INSTRUCTIONS TO OFFERORS
SSP ATTACHMENT 2
EXCERPTS FROM SECTION L – INSTRUCTIONS, CONDITIONS, AND NOTICES TO
OFFERORS
Project Number: SXHT 13-1015
L-I GENERAL INSTRUCTIONS TO OFFERORS
A. General Instructions
This section provides general guidance for preparing proposals, as well as specific instructions on the format and content of the proposal. Throughout this section, the term
“offeror” means the prime contractor submitting the proposal. The offeror’s proposal must include all data and information requested in Section L and must be submitted in accordance with these instructions. Any offeror who submits an incomplete package may be considered non-responsive. The offer shall be compliant with the requirements as stated in the Request for
Proposal (RFP). A proposal that is sufficiently documented to support cost/price and technical requirements in a complete, orderly, and specific detailed manner will enable the Government to perform a thorough and fair evaluation. Noncompliance with the instructions and RFP may result in an unfavorable proposal evaluation and may be grounds to eliminate the proposal from consideration for contract award.
B. Program Structure and Objectives
This requirement is a Total Small Business Set-Aside. For this acquisition, selection of the best value offeror will be made using the Lowest Price Technically Acceptable (LPTA) procedures with the technical factors evaluated on an acceptable/unacceptable basis.
C. Budget/Funding Information
For consideration in developing your proposal, the program/budget funding is as follows:
The Government’s minimum obligation is $25,000.00 and $4,999,999.00 is the maximum obligation. The projected/programed budget for the next five years is approximately FY 16
$1.3M; FY 17 $1.0M; FY 18 $900K; FY 19; $850K; FY 20 $850K. The budget is subject to change due to the availability of funds allocated each fiscal year.
D. Point of Contact
The Contracting Officer (CO) is the sole point of contact for this acquisition. Address any questions or concerns you may have to the CO. Written requests for clarification may be sent using the Question and Answer template (Attachment 9) to the CO at the e-mail address below.
To ensure receipt of information and for continuity purposes, courtesy copy the Contract
Specialists (CS) on all correspondence. All questions are due NLT Tues, 30 Jun 15 at 12:00 PM
EST. Questions received after this time may not be answered. All questions and answers will be posted on www.fbo.gov under the solicitation announcement on 8 Jul 15.

E. Discrepancies
If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the CO in writing with supporting rationale as well as the remedies the offeror is asking the CO to consider as related to the omission or error. The offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion. This reservation includes matters of additional or substitute pages of the initial proposal.
F. Discussions
When discussions or requests for revised offers are not conducted or requested by the
Government, the prices identified in the Price Schedule, Attachment 4 of the solicitation, shall be valid through the proposal acceptance period (SF 1442 Block 13 D).
G. Contract Document
Sections K, L and M apply to the solicitation phase only; therefore, they will not be a physical part of the resulting contract.
H. Debriefings
The CO will promptly notify offerors of any decision to exclude them from the competitive range; whereupon, they may request and receive a debriefing in accordance with FAR 15.505.
Offerors excluded from the competitive range may request a pre-award debriefing or they may choose to wait until after the source selection decision to request a post-award debriefing.
However, offerors excluded from the competitive range are entitled to no more than one http://www.fbo.gov/ debriefing for each proposal. The CO will notify unsuccessful offerors in the competitive range of the source selection decision in accordance with FAR 15.506. Upon such notification, unsuccessful offerors may request and receive a debriefing. Offerors desiring a debriefing must make their request in accordance with the requirements of FAR 15.505 or 15.506, as applicable.

