IDIQ Demolition, CCAFS NPLI Additional Specifications DBEH 17‐1909 30 Aug 18

The following non‐priced line items generated additional specifications for project DBEH 17‐1909 IDIQ

Demolition at CCAFS:

1. Asbestos sample collection and testing

The project site may contain asbestos containing materials. Activities involving regulated asbestos containing materials (ACM) must be performed in accordance with EPA standards (Asbestos NESHAP, 40

CFR 61 Subpart M, AHERA, 40 CFR 763 Subpart E), OSHA standards (29 CFR 1910.1001, 29 CFR

1926.1101, 29 CFR 1910.134), FDEP requirements (62‐257, FAC), and 45 SW Asbestos Management Plan.

Cost for this NPL Item address the collection, analysis, and documentation reporting to the Air Force

Representative the analysis findings.

The Florida Department of Environmental Protection must be notified 10 business days in advance of start of any project if the quantity of ACMs to be removed is equal to or greater than 160 square feet. or 260 linear ft.

Or if facility is to demolish, regardless if ACM is present or not will require notification form submitted10 business days in advance of start of demolition. A copy of the notification must be provided to 45 CES/CEIE before work on the project begins.

Only those personnel trained and certified by the State of Florida in handling ACMs can perform ACM work.

Concrete or concrete pipe may contain asbestos fibers. Asbestos was added to concrete, at one time, to enhance the tensile strength of the concrete. All concrete must be sampled to determine if it contains asbestos before any cutting, grinding or demolishing of concrete can be performed per State rules.

Concrete that tests positive for asbestos must be cut or demolished utilizing wet methods to prevent airborne asbestos. Removed concrete that contains asbestos must be covered during transport and properly disposed as asbestos containing debris. All asbestos containing debris must be disposed at a permitted asbestos disposal landfill. Refer to NESHAP requirements for demolitions

2. PCB sample collection and testing

The project site may contain PCB’s contained in applied surface coating paints, caulking material, contaminated soil from oil containing PCB, and electrical transformer containing oil. The contractor may be required to have these items sampled and tested for the presence of PCB’s. Sampled items may be bulk solid, porous surface, non‐porous surface, or liquids. Testing for the presence of PCB’s shall be in accordance with analysis by EPA Method 8082 or 9079 for transformer oils. Cost for this NPL Item address the collection, analysis, and documentation reporting to the Air Force Representative the analysis findings.

Activities involving painting or paint removal must be performed in accordance with FDEP, EPA, OSHA, and HUD requirements for heavy metal (i.e., arsenic, barium, cadmium, chromium, lead, mercury, selenium, and silver) and particulate matter emissions and heavy metal paint debris disposal. Only personnel trained in heavy metal paint handling and disposal shall perform these duties. Additionally, the generation of airborne heavy metal debris should be minimized. Paint removal and disposal of hazardous paint debris must be in accordance with 45 SW Hazardous Waste Management Plan and the Resource Conservation and Recovery Act (RCRA).

IDIQ Demolition, CCAFS NPLI Additional Specifications DBEH 17‐1909 30 Aug 18

Liquid PCBs may be present in electrical equipment such as large high and low voltage switches, capacitors, hydraulic systems, or compressors. If equipment of this nature exists, it should be sampled for PCBs prior to disposal. Contact the 45 CES/CEIE at 494‐9268 for additional guidance.

All electrical equipment containing dielectric fluid must have fluids sampled within six months of disposal. All items that contain PCB levels greater than or equal to 50 ppm must be handled in accordance with 40 CFR 761. This equipment must be turned into the Air Force. 45 CES/CEIE will handle the disposal process based on PCB concentrations. Prior to facility destruction all PCB and non‐PCB ballasts will be removed and managed per 45 SW Hazardous Waste Management Plan. If paint and caulk on building were present prior to 1981 sampling and analysis for PCB's are necessary to determine final disposal.

Light ballasts without the label "No PCBs" must be handled in accordance with PCB regulations 40 CFR

761. These ballasts must be assumed to contain PCBs and must be turned into the Air Force.

3. Universal waste collection, containerize, and delivery to Air Force

The project site may generate universal waste during the project defied by the State of Florida F.A.C. 62‐

730.185 Standards for Universal Waste Management. Universal waste items are to be immediately upon removal or generation, be placed in an on‐site containment storage for processing to a manageable size. Manageable size items are to be in their original undamaged and unbroken component container system. Assembled within a containment storage area, universal waste no more than 30 days old, shall be containerized for shipment, labeled, and delivered to the on CCAFS Air Force

Representative on base collection and storage site to accept the project generated universal waste. Pre‐ coordinate with the Air Force Representative the quantity, type of generated material, containment system, delivery method, and delivery time. Accepted universal waste will be disposed of by the Air

Force Representative. Cost for this NPL Item address the collection, processing, containerization and delivery to the Air Force Representative project generated universal waste.
