Questions/Responses will be posted on FedBizOps for all offeror

All other questions/comments related to the “Request For Proposal” (RFP), terms & conditions, Base Painting Technical Specifications, attachments or exhibits must be submitted in writing no later than COB 9 June 2014

Q & As will be posted on or about 13 June 2014

RFP (and any amendments) will take precedent over anything said in this briefing or answers to any questions

One contracts to be Awarded Minimum Guarantee is $10K, base year Two Option years valued at 5K each option year “Blanket Delivery Order” with decentralized order up to $2,000.00

The contractor shall furnish all labor, personnel, tools, parts, equipment, materials, supplies, plans, facilities, transportation, supervision, and other items and services necessary to perform base-wide corrosion control and protective coatings tasks, interior and exterior at Vandenberg Air Force Base (VAFB) and tenant units in accordance with Attachment 1 - Statement of Work, dated 31 March 2014, Exhibit A - Pricing Schedule, and specific requirements of individual Task Orders.

DEVELOPING PRICING

Local Pricing - Contractor developed Pre-Price Subline/Exhibit Items

Non Priced Items (NPI) – requires competitive pricing

Developed Unit Price shall encompass such costs as; profits, G&A expenses, proposal preparation, labor, gross receipt taxes, risks and other factors to perform corrosion control and protective coatings tasks, interior and exterior tasks.

The “Offeror” determines the necessary Subline Items # 0001AA thru in order to provide equitable compensation on task orders

Offers shall prepare a “Delivery/Task Order worksheet” and “narrative” listing the rational for Subline/Exhibit item selection and quantities

EVALUATION PROCESS

Lowest Price Technically Acceptable (LPTA)

Determine Responsive or Non-Responsive

Sum all proposal pricing from all Subline/Exhibit Items (CLINs) and average . Determine if unit price(s) is unbalanced

All Responsive proposals will be ranked from lowest to highest

Conduct technical evaluations beginning with the lowest priced offeror

If the lowest priced Offeror is determined to be technically unacceptable, the next lowest priced Offeror will be evaluated Process will be repeated until the Government has identified the lowest priced technically acceptable offerors

Only the offeror determined to be technically acceptable, either initially or as a result of discussions will be considered for award

Responsiveness Determination (Fully Executed Proposal)

• Requirements:

• Complete blocks 14 through 20C of SF 1442

• Complete/fill-in all applicable blanks in Section C through J

• Complete Representations and Certifications in Section K

• Provide documentation of Section 8(a) status (FAR 52.219-18 and

52.219-19)

• Provide a letter of authorization to the Contracting Officer to verify offeror’s financial responsibility

• Provide current California State Board License; license type “C-33” that is active and registered in the prime offeror’s company name

• Provide evidence of ability to obtain bonding capacity

– Single capacity of $500K

– Aggregate capacity of $1M

• Complete the SF1442, Section “B” Schedule with Subline/Exhibit item pricing sheet

TECHNICAL EVALUATION:

Organizational Experiences Provide a chart or list of key personal meeting the requirements to fulfill Base-wide Paint and Corrosion Control Specifications

Provide a Brief capability statement evidencing of a minimum of three (3) years job experience in the following areas:

Mudding and taping drywall Paint fogging (any surface) Exterior metal painting and “Multispec” painting

Provide a narrative of the description of work to meet perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees to meet the requirements of FAR clause 52.219-14.

TECHNICAL EVALUATION:

Demonstration Project

Offer must provide a narrative and a cost estimate utilizing

“Firm Fixed Task Order Worksheet” (Attachment 5) which reflects suitable Subline Item Numbers addressing Statement of Object for Demonstration Project

An acceptable offer will demonstrate ability to appropriately apply items provided to develop a price to fulfill the requirement stated in the Statement of Objective, Paint/Reseal Exterior, Bldg 13330(Attachment 7) and demonstrates compliance with Base Wide Paint and Corrosion Statement of Work.

WARNINGS

The Government intends to evaluate proposals and award without discussions

Proposals found non-responsive to the requirements of Section L will be not be evaluated

Pre-priced Subline Item No. will remain fixed for the life of the contract Consider all potential costs Consider risks and economic trends Consider environment implication

Subline item quantities throughout the contract are vital, not only do they tell us how many widgets you are going to use, they are used, on occasion, to de-scope a project and are required to make a equitable resolution.
