MARKET RESEARCH
Questions to Interested Contractors
Helicopter Maintenance Solicitation No: FA2517-08-R-8001
1. Based upon the current requirement, what type of contract would be most appropriate and why?
2. Based upon the current requirement, what length of contract would be most advantageous?
Please include your justification and rationale.
3. The statement of work (SOW) for the current contract requires the Air Force to provide the contractor Government Furnished Property (such as supplies, equipment, computers, certain tools, etc...) to perform the services. The Air Force would like to shift the ownership and responsibility to the contractor by allowing the successful offeror to continue to use what is on the installations at time of award until it is no longer serviceable/available, and plan to build into the proposal, replacement costs. We are interested in your suggestions about how to implement such a change and what influence this change might have on other areas of the contract (i.e. contract type and length).
4. How long is your typical contractual arrangement established for this type of effort?
5. What kind of (if any) performance incentives would be necessary to encourage superior performance?
6. What length of on-site phase-in is necessary to prepare for a 1 Oct 09 performance start date?
In order to be ready to take over full contract responsibilities on 1 Oct 08, what is the “drop-dead” date for award notification?
7. Based on the requirement will you be subcontracting, and if your company is a large business will you be subcontracting to small business(es)? If yes, what work will the subcontractor perform?
8. What workload estimates are necessary to adequately scope the workload associated with this contract? Are there other data that the Air Force could provide that would be useful in determining level of service required?
9. Based upon the current SOW and considering the new PWS will be performance based, describe some evaluation factors that could be used as discriminators in this acquisition?
10. What kind of commercially available systems are you aware of that would meet the Air Force needs for tracking hazardous materials?
11. If you participated in the last source selection for this effort, do you have comments on lessons learned?
12. What other recommendations/approaches can you offer that would provide USAF insight that would result in efficiencies in performing helicopter maintenance under this contract.
13. Should there be a page limitation for the cost proposal and if so, what is a reasonable limit?
14. What are your recommendations/concerns with this source selection?
15. Please provide any other comments you like.
