1.1 DESIGN & ANALYSIS
1.1.1 See Project Area Drawings. Provide a 65% design and construct a pump house in the area indicated, to include all associated equipment and piping for a fully functioning system. Pump house will replace section of existing underground sewerage system. The Period of Performance (POP) is 270 days.
1.1.2 Project intended to eliminate corrosion issues, controls issues, and confined space entry requirements with the existing system.
1.1.3 New sewerage system to incorporate the below.
A) 6” line from wall
B) 2 pumps and controls
C) Sequence of operations
D) Oil/water separator
1) The SAFB Environmental Office must be involved with development regarding the oil/water separator. SAFB will have to work with the off-base wastewater treatment facility to ensure continued compliance with our permit.
E) Minimize bends in underground piping
F) Clean outs
1) At wall, in 6” piping, that enables cleaning out the piping in both directions
2) At all elbows/bends
3) At oil/water separator, both ends
G) Thermostatic mixing valve
1.1.4 Replace approximately 30 linear feet of 4” underfloor piping in the boiler room. Redesign/move drain flows to reduce maintenance issues.
1.1.5 Pump house shall completely enclose equipment. Provide sufficient interior clearances for maintenance and repair of equipment. Include weather tight light fixtures and switches, weather resistant power receptacles, and an exterior electrical disconnect. Also include a unit heater, as required, for freeze protection. Provide double doors or gate sufficient for installation and, if necessary, removal of equipment.
Overall aesthetic of the new pump house shall match Building 600.
1.2 EXISTING CONDITIONS & DEMOLITION
1.2.1 See Boiler Room Drawings for existing Building 600 drainage system and boiler room floor plan, for information only.
1.2.2 See Utility Maps for existing utilities in the project area.
1.2.3 See Boiler Room Chemical Composition for chemical composition of the wastewater from the chillers/boilers/generators and general floor drains.
1.2.4 See Fuel Station As-Builts for approximate location of existing underground storage tanks (UST) near the project area. Two 5,000 gallon USTs are located directly east of the fuel station overhang, Building 605. In
2017, the original USTs from 1985 were removed and replaced with the current tanks. A requirement for closure of the old tanks was to verify clean soil in the surrounding area. However, there is still a possibility for the presence of contamination in the surrounding location. If contamination is detected, notify the SAFB
Construction Manager / Environmental Office.
1.2.5 See Fuel Station As-Builts for approximate locations of underground work for the fuel station, near the project area, to include the Veeder-Root system. The Veeder-Root system is critical to maintaining the USTs, and any damage would need to be reported to the SAFB Construction Manager / Environmental Office and repaired immediately.
1.2.6 Steady flow rate from the plant into the current sump is approximately 10-15 GPM (varies).
1.2.7 Maximum normal flow rate from the plant into the current sump is < 50 GPM.
1.2.8 Water Temperatures
Inside boiler: 295°F
Exiting boiler blowdown pipe: 200°F
Entering lift-station: 144°F
1.2.9 Current system is connected to electrical panel on north wall of B600.
1.2.10 Existing system will remain in operation until new system comes on line. After new system is confirmed operational by SAFB, demolish existing system including all associated parts (equipment, piping, electrical).
1.2.11 Contractor is responsible for validating location of underground equipment/utilities and is not to assume based on provided information.
1.3 CIVIL
1.3.1 After demolishment of existing system (see 1.2.10), repair road, to include all earthwork and asphalt/concrete work necessary.
1.3.2 Pump house and all equipment and piping shall have stable support and foundations. Consider wind, seismic, and weather conditions.
1.3.3 Provide detectable marking tape on underground utility lines and conduit.
1.4 MECHANICAL
1.4.1 Insulate and protect pipes and equipment as necessary considering temperature and weather conditions.
Properly insulate pipes from a minimum temperature of 20 degrees Fahrenheit.
1.5 ELECTRICAL
1.5.1 Verify electrical power requirements are available.
1.6 WATER & WASTEWATER
1.6.1 Maximum temperature of discharge water into the sanitary sewer is 140°F according to IAPMO 810.1 High-
Temperature Discharge. No steam pipe shall be directly connected to plumbing or drainage system, nor shall water having a temperature above 140°F (60°C) be discharged under pressure directly into a drainage system. The water is tempered down to 120°F after it leaves the lift station and sits in the sand/oil separator before entering sanitary sewer and it is no longer under pressure after it leaves sand/oil separator.
1.7 SPECIFIC SECURITY REQUIREMENTS
1.7.1 Building 600 is located within a restricted area and requires special access coordination. See the provided
Division 01 General Requirements for security requirements.
1.8 DESIGN SERVICES
1.8.1 Design will require services of an Architect, Electrical Engineer, Civil/Structural Engineer, and Mechanical
Engineer with experience on similar projects. For all disciplines, the individual must have a professional architect or engineer license, in good standing, from the State of Colorado. Specific hazards during firefighting
: Fire Hazard Keep away from heat and sources of ignition.
Flash back possible over considerable distance.
Beware of vapours accumulating to form explosive concentrations. Vapours can accumulate in low areas.
: Decomposition products may include the following materials: Carbon oxides nitrogen oxides (NOx)
Specific extinguishing methods
: Use water spray to cool unopened containers. Fire residues and contaminated fire extinguishing water must be disposed of in accordance with local regulations. In the event of fire and/or explosion do not breathe fumes.
emergency procedures
: Ensure adequate ventilation. Remove all sources of ignition. Keep people away from and upwind of spill/leak. Avoid inhalation, ingestion and contact with skin and eyes. When workers are facing concentrations above the exposure limit they must use appropriate certified respirators. Ensure clean-up is conducted by trained personnel only. Refer to protective measures listed in sections 7 and 8.
Environmental precautions : Do not allow contact with soil, surface or ground water.
containment and cleaning up
: Eliminate all ignition sources if safe to do so. Stop leak if safe to do so. Contain spillage, and then collect with non-combustible absorbent material, (e.g. sand, earth, diatomaceous earth, vermiculite) and place in container for disposal according to local / national regulations (see section 13). For large spills, dike spilled material or otherwise contain material to ensure runoff does not reach a waterway. Flush away traces with water.
Advice on safe handling : Take necessary action to avoid static electricity discharge (which might cause ignition of organic vapours). Do not ingest. Keep away from fire, sparks and heated surfaces. Do not breathe dust/fume/gas/mist/vapours/spray. Do not get in eyes, on skin, or on clothing. Wash hands thoroughly after handling. Use only with adequate ventilation.
Conditions for safe storage : Keep away from heat and sources of ignition. Keep in a cool, well-ventilated place. Keep away from oxidizing agents. Keep out of reach of children. Keep container tightly closed. Store in suitable labelled containers.
