SUMMARY OF WORK

1.2 WORK COVERED BY CONTRACT DOCUMENTS
1.2.1 Project Description
The Contractor shall furnish all management, supervision, labor, materials, equipment, and incidentals required to construct facilities requirements, to include design and engineering services incidental to construction. Detailed technical requirements can be found in Section 01 11 00 Appendix A, Technical Requirements. All work, equipment, and materials required for this contract shall be staged in an area coordinated with the
Base Civil Engineer (BCE) personnel or Government designated representative (i.e.
Contracting Officer, Project Manager, Construction Manager). This staging area will not interfere with building operations or access to Schriever Space Force Base (SSFB).
Staging area will be cordoned off appropriately per applicable safety requirements. The project shall conform to all applicable Federal, State and local laws, regulations and base-specific standards and applicable Unified Facilities Criteria (UFC). Where there is a conflict between the referenced standards, the most stringent shall take precedence. All work accomplished by the Contractor shall comply with the contract criteria unless a waiver is obtained from the Air Force when conditions warrant such consideration. All construction work shall be subject to stoppages and delays due to critical SSFB mission requirements. All work shall be coordinated with Base Civil Engineering (BCE) personnel, namely the assigned Construction Manager and/or Project Manager, via the
Contracting Officer.
1.2.2. Location
The work is located at SSFB, Colorado. Each task order will further define the location

Each individual Task Order Requirements package will include project drawings, if applicable.
1.4 WORK SCHEDULING
Normal duty hours for work are from 7 a.m. to 5 p.m., Monday through Friday. Requests for additional work requires written approval from the Contracting Officer seven (7) calendar days in advance of the proposed work period.

1.5 OCCUPANCY OF PREMISES
Work is in areas where SSFB mission personnel will occupy the workspace during performance of work under this Contract.
Before work is started, provide a work plan that addresses a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
1.6 EXISTING WORK
In addition to FAR 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements:
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work that is to remain.
b. Repair or replace portions of existing work, which have been altered during construction operations to match existing or adjoining work, as approved by the
Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than what existed before new work started.
1.7 ON-SITE PERMITS
1.7.1. Utility Outage Requests and Utility Connection Requests
Schedule work to minimize outages. For utility outages and connections required during the execution of work that affect existing systems, schedule outside the regular working hours or on weekends, as approved by the Contracting Officer. Schedule utility outages and connections to minimize disruptions to the Government. No additional payment will be provided for utility outages and connections required to be performed outside the regular work hours.
Submit utility outage requests 14 working days prior to need to the 50 CES Construction
Manager. Based on mission requirements the request may be approved for dates requested or may be approved for dates other than requested. The Contractor shall accommodate these variations with no additional costs to the Government in executing the task order.
1.7.2 Borrow, Excavation, Welding, and Burning Permits
a. Borrow pits are not authorized on Schriever SFB.

b. Submit Excavation permits 21 calendar days prior to excavation work. Request will be submitted via AF Form 103. See “LOCATION OF UNDERGROUND
UTILITIES” for additional information.
c. Welding, Hot Work Permits (AF 592) shall be coordinated with the SSFB Fire

d. Burning is not authorized on Schriever SFB.
1.8 LOCATION OF UNDERGROUND UTILITIES (EXCAVATION/DIG PERMIT)
Obtain digging permits prior to start of excavation, and comply with Schriever SFB requirements for locating and marking underground utilities. Contact 50 Civil Engineer
(CES) Construction Manager (CM) a minimum of five (5) working days prior to excavating, to mark utilities, and within sufficient time required if work occurs on a
Monday or after a Holiday. Verify existing utility locations indicated on contract drawings, within area of work.
Verify the elevations of existing piping, utilities, and any type of underground [or encased] obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
Identifying the location of underground utilities generally consists of collaboration with several entities. The information within this section is provided to clarify the responsibility of the contractor, Base personnel, and outline the SSFB dig permit process.
The methods presented herein may differ and it is the contractor’s responsibility to collaborate with Base personnel and all other entities to ensure all is safe and adequate before excavation. The contractor shall ensure all requirements are met within the “Final
Dig Permit Package” prior to excavation. All requirements listed herein shall be included with the “Final Dig Permit Package” and shall be provided to the CM:
1.8.1. SSFB Dig Permit Process and Requirements:
1) Method 1a) Contractor’s Independent Implementation (web-based):
The following method is only applicable when the Work Management Tools
(WMT) website is operational at the time the contractor initiates the dig permit process. If this method is available, the contractor will be able to receive comments online from all stakeholders. The contractor is required to execute this method unless directed otherwise. To initiate the dig permit process the contractor shall submit an AF Form 103 online. Contact the 50 CES Construction Manager (CM) for information on how to access the website.

