FA4610-12-R-0004, Base Corrosion Control and Paint contract Pre-performance Conference submitted Questions and Answers
Question 1:
What exact documentation from the Small Business Administration is needed in this section as evidence of being a certified 8(a) Contractor?
Answer 1:
A letter from your representative Small Business Administration office stating your company meets the criteria set forth under Section 8(a) Program and is eligible for an award.
Question 2:
The unit of measure for most line items is per square foot. Will the painting of any doors, windows, railings, fascia boards, metal flashing, any appurtenances attached to buildings be considered a "Non Priced Item"? If not, which line item would they be under?
Answer 2:
No, the painting of any doors, windows, railings, fascia boards, metal flashing, any appurtenances will not be treated as a “Non Priced Item. Doors, windows, railings, fascia boards, metal flashing, any appurtenances will apply to the appropriate areas of work and the price is to be factor in the Pre price CLIN. Example, where ever power tooling was accomplished whether doors, windows, railings etc., all the footages would be entered under that line item. All CLIN such as Exterior protective coating, spot prime and one coat of finish footages would be done the same and so forth and so on for other line items.
For "Non Priced Item" we consider those to be not specified by line item such as replacing a 20ft section of facia board or welding a section of metal.
Question 3:
Since we are a union painting contractor our union position is that the Davis Bacon repaint classification/scale of $23.49 does not apply due to the exclusion of work involving the Aero Space Industry. Our question is, will the classification/scale be applicable to this contract, and accepted by the A.F.?
Answer 3:
Yes, the Davis Bacon prevailing wage is applicable for this requirement; however, the classification type selected to develop CLIN pricing is exclusively up to the contractor. The government considers associated work under this requirement is to be the prevailing wage classification of “repaint”. Vandenberg AFB is a military base and although there are some missions which involves the certain aspect of the Aerospace industry such as aircraft maintenance or a missile launch facility, etc., the entire base is not designated aerospace . The major of work under this requirement is painting the interior/exterior of office building, utility sheds, warehouses and etc.
Question 4:
Our second question is, since the scale required to be used is in doubt, could the bid opening be postponed until that question is resolved?
Answer 4:
The Government does not intend to extend proposal due date. However, if a proposal extension is necessitated , it will be done thru Fed BizOpps website.
Question 5:
According to the Contract Docs the Prime Contractor is required to have a C-33 License. Based on the conversation at the meeting this was going to be changed to allow the Sub Contractor to qualify the Prime Contractor.
Answer 5:
An amendment will be forth coming to remove prime contractors to have a California Contractor License type “C-33”.
Question 6:
0001BJ-Work other than normal duty hours. The question is we would think that this was based on a multiplier not a SF Price.
0001BJ-Work other than normal duty hours subline item appears to function as multiplier however, it is a price per square foot to be applied for additional cost associated for work outside normal duty hours.
Question 7:
0001BK- The question is we would think that this would be based on a Hourly Rate, because there is no way to know what the Non-Priced item is.
Answer 7:
0001BK- is a Non-Priced item and is not factored in the computation of the summed price. This CLIN/Subline item is to be blank and only used at the task order level and is supported be three subcontractor bid/pricing.
