ATTACHMENT 14 – RFIs, Responses, and Water Quality Report 26 Aug 2021

1. Past Performance: There are four additional items requested on Section A General

Information for Attachment 11 than are listed in paragraph 4.4.8 on page 72 of 81 of the solicitation. The additional items on Attachment 11 are 1) did the contractor provide any design capabilities under this project, 2) on what date was Beneficial Occupancy granted, 3) was work performed within a Restricted Area, and, 4) if so, was work constructed and accredited to current

UFC 4-101-05 and ICD/ICS 705 Standards. Are these additional four items to be included in the offeror’s Attachment 11, Section A’s?

ANSWER: Yes. Paragraph 4.4.8 of Section L, Addendum to 52.215-1 has been updated to include these elements.

2. Attachment 11: May the offeror revise the format of Section A if the same information is provided and kept to the one page allotment per contract/reference?

ANSWER: Yes, as long as the Section A submission does not exceed one page and abides by all other limitations.

3. Attachment 11: The current form does not have a 1” margin. Do the 12 point font and 1” margin requirements apply to Attachment 11?

ANSWER: The 12 point font requirement does apply. However, the 1” margin does not. Para

2.11 in Section L, Addendum 52.215-1 has been updated to reflect this.

4. Can a water quality report be provided for the discharge water that is entering the existing underground sewerage system?

ANSWER: Water quality report is attached as Appendix A to this document.

5. Please confirm that the pump house will be required to be a precast concrete system to match the existing

ANSWER: See Attachment 10, TO Specific Technical Requirements, paragraph 1.1.5. Overall aesthetic of the new pump house shall match Building 600. Precast concrete may be used.

6. Please provide photos of the following items:

a. Existing underground sewerage system including inside of the manholes

b. Interior drains and trench drains around the existing boilers

c. Existing electrical panel location

d. Inside of the existing electrical panel to include panel tag (make/model numbers)

e. Existing pump control panel location

7. Please reference instructions to offerors paragraphs 4.3.6, 4.5.1, and attachment #13.

Please provide additional information on the following items regarding pricing specific to the

T.O. Repair North Side Overflow Pipe B600:

Is the intent to provide labor rates, city cost index, RA / NON RA Coefficients, pricing, and design fees based on the amount of design and project value? These values are to be presented using Attachment #13.

- Or -

Is the intent to provide a total construction cost for the T.O. including all materials, equipment, labor and the items mentioned above for the complete installation of the T.O. ? This would require a 65% design effort prior to the SATOC contract award to establish quantities, specific equipment / materials, and scope of work. Is the 65% design submittal to be submitted?

ANSWER: Offerors are tasked with proposing three different pricing structures: 1. Section B, CLIN 0001 for all 4Clicks pricing as outlined in Section L, Addendum to 52.215-1, para. 4.5.2,

2. A completed Attachment 12, SATOC Fee Proposal, as outlined in Section L, Addendum to

52.215-1, paras. 4.5.3 – 4.5.7, and 3. A completed Attachment 13, TO Specific price proposal, as outlined in Section L, Addendum to 52.215-1, para. 4.5.8, inclusive of all necessary fees, equipment, and labor proposed for the complete project 17-4401. This shall include all necessary elements to include 65% design.

8. Are contracts completed for commercial customers considered relevant for past performance?

ANSWER: Please reference Section M, Evaluation Factors for Award, Table 3. Relevancy is tied to work performed for the US Government. Section L, Addendum to 52.215-1, Para. 4.4.4 has been updated to reflect this.

9. Please see Instructions to Bidders paragraphs 4.4.4 and 4.4.6. Are contracts performed for sovereign nations, state, local governments considered relevant for past performance?

ANSWER: Please reference Section M, Evaluation Factors for Award, Table 3. Relevancy is tied to work performed for the US Government. Section L, Addendum to 52.215-1, Para. 4.4.4 has been updated to reflect this.

10. I just wanted to make sure of the requirements for the 4Clicks licenses. We are involved in few SABER’s/IDIQ’s utilizing 4Clicks that are larger in scope compared to this solicitation and this one is requiring 35 licenses and quite a bit of training. Typically we have seen up to 5 licenses and one training session per year for up to 10 people. If it’s left the way it is the government will pay over $XXX for this potential $9M contract. I provided the pricing for quote received using GSA pricing for informational purposes only.