i. Drawing and Description of Work. As an attachment to the AF Form 103, the contractor shall provide drawing(s) showing exact locations and a clear description of the work to be accomplished (e.g. precise perimeter of where excavation will occur). The detail and accuracy of the attachment is crucial, as it will be used by Base personnel to determine the area to analyze for utilities. The 50 CES CM and/or Project Manager (PM) will review the attachment, if the attachment is deemed incompetent by 50
CES, the contractor may be requested to resubmit.
ii. Stakeholders. The WMT allows the contractor to send the AF Form 103
(with required attachments) to all appropriate stakeholders for signatures, comments, and responses. The contractor shall allow for a minimum of 21 days for this process. If the contractor does not receive a response from a particular stakeholder within the specified time frame, it is the contractor’s responsibility to follow up, inform, and keep the process on schedule. At this stage the AF 103 is for information purposes only, and is not confirmation that all field locates have been performed or that excavation is authorized.
iii. Completed Form. The contractor shall ensure all line items have been filled out prior to digging, including line items that might not be applicable. In such cases, ensure that the line item includes confirmation of receipt by the Base personnel (e.g. “N/A,” “no comment needed”, “no utilities in this area”, etc.).
iv. Field Locates. Prior to digging, the contractor shall ensure all field locates have been completed by each Base personnel (i.e. personnel/entities on the form may leave comments such as: “there are utilities in this area, contact me when you would like me to perform field locates” or “field locates were performed on this date”). The contractor is required to obtain written confirmation from each Base personnel that performed the field locates prior to digging. The contractor shall understand field locates performed by Base personnel are not exact and may have a variation of three (3) feet on either side of the field locates. After all field locates have been performed it is the contractor’s responsibility to maintain markings and whereabouts of located utilities for the entirety of the project. It is the contractor’s responsibility to ensure no utilities are damaged under their permitted work.
2) Method 1b) Contractor’s Integrated Implementation with 50 CES:
The following method is only applicable when the Work Management Tools
(WMT) website is not operational at the time the contractor initiates the dig permit process or if directed to do so by the 50 CES CM. To initiate the dig permit process the contractor shall submit the AF Form 103 to the 50 CES CM, electronically. i. Drawing and Description of Work. As an attachment to the AF Form 103, the contractor shall provide drawing(s) showing exact locations and a clear description of the work to be accomplished (e.g. precise perimeter of where excavation will occur). The detail and accuracy of this attachment is crucial, as it will be used by Base personnel to determine the area to analyze for utilities. The 50 CES CM and/or Project Manager (PM) will review this attachment, if detail of this attachment is deemed incompetent by 50 CES, the contractor may be requested to resubmit. 50 CES will internally process this request.
ii. Completed Form. The contractor shall ensure all line items have been filled out prior to digging, including line items that might not be applicable. In such cases, ensure that the line item includes confirmation of receipt by the Base personnel (e.g. “N/A,” “no comment needed”, “no utilities in this area”, etc.). The contractor shall allow for a minimum of 21 days for this process. After receipt of all applicable Base personnel comments and/or responses, the CM will return the document(s) back to the contractor for their records. The CM returning this document to the contractor is for information purposes only, and is not confirmation that all field locates have been performed. Once returned from the CM, the contractor must start excavation within 30 calendar days or a new request must be submitted.
iii. Field Locates. Prior to digging, the contractor shall ensure all field locates have been completed by each Base personnel (i.e. personnel/entities on the form may leave comments such as: “there are utilities in this area, contact me when you would like me to perform field locates” or “field locates were performed on this date”). The contractor is required to obtain written confirmation from each Base personnel that performed the field locates prior to digging. The contractor shall understand field locates performed by Base personnel are not exact and may have a variation of three (3) feet on either side of the field locates. After all field locates have been performed it is the contractor’s responsibility to maintain markings and whereabouts of located utilities for the entirety of the project. It is the contractor’s responsibility to ensure no utilities are damaged under their permitted work.
3) Ticket Locates (Non-Based Owned/Maintained Utilities)
The base has utilities that are owned and maintained commercially by a third party (i.e. not base owned/maintained utilities, local electrical company, etc.). locating-entity to obtain a list of all utilities in the area of concern (i.e.
“Ticket Locates”, typically a list of all applicable entities that have utilities within the area of work). The contractor shall provide this list to the CM
(these also may be required attachments to the AF Form 103). The contractor is then responsible to contact each commercial entity and have those entities perform their field locates. Within the Final-Dig-Permit-
Package, the contractor is required sign off /confirm each entity had conducted field locates on the Dig-Permit-Confirmation-Letter.
4) Contractor’s Independent Investigation (All Other Utilities)
SSFB possesses infrastructure from its original construction that may not be accurately shown on as-built documents. Within the area of work, SSFB may have underground utilities (abandoned and/or live) that cannot be located by base personnel or commercial entities through the processes described above. As a part of this contract, the construction contractor shall perform an independent underground utility investigation. The contractor shall scan the construction site with Ground Penetrating Radar
(GPR), electromagnetic, sonic equipment, or other preferred method, for utilities or other underground obstructions not indicated by the base or commercial processes described above (i.e. locate all other utilities not found in previously described processes). The contractor shall investigate to a depth competent to work being performed or 18 inches below the lowest identified utility with the area (whichever condition governs). The contractor shall develop a site map/report with their findings, summarizing all utilities within the area of work. All requirements listed herein shall be included with the Final-Dig-Permit-Package and provided to the CM for their records.
5) Contractor’s Dig Permit Confirmation Letter
The contractor shall review all conditions, and sign the Dig-Permit-
Confirmation-Letter. Provided as an attachment to this Section.
1.8.2. SSFB Final Dig Permit Package.
The contractor shall package all requirements described herein into a final document referred to as the “Final- Dig -Permit -Package.” The Final- Dig- Permit- Package shall be provided to the CM two (2) days prior to excavation (i.e. giving the CM time to review the package and provide comments/etc.). Once the CM conducts their review and if all is adequate, the CM will provide the last signature on the Dig Permit Confirmation Letter, the contractor then has authorization to proceed with excavation. After approval, the contractor must start excavation within 30 calendar days of the clearance approval or a new request must be submitted. This set of documents ensures the contractor has coordinated all applicable entities prior to excavation. The contractor shall store this document for the

