Performance Information.

5. Along with the cover page, we are asked to submit our Sam Profile. We assume that the cover page will be included in both the Part I and the Part II binders, but in which one should we place the SAM profile printout?

Multiple copies of the cover page are not required, nor are they prohibited. The SAM Profile printout should be included in Part 1 – Contract Documents & Price Proposal.

6. Along with the cover page, we are asked to submit key personnel. Do you only need names of authorized/signatory individuals?

Your key personnel can include more than authorized/signatory individuals. You should include any key personnel that will hold key positions in managing/implementing the effort.

7. Can you use RMS for payment invoicing?

No, the Wide Area Work Flow system shall be used for invoicing.

8. If we provide a list of those who were asked to provide Past Performance Questionnaire

(PPQ) responses will you make sure that you have gotten responses from each reference?

If you indicate that you have requested a PPQ from a reference, and if we do not receive a PPQ from that source, we will make an effort to follow-up with the reference to obtain a response. If a PPQ is not received, despite our follow-up efforts, we will not be able to use that in the evaluation for award. Offerors are encouraged to follow-up with their references to ensure they have responded to the PPQ. Please remember, though, the PPQ must be received in the government offices directly from the reference.

9. What is the planned phasing for the effort?

The amendment’s revised Statement of Work & Drawings address the new phasing.

10. The grounding point locations at some spots are very close to where the mooring points will be installed and or repair needs to be made. Does this effort require replacement of the grounding points as well or are we required to perform the work around the grounding point locations?

The amendment’s revised Price Schedule has a new line item to replace 60 static ground rods. Additionally, the amendment’s revised Statement of Work provides the rod requirements.

11. Is the price schedule unit information accurate?

Yes

12. Can you please specify if this project is Design/Build or Design/Bid/Build?

This project is a Design/Build effort. There is some design involved with the mooring points.

13. Can we submit CPARS/CCASS in place of the PPQ if we have them, or do we need to submit a PPQ for every project? If we can submit CPARS/CCASS in place of the PPQ, do you want us to send them to you directly or just put them into our Proposal?

CPARS/CCASS can be submitted with the proposal if you have them. It is in the best interest of the offeror, also, to provide reference information and PPQs for each contract/project, whether or not CPARS/CCASS info exists, as it provides additional information to support the past performance picture.
