no. FA2521-18-B-0004. We would like to know if there have been any similar types of contracts awarded by Patrick AFB in the recent past, and if so could we please get any information that would be considered public record.
Answer 22: No similar IDIQ contracts for demolition have been awarded by PAFB in the recent past.
23. Other (Specify):
Question 23: Would you have any pictures available yet of the actual MST in question? Or do you know when the actual site visit will take place?
Answer 23: See Attachment 11 for pictures of the MST and additional details for the initial seed project.
An optional (not mandatory) site visit will be scheduled to provide potential bidders the opportunity to view the initial seed project site and become familiar with typical working conditions for demolition requirements under this contract.
24. Other (Specify): Bonds I fully understand that the bid bond is for 20% of the bid amount or $3,000,000 whichever is less. What is unclear to me as I read the solicitation is how this task order contract would work in terms of bonds. Since we do not know exactly how much will be needed for this project, you’ve asked the contractor to bid on a variety of items which would have a contract floor of $25,000 and a contract ceiling over 3 years of $4,500,000. I would consider this a $4,500,000 bucket of money to be used by task orders.
Typically, we see task order contracts require a Performance and payment bond with each task order so that bonding is used on only the work that is actually awarded.
Sometimes we seek task order contracts which require an annual bond of a pro-rated amount of the total $ bucket, which in this case would be $1,500,000. Then at the end of the year, we see how much is awarded and either charge the contractor for additional bonding or give a credit back for what was not used. So if $2,000,000 in task orders were awarded in the first annual period, the surety would charge additional premium to the contractor. However if only $1,000,000 in task orders were used in the first 12 month period, the surety would give a credit to the contractor. Then a new bond would be given for $1,500,000 for the second annual period.
Question 24: In reviewing the overall solicitation, it doesn’t really address the unusual way that this contract will work. It just says that a P&P Bond will be required within 10 days. I don’t think that you mean that a bond has to be provided for the full amount for a period of three years. In reading page 27, it also could be that you’ll only require a Performance and Payment bond for $25,000 which is the minimum quantity on the indefinite quantity.
Answer 24: Payment and Performance Bonds are required per individual Task Order contracts, as applicable. Amounts required would be 100% of the Task Order award amount. Alternatively, IAW FAR 28.104, an Annual Performance Bond may be used in lieu of individual Performance Bonds for each Task Order.