entirety of the project. If any utilities are damaged, the contractor shall immediately contact
50 CES customer service or SSFB fire department.
1.9 GOVERNMENT-FURNISHED PROPERTY AND EQUIPMENT
The identification of Government-furnished property and equipment shall be pursuant to
Contract Clauses FAR 52.245-1, DFARS 252.211-7007, DFARS 252.245-7001, DFARS
252.245-7002, DFARS 252.245-7003, and DFARS 252.245-7004. If applicable, this will be identified at the task order level.
1.10 GOVERNMENT-INSTALLED WORK
In some instances, government-installed work is associated with the installation of systems furniture via separate contract effort. If applicable, this will be identified at the task order level.
Not used.
3.1 DESIGN
The expected level of effort during the life of this contract can range from 35% to 65% design in accordance with Attachment 2 - SATOC Design Guide (DG). Each task order will specify the expected level of effort. Additionally:
3.1.1 General:
The DG details requirements associated with specified design level of effort.
3.1.2 Specifications:
These specifications form the basis of the SATOC and are in force for the life of the contract. Each task order will require project specific additional technical specifications as identified in the design effort.
3.1.3 Lighting:
All lighting must comply with the requirements of the latest edition of UFC 3-530-01
Interior and Exterior Lighting Systems and Controls. The Contractor shall pay close attention to paragraph 2-8 for any renovation projects and para 3-2 for all projects.