ANSWER: We understand. The requirement will remain as stated.

11. Inquiries about 4Clicks/pricing – licenses up to 35 people? Is it contractor’s discretion to propose an enterprise license or 35 individual licenses?

ANSWER: It is up to each individual Offeror to propose how they see fit to meet the

Government’s requirement, whether that be 35 individual licenses or and enterprise license allowing access to 35 individuals.

12. What are the specs surrounding the electrical/wiring/junction boxes located in the run-off area?

ANSWER: The boxes right now are rated for wet location and have four float whips.

13. Will the boiler room flooring need to be replaced in this effort?

ANSWER: Boiler room flooring will need to be repaired/replaced to match existing flooring if affected by the work in Attachment 10, TO Specific Technical Requirements, paragraph 1.1.4.

The entire floor of the boiler room does not need to be replaced.

14. Where will the sewage runoff/drainage meet with the base’s main sewer line?

ANSWER: The discharge from the pump house lift station should connect across the street from the West side of Bldg. 600 to the 10” sewer main that runs North/ South on the West side of

Navstar St. Approximately 75 yards from the proposed pump house location.

15. What impact/workaround will there be regarding the Utilidor? Will they be able to run pipe/drainage above the Utilidor to tie into the sewage line, since they cannot go beneath?

ANSWER: Pipe/drainage may run above the Utilidor to tie into the sewage line.

16. Is there a separate valve for mixing and will it need to be replaced?

ANSWER: Yes there is a mixing valve and it does not currently need to be replaced.

17. Is the issue more of a water treatment issue as opposed to a mixing problem? It was mentioned that if it is a water treatment problem, no matter how many mixers CE puts in, the pumps will continue to need replacement.

ANSWER: There is no real way of treating/filtering the discharge water before it enters the lift station but placing the pumps outside of the lift station will dramatically improve their sustainability and provide ease of maintenance

18. What impact is the steam having on the above ground wiring (within the drainage area)?

Is there a need for new sealed electrical boxes?

ANSWER: All electrical connections need to be water tight and in a separate vault or above ground inside of the pump house and should not be inside of the lift station sump.

19. Are there as builts for B600 and the parking area? Also inquiries regarding the fuel pumps layout (underground, they mentioned not wanting to hit something and explode).

ANSWER: See provided boiler room drawings, utility maps, and fuel station as-builts located in

Attachment 10, TO Specific Technical Requirements.

20. Are the pumps failing due to high temperatures or due to the sediment build-up?

ANSWER: Both, which is why we want to bring the actual pumps out of the sump and install vertical above ground pumps.

21. Are there accessible records of contamination or water treatment test results?

ANSWER: Water quality report is attached as Appendix A to this document.

22. Location of the standing pump “house” or shack – any specific requirement for where?

ANSWER: See provided Attachment 10, TO Specific Technical Requirements Project Area

Drawings for a proposed area. The pump house may be located in that area.

23. Is there a standard size or a size not to exceed for this pump housing area?

ANSWER: The pump housing area should be able to contain the equipment with sufficient clearance space. See Attachment 10, TO Specific Technical Requirements, paragraph 1.1.5.

24. Is the expectation to fully demolish/replace the existing section of sewer, or is it expected to be able to repair/supplement what is there?

ANSWER: For piping located within the walls of B600 that are no longer used, we can abandon in place (as long as it is capped and sealed). For all exterior piping and equipment that are no longer used, we expect to remove them and then repair the parking lot. As for repairing/supplementing what is there, we want pumps to be located aboveground and not in the sump. The existing section of sewer does not necessarily need to be fully demolished/replaced if it can be used in the new design.

25. Attachment 11, Section A requires a. Contractor POC name and Position/Duty Title and

b. Company/Organization name, email & telephone number of the Contractor POC. Is this POC supposed to be someone from the company who performed the work i.e. the Offeror, or is it the

POC to whom the government is sending Section B? If the former, to whom will the government be sending the Section B’s?

ANSWER: This is the Contractor POC. The evaluation team will discuss section B with either the Contracting Officer or the Construction Inspector of the project.

26. Is the project schedule for the Repair Northside Overflow Pipe B600 task order excluded from the 10 page count?

ANSWER: No, the Project Schedule is included in 10 page count.