SOURCE SELECTION SENSITIVE INFORMATION
To facilitate review and evaluation for this source selection the Government proposes to transmit data via commercial systems. Distributed material will be identified as source selection sensitive and distribution will be strictly limited to appropriate personnel, and shall be encrypted per

2. HAND-CARRIED PROPOSALS NOTICE
Offerors are cautioned that Patrick AFB (PAFB) has stringent visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass and be cleared by the Government point of contact to be visited prior to entrance. A request with at least 72 hours prior to entry must be received for an offeror to gain entrance onto PAFB. If within 72 hours prior to the proposal due date and time, offerors may try and schedule a time with the points of contact to pick up the proposal at the Visitor Center. It is possible the point of contact may not be available to clear offerors for entrance or pick up proposals, which may prohibit submission of hand-carried proposals; consequently, offerors electing to hand-carry their proposals for submittal just prior to closing time do so at their own risk.
B. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, technical and past performance requirements.
Failure to meet a requirement may result in an offer being ineligible for award. The response shall consist of three (3) separate volumes; Volume I – Executed Contract Documents, Bid
Guarantee and Price Proposal, Volume II - Technical Proposal and Volume III - Past
Performance.
C. The CO has determined there is a high probability of adequate price competition in this acquisition. In accordance with FAR 15.403-1(b) and 15.403-3(a), data other than certified cost or pricing data may be required to support a determination of price reasonableness. Data shall be provided in accordance with FAR 15.403-5. If, after receipt of proposals, the CO determines that there is insufficient data available to determine price reasonableness and none of the exceptions in FAR 15.403-1 apply, the offeror shall be required to submit additional cost or pricing data.
D. In accordance with FAR Subpart 4.8 (Government Contract Files), the Government will retain one copy of all unsuccessful proposals. Unless the offeror requests otherwise, the Government will destroy extra copies of such unsuccessful proposals.
E. Format for written proposal Volumes I, II, and III shall be as follows:

If the same individual is proposed to fulfill multiple “key” positions, submit evidence the key personnel meet the requirements of the IDIQ specifications for each position and are qualified to successfully perform tasks relevant to each position and similar in scope and complexity to work that will be executed under this IDIQ.
B. Training Program – There are numerous training requirements associated with the technical requisites that are fundamental in meeting the criteria listed in the
Specification of this IDIQ. Demonstrate technically capability with regard to the training requirement by providing the following:
i. Describe the overall company training program, including how training status is monitored/tracked/maintained and how compliance with all training and certification requirements of the Specifications will be assured.

D. Safety Program
i. Describe the company Safety program that will be instituted to ensure compliance with IDIQ Safety Specifications, including training; routine safety education measures; and company procedures to evaluate, track, and reduce injuries, incidents, and near misses.
ii. Address implementation/management of specialized safety requirements related to IDIQ Specifications, such as Fall Protection.
E. Environmental Program
i. Describe general procedures that will be used to ensure compliance with environmental requirements of the IDIQ Specifications, such as proper disposal of paint and solvent waste, proper disposal of wastewater, and use of VOC-compliant materials.
F. Specialized Equipment and Processes
i. Describe company’s capability to address large complex industrial facilities and specialized tasks, such as jobs with “high reach”, containment, or specialized coating requirements.
ii. Explain how company resources, specialized equipment, and/or subcontractors will be employed to ensure successful completion of work.
VOLUME III – PAST PERFORMANCE
Offeror shall obtain “Past Performance Questionnaire,” Section J, Attachment 6, from previous clients for a minimum of three (3) and a maximum of five (5) projects. Projects shall be recent
(within the last 5 years) and relevant to the scope of the specifications for the Painting IDIQ. As specified in Past Performance Questionnaire, Attachment 6 shall be completed by the evaluator and shall be returned directly to the Government by the evaluator (not via the Offeror). Offerors should follow-up with clients/references to help ensure timely submittal of questionnaire.
For each questionnaire that is sought from a previous client, the Offeror shall include a copy of the same questionnaire with Sections A through D completed as part of the proposal. Based on the contract and client information identified in the questionnaire, the Government may make reasonable attempts to contact the client(s) noted to obtain the remaining information, if responses are not received directly from the client(s)/evaluator(s). The Government reserves the right to contact references for verification or additional information.
In addition to the above, the Government reserves the right to obtain information for use in the evaluation of Past Performance from any and all sources including the Past Performance