3.1.4 Fire Protection:
Fire protection must comply with the requirements of the latest edition of UFC 3-600-01.
Fire protection systems to include but not limited to, wet/dry pipe sprinkler systems, visual and audio alarms, enunciators and control panels shall be designed by a United
States registered fire protection engineer. Submit qualification of the Fire Protection
Engineer at start of contract.
3.2 MISCELLANEOUS
3.2.1. Scheduling
Factor in the following when developing design schedule. Submit schedule at NTP + 10 days.
A) 14 calendar day government review for following:
1) All plans (i.e. Quality Control Plan)
2) Design Submittals
3) After each design submittal the Contractor shall have five (5) working days to review comments and annotate them in preparation for a design review meeting.
4) Plan for one day on site design review meeting to go over comments.
B) Construction shall not commence until design is approved and notice to proceed is issued by the Contracting Officer.
3.2.2 Design Process
A) At each design phase (design kick off, project definition, schematic design) the
Government shall provide the Contractor comments using Attachment 8 - Comment
Resolution Matrix (CRM).
B) The Contractor shall review the comments and the expectation is one of three comments are made: Concur, non-concur, needs clarification. For non-concur or clarification needed provide details on the form
C) At the review conference only non-concurs or needs clarification will be discussed.
3.2.3 Submittals
The contractor shall develop a submittal register for each task order as part of the design effort. This submittal register is unique to the task requirements at hand.

As part of the base contract, Attachment 7 is the submittal register template provided and recommended for use by the contractor.
3.2.4 Task Order Specific Requirements Documents
Once this contract is awarded, Schriever SFB will issue individual task order specific requirements documents for each project with the following key sections:
- Project Name and Number
- Detailed description of task required to be designed and constructed
- Level of design expected
Once a task fee is negotiated, the contractor is responsible for the design effort to the percentage specified and construction in accordance with the approved design. In general, construction cannot begin until a design is reviewed and agreed upon by the
Contracting Officer.
3.2.5 Pricing
3.2.5.1 Definitions
a) Unit Price Book (UPB): The list and price information for all pre-priced items covered in this contract. The UPB shall include the base cost pricing from the
RSMeans Assemblies, RSMeans Facilities Cost Data and the RSMeans Master
Composite Cost Data Guides – consisting of Building Construction, Electrical, Mechanical, Plumbing, Green Book, Interior, Site Work & Landscape, Concrete &
Masonry and Heavy Construction Cost Data. The UPB shall also include RSMeans trades line items, selective demolition line items, removal and replacement line items, average line items, and Government Furnished Materials line items.
b) Line item: An item or system denoted in the UPB by a unique line item number.
c) Bare costs: The cost of a line item without any multiplier.
d) Multipliers: All factors added to the bare cost pricing of the UPB. This includes the
City Cost Index (CCI) and the Contractor’s coefficients.
e) Pre-priced line item: A line item from the UPB with approved changes.
f) Non-pre-priced line item (NPI): A line item that is not a pre-priced line item. All
NPIs must have at least two (2) non-affiliated contractor quotes prior to consideration.
g) Selective demolition line item: The removal of material with no concern for its

