PURPOSE OF INDUSTRY DAY

• Provide information and to solicit feedback

• Information exchange between Government and Contractors

• Information is preliminary and subject to change and, therefore, not binding on the part of the government

• Government is not requesting proposals at this time

• All questions must be submitted in writing

PROGRAM MISSION

• Maintain mission capable helicopters to support safe operations, exercises, and search and rescue 24 hours per day, seven days a week at the following CONUS locations:

– 90th Maintenance Group (90 MXG), F.E. Warren AFB, Wyoming

– 341st Maintenance Group (341 MXG), Malmstrom AFB, Montana

– 91st Maintenance Group (91 MXG), Minot AFB, North Dakota

• Maintain mission capable helicopters to support operation and VIP airlift from 0600-2000 weekdays at the 374th Operations Group (374 OG), Yokota Air Base, Japan

PROGRAM DESCRIPTION

UH-1N Iroquois helicopter…the “Huey”

– 40 years old, but still safe to fly (1968 and 1969 models)

– Overall helo mishap rate is 5.96; H-1 mishap rate is 3.36

– Last class A mishap was in 02, last AFSPC class A was in 99

– FMC rate is 78-80% (Air Force threshold is 80%)

PERFORMANCE LOCATIONS

PERFORMANCE REQUIREMENTS

• Contractor provides all personnel, supervision, and other items/services necessary to provide all required organizational and intermediate helicopter maintenance IAW the Performance Work Statement (PWS) , AFI 21- 101, and applicable regulations, instructions, and technical orders for 25 aircraft for HQ Air Force Space Command and 4 Aircraft for Pacific Air Forces at base sites and for deployments

– On-site management

– Helicopter and support equipment maintenance

– Administer supply program

– Emergency and contingency requirements

PERFORMANCE REQUIREMENTS

• Future performance requirements:

– Weapons Maintenance

– Aircrew Flight Equipment

– Transition to the replacement for the UH-1N

• Services Summary (SS)

– SS included in PWS, SS items are services for which the government has established performance objectives, performance standards, and inspection methods

• Government Furnished Property (GFP)

– Current contract has an extensive GFP/GFE list consisting of equipment and support equipment items

– Lists will be included as an attachment to the Request for Proposal (RFP) and the GFP will be made available to offerors on an “as is” basis

– A joint government/contractor inventory of GFP will be during phase-in period

– Government will provide hand tools to the contractor

– Best value using Performance Price Tradeoff Procedures IAW FAR Part 15

– Offeror’s present and past performance will be evaluated on a basis approximately equal to price considerations

– Solicitation method will be Request for Proposal
