MEMORANDUM FOR PROSPECTIVE OFFERORS

FROM: 436 CONS/LGCA (Luz E. Santiago/302 677-5234) 639 Atlantic Street Dover AFB DE 19902-5639

SUBJECT: Response to Questions

1. The purpose of this memorandum is document the Questions (Q) and Answers (A) that were recevied regarding Solicitation No. FA4497-10-R-0002, Aircraft Wash and Corrosion control Services at Dover Air Force Base, Delaware.

Q1: Pages 35, 36 & 37 give the C-5 totals for FY 2008 and 2009. Can we get the same thing for the C-17's in 2008 & 2009?

A1: We did not start washing C-17 aircraft at Dover until February 2009. Complete washes were the only services required for C-17 aircraft until FY 2010.

Q2: The fiscal year 2009 chart on page 36 gives split numbers like 6/4*, 6/5* and 5/6*, without an explanation of what the split numbers are supposed to show. Could you please explain?

A2: The first number states C-5 washes, and the second number represents the C-17 washes accomplished during that month. The asterisk states that some aircraft are not possessed by Dover Air Force Base, due to the fact that they come in from other bases to get Major Inspections accomplished.

Q3: The projected workload chart on page 38, combines both C-5 and C-17 tasks together. The chart shows for example, Complete ACFT Wash 110 – Para 1.2.2 (C-5) and 1.3.2 (C-17). There is a big man hour difference between a C-5 tow, prep, wash, lube, restore vs. a C-17 tow, prep, wash, lube, restore.

For pricing projection purposes, how many of the 110 are C-5 and how many are C-17?

A3: Please see attached Chart Title Wash Service Totals

Q4: The projected workload chart on page 38, says landing Gear Wash & Lube (Para 1.2.15 & 1.3.11) frequency = 58. Does the contractor tow the aircraft for this task?

A4: Yes, the aircraft will be towed by the Contractor to Wash Facility, then towed back to designated parking spot.

Q5: The projected workload chart on page 38, says Major Interior Cleaning 1.2.7 & 1.3.7 and Minor Interior Cleaning 1.2.7 & 1.3.7. They narratives are both the same, and 1.2.7 & 1.3.7 descriptions say nothing about major or minor. Please explain the difference.

A5: Major Interior is accomplished during Complete wash or accomplished at the Wash facility using water hoses. Minor Interiors can be accomplished on the flightline or where the aircraft is currently parked. During this service mops, brooms, vacuum, and buckets are the primary cleaning process.

Q6: I see mention of services provided in Building 706 and at an outside wash rack. There is no mention about traveling to flight line locations to perform any service such as interior cleaning prior to flight or spot wash cleaning of a coffee or hydraulic fluid spill inside a plane. Will this be required?

How often?

A6: The Minor Interior cleaning services are primarily a function performed on the flight line. You will be required to obtain a Government Drivers license to drive on the flight line, and a line badge (flight line access credential) to travel back and forth.

Q7: Are water hoses and nozzles provided by the government as part of the wash facility?

A7: Water hoses and all associated equipment for cleaning will be supplied by the contractor.