replacement. If a line item can be found in the UPB for selective demolition, that line item will be used. If there is no line item for selective demolition, the Contractor will locate the material line item in the UPB. Then the Contractor will create an alternate pre-priced line item removing the cost for the material and equipment, and the remaining labor amount will be multiplied by 50%. This will be used as the means to demolish that item. This line item will be pre-priced. If the line item cannot be found in the UPB, the demolition will be an NPI.
h) Government Furnished Materials (GFM): On occasion, the government may choose to supply the Contractor with materials to accomplish project requirements. If this occurs, the line item prices for labor and equipment only will be used. They are considered as pre-priced. The Contractor will not adjust the labor and equipment pricing. The materials are to be cared for by the Contractor, and excess materials are to be returned to the government.
i) All prices in the UPB are for completed and in-place construction unless explicitly described otherwise. Incidental fasteners, such as, nails, screws, bolts, weldments, connectors, and adhesives are included in the bare material cost. Unless specifically omitted in the UPB line item description, testing, adjusting, balancing, and start-up of installed equipment is included in the unit price line number cost found in the
UPB. Line items are for end finishes. For example, the line item price for concrete broom finish included all finishes necessary to result in the broom finish.
j) The UPB prices certain line items with a “Minimum labor/equipment charge.” This minimum charge is often the price a tradesman would charge to make a special visit to perform that work. If the contractor is already on-site and the minimum is met, then this item shall not be used as an adjustment to the Unit Price line items.
k) All line item prices assume the installation of the material under normal working conditions. This includes working from scaffolding when appropriate. In other words, the productivity for brick veneer is based upon working not only from the ground, but also from working on scaffolding. Therefore unless the division has specific height exceptions, no allowance or change to the unit price is required for working at different heights. The cost to rent and erect the scaffolding is required.
All scaffolding line items are based upon a one month rental of the scaffolding.
Scaffolding is measured by the square foot of face area where the work is being performed (working height in feet multiplied by the length of the wall in feet) or, in the case of when scaffolding must be erected inside a structure in order to access the ceiling, by the cubic feet (volume) of the actual scaffolding components. Scaffolding is priced separately. There are line items for the material costs and line items for erection/dismantling. It is not appropriate to use the scaffolding line items separately for each subcontractor. Scaffolding should be applied to the job cost once, and the subcontractors are “allowed” to use it.
l) Line items for mobilization and demobilization are for one or the other unless noted otherwise. Normally, a piece of equipment will need to be mobilized and

demobilized. Therefore, the line item would normally be included twice per piece of equipment used. Small equipment placed in rear of truck or towed by a pickup truck is limited to those items included in the RSMeans crews.
3.2.5.2 Cost Estimating Software Requirements
a) The Contractor shall purchase and maintain, for the Government, sufficient licenses of e4Clicks Professional Project Estimator software. These licenses are for up to 35 government personnel on SSFB and shall remain the property of the
Government.
b) The Contractor shall purchase, maintain, and use the latest version of e4Clicks
Professional Project Estimator for the life of this contract.
c) Information on this software and pricing can be obtained by emailing sales@4clicks.com; let them know this is for the SSFB Single Award Task Order
Contract (SATOC). Government Service Administration (GSA) pricing is available for this contract with written consent from the Contracting Officer.
d) Licenses provided shall include technical support to remedy any problems associated with the installation of the estimating software and associated databases. Licensed software shall be fully operational within twenty-one (21) calendar days of contract award.
e) Over the life of the contract, Contractor shall provide training courses in the
Colorado Springs area, as indicated below, to familiarize Government personnel with the e4Clicks software and cost estimating function. Contractor shall purchase the training through sales@4clicks.com and classes shall be taught by a certified e4Clicks instructor.
1) General software training: Initial for all personnel. Annual refresher for
10 personnel.
2) Discipline specific training: Annual. Two personnel per discipline (Civil, Mechanical, Electrical, Architect, Construction Managers, Assemblies).
3.2.5.3. Construction Fee
a) Pre-priced Line Items: Bare cost line items from the Unit Price Book (UPB) shall be summated with the CCI applied as described above. The appropriate coefficient shall then be applied to the total. This is the pre-priced line item total.
b) Non-Prepriced Line Items: The non-prepriced line items shall be summated to obtain the non-prepriced line item total. All NPIs must have at least two (2) non-affiliated contractor quotes prior to consideration. The Contracting Officer (CO) shall determine the final NPI pricing.

c) Total Labor Costs: Shall be calculated separately from the labor cost given in the e4Clicks prepriced line item. The Contractor shall multiply necessary labor-hours by the prevailing wage labor rate in Colorado Springs for the proper craftsman.
Each estimating division shall have the labor cost calculated and added to the TO
Specific Price Proposal, Attachment 13.
d) Non-RA SATOC Coefficient: This includes all indirect costs. The following are examples of line items to include, but not limited to, the following:
1) Project Management and Coordination, excluded in its entirety.
2) Construction Progress Documentation, excluded in its entirety.
3) Regulatory Requirements, excluded in its entirety.
4) Temporary Facilities Requirements (i.e. office trailers, cell phones, copiers, etc.).
5) City Cost Index.
e) RA SATOC Coefficient: This includes all items identified in the Non-RA
SATOC Coefficient (above) plus:
1) Loss of efficiency associated with Task Orders within the Restricted
Area.
2) Personnel Escorts required for specific Task Orders.
3.2.6 Individual Task Order Bid Format
Each task order fee proposal shall be submitted using Attachment 13 – TO Specific Price
Proposal. All line item cost information shall be generated from e4Clicks, Professional
Project Estimator.
3.2.7 General
a) The RA fee is only applicable if the task order is associated with the RA.
b) A project management plan is required and is in force for the entirety of this contract.

Section 01 11 00 APPENDIX A: SATOC Technical Requirements
1.1. PERSONNEL REQUIREMENTS
1.1.1. Contract Project Manager:
a) Degree in Engineering/Architecture or Construction Management with 10 years of direct project management experience - OR
b) 15 years of direct project management experience.
1.1.2 On-Site Project Manager: 5 years of direct project management experience.
1.1.3 Design Team
a) All engineers and architects must have a professional license in the State of
Colorado
b) All engineers and architects must be registered in accordance with FAR
52.236-25
c) Lead Architect Civil, Electrical, Mechanical Engineer and Structural
Engineer: Bachelor’s Degree in the respective discipline plus minimum of
10-years’ experience design facilities and infrastructure requirements.
d) Demonstrated experience in following areas:
i) Medium and low voltage power distribution
ii) ICD/ICS 705 compliance
e) Fire Protection Engineer: Minimum 5 years’ experience and licensed in the
United States.
1.1.4 Escorts: Contractor is responsible for escorting all construction personnel for work within the Restricted Area.
1.1.5 Quality Control Manager: Minimum of 7 years demonstrated experience as a quality control manager. Degree not required but a Bachelor’s degree in construction management preferred.
1.1.6 Clearance Requirements:
The key personnel listed in this section (Lead Architect, Lead Civil Engineer, Lead Mechanical Engineer, Lead Structural Engineer, Lead Electrical Engineer, Fire Protection Engineer, On-Site Project Manager, Contract Project Manager, and Quality Control Manager) shall have or be able to acquire a Tier 1
Investigation (T1). It is the basic and minimum investigation required of all new contractors to facilitate work on Schriever SFB and its RA. It is the responsibility of the Contractor to have these investigations initiated within 30 days of award of this contract. Contractor shall also ensure that new contractor personnel resulting in staffing changes also have this investigation completed prior to work on

1.1.7 Every effort should be made to ensure that the design team entity and personnel incorporated in the selected awardee’s proposal shall be the same for life of the contract. If the personnel within that design team have left the entity/company, the contractor may substitute with another individual of commensurate experience.
The replacement individual shall have the same qualifications as the original individual at time of award. (For example: If a Civil Engineer with 10 years of experience in the original proposal has left the design team, then the new Civil
Engineer shall then have no less than 10 years of experience). At time of award, Attachment 1 – SATOC DIV01 Specs, Section 01 11 00 Appendix A will be updated to reflect minimum experience criteria for the personnel that have been proposed for those positions and those criteria will be enforced through the life of the contract, even if members are replaced.
1.2. DESIGN GUIDE CLARIFICATIONS
1.2.1. If designing to 65% level of effort, the expectation is there is a kick off meeting followed by Project Definition submittal (10% - 15%), a 35% submittal followed by the 65% submittal

1.2.3. Exceptions to the design guide are as follows:

1.3. SPECIFICATIONS
For the duration of this contract the consolidated division one-specification at Attachment 1 is applicable to all task orders. The contractor is responsible for editing these specifications to the needs of the individual task order. Each task order shall have a unique submittal register utilizing the template provided in Attachment 7.
Additionally, the design effort will determine additional, applicable technical specifications to the task order at hand as required by the 50 CES DG and providing the submittal register that accounts for submittals associated with these additional specifications.

Section 01 11 00 APPENDIX B: Dig Permit Confirmation Letter
This document and all attachments help ensure the contractor has coordinated all applicable entities prior to excavation and indicates they are responsible for all damages. The requirements herein are in conjunction with the contract documents (see Division 01 Specifications, 01 11 00).
The contractor shall fill out this document ensuring all requirements have been met prior to digging on Schriever SFB. If the contractor would like to leave comments/additional information, they shall create a document titled “Comments” and include as an attachment to this letter. By signing off, the Contractor’s Representative (CR) is confirming each requirement has been met per direction herein and within the contract documents.
1. From 103 (Base Owned/Maintained Utilities)
a. Map/Plans: The map provided clearly represent the location where excavation will be performed and clearly indicates the extent where field locates need to be performed. This map(s)/plan(s) are included as an attachment to this document.

WORK RESTRICTIONS
Government approval is required for submittals with a "G" designation. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.2 SPECIAL SCHEDULING REQUIREMENTS
A) The Contractor shall have materials, equipment, and personnel required to perform the work at the site prior to the commencement of the work.
B) The mission at SSFB will remain in operation during the entire construction period.
The Contractor must conduct his operations to cause the least possible interference with normal operations of the activity surrounding the issued contract.
C) Permission to interrupt any active roads / parking lots must be requested in writing a minimum of 14 working days prior to the desired date of interruption.
D) Utility outage requirements shall be in accordance with Section 01 11 00 SUMMARY
OF WORK.
E) The work associated for the life of the contract, requires special attention to the scheduling and conduct of the work in connection with existing operations. Identify on the construction schedule each factor, which constitutes a potential interruption to operations.
1.3 CONTRACTOR ACCESS AND USE OF PREMISES
1.3.1 Activity Regulations
Ensure that Contractor personnel employed on the Activity become familiar with and obey
Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear appropriate personal protective equipment (PPE) in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. Mark Contractor equipment for identification.

1.3.1.1 Subcontractors and Personnel Contacts
Within 10 days of NTP, provide a list of contact personnel of the Contractor and subcontractors on site, as well as the superintendent and/or project manager. The list will include addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.
1.3.1.2 Additional Personnel Requirements
1.3.1.2.1 General Construction
General construction includes construction activities such as building site work, utilities, foundations, structure, and enclosure or shell, including doors, windows, façade work, utility work that penetrates the secure area and installation of doors.
1.3.1.2.2 Finish Work
U.S. companies using U.S. persons (an individual who has been lawfully admitted for permanent residence as defined in 8 U.S.C. § 1101(a)(20) or who is a protected individual as defined by Title 8 U.S.C. §1324b (a)(3)) must accomplish finish work within the secure area. Finish Work includes construction activities such as insulation, floor/partition/ceiling systems, cabinet work, conveyor systems, specialties, building furnishings/ fixtures/equipment, mechanical/electrical services and equipment including those specialized for fire protection, security, communication, control, energy conservation, safety, comfort, convenience, and similar purposes.
1.3.1.2.3 Electronic Security and Controls Systems Equipment
Electronic Security Systems equipment such as processing control units, workstations, field panels, sensors, card readers, cable installation, system programing, and testing and training must be performed by U.S. citizens who have been subjected to a trustworthiness determination and U.S. companies using U.S. citizens who have been subjected to a trustworthiness determination.
1.3.1.2.4 No Smoking Policy
Smoking is prohibited within and outside all buildings on the installation, except in designated smoking areas. This applies to existing buildings, buildings under construction, and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The
Contracting Officer will identify designated smoking areas.

1.3.2 Working Hours
Regular working hours must consist of an 8-hour work day plus a minimum of 0.5 hour lunch break between 7:00 AM to 5:00 PM Monday through Friday, excluding Government holidays.
1.3.2.1 Work Outside Regular Hours
Work outside regular working hours requires Contracting Officer approval. Submit an application seven (7) calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress. The application shall include the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours. During periods of darkness, the different parts of the work is lit in a manner approved by the Contracting Officer.
1.3.2.2 Exclusionary Period

1.3.2.2.2 Weather Days
The following schedule of monthly-anticipated adverse weather delays is based on
National Oceanic and Atmospheric Administration (NOAA) or similar data for SSFB and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all-weather dependent contract activities.

1.3.2.2.3 Work Interruptions and Delays
The Contractor may be required to temporarily suspend work for operational requirements, special events, installation exercises, or while Distinguished Visitor (DV) familiarization visits/tours are conducted. Official late reporting and snow calls (above what is listed in paragraph 1.3.2.2.2 of this section) will affect the Contractor’s work periods. The Contractor must make allowances for these events and resulting lost time is not reimbursable. The Contracting Officer shall provide written notification to the
Contractor.
1.3.3 Occupied and Existing Building[s]
The Contractor shall be working in and around existing, occupied buildings. Do not enter the building[s] without specific contract authorizing work in building[s]. The existing buildings and their contents must be kept secure at all times. Provide temporary closures as required to maintain security as directed by the Contracting Officer. Provide dust covers or protective enclosures to protect existing work that remains and Government material located in the work area during the construction period.
1.3.4 Utility Cutovers and Interruptions
A) Make utility cutovers and interruptions after normal working hours or on Saturdays, Sundays, and Government holidays. Conform to procedures required in paragraph
WORK OUTSIDE REGULAR HOURS.
B) Ensure that new utility lines are complete, except for the connection, before interrupting existing service.

C) Interruption to water, sanitary sewer, storm sewer, telephone service, electric service, air conditioning, heating, fire alarm and compressed air are considered utility cutovers pursuant to the paragraph WORK OUTSIDE REGULAR HOURS. This time limit includes time for deactivation and reactivation.
D) Operation of Station Utilities: The Contractor must not operate nor disturb the setting of control devices in the station utilities system, including water, sewer, electrical, and steam services. The Government will operate the control devices as required for normal conduct of the work. The Contractor must notify the Contracting Officer giving reasonable advance notice when such operation is required.
1.4 CONTRACTOR VEHICLES
Prominently display Company Name on all Contractor vehicles operating on SSFB. The
Contractor may obtain temporary vehicle entry passes needed to transport materials and equipment at Building 15, the Pass and ID Facility. The Contractor shall be equipped to present proof of insurance, driver’s license, vehicle registration, and other documentation as needed to obtain a vehicle pass. Entry to the restricted area of SSFB will require a vehicle pass and additional clearances (i.e. for personnel) as described in section 01 55 04, Security
Requirements for SSFB.
1.5 CONTRACTOR STORAGE / LAYDOWN YARD
The Contractor may be assigned one of the available spaces/yards in the Contractor Lay down Yard for use during the execution of this contract. The individual yards provide approximately 30’ by 100’ fenced area that can accommodate Contractor provided office/storage trailer(s), and trash dumpster. The Contractor shall comply with all requirements of the tenant agreement or grant. The area provided to the Contractor must be maintained in a clean, neat, and serviceable condition at all times to include feed/vegetation free. Security shall be the responsibility of the Contractor.
1.6 FILL MATERIALS
Excess fill materials, including rock, gravel, broken concrete or asphalt, etc. shall be removed off the base grounds and disposed of by the Contractor, in accordance with applicable state and local regulations, or as directed by the CO. Excess fill shall not be disposed of in any 100-year floodplain as regulated by County Land Use Department.
Additional fill material shall be imported and delivered to the site from off the base grounds, by the Contractor, as a necessary part of the work. Material composition shall be subject to the requirements of Section 31 23 00, Excavation and Fill, in these specifications.
