SECTION 01 55 06
SECURITY REQUIREMENTS
FOR BUCKLEY AIR FORCE BASE
PART 1 GENERAL
1.1 SECURITY REQUIREMENTS
1.1.1 To obtain entry to Buckley AFB, Contractors will submit a list with the following information on company letterhead. The list will identify all personnel that will require access in order to meet contract requirements. This list will be submitted to the base
Contracting Office prior to the requested entry date:
1.1.1.1 Full name
1.1.1.2 Individual’s date of birth
1.1.1.3 Driver’s license number and state of issue
1.1.1.4 Inclusive dates and times access is required
1.1.2 Contractor entry requests require 72 hours for Security Forces to process. Business days do not include weekends and the following federal holidays:
1.1.2.1 New Year’s Day
1.1.2.2 Martin Luther King’s Birthday
1.1.2.3 President’s Day
1.1.2.4 Memorial Day
1.1.2.5 Independence Day
1.1.2.6 Labor Day
1.1.2.7 Columbus Day
1.1.2.8 Veteran’s Day
1.1.2.9 Thanksgiving Day
1.1.2.10 Christmas Day
1.1.3 In addition to a contractor pass, all individuals must have valid picture identification
(valid driver’s license or other Government-issued identification) in their possession at all times while on Buckley AFB. Company vehicles entering Buckley AFB will be marked with the Contractor’s or Sub-contractor’s insignia or signage. Individuals driving vehicles on Buckley AFB must have the following documents in their possession for the vehicle they are driving:

1.1.3.1 Current vehicle registration (original signed copy)
1.1.3.2 Proof of valid insurance coverage
1.1.3.3 Valid driver’s license
1.1.4 When base entry for sub-contractors is necessary, all requirements and procedures identified in this provision shall apply and be followed. In addition to the information required in paragraph 1, the sub-contractor’s company name, address, and telephone number shall be provided for each of the sub-contractor’s personnel.
1.1.5 Deliveries of equipment and materials (e.g., concrete, heavy/light equipment, supplies, etc.) are included in the 72-hour advance notification requirement. In some instances, the normal scheduling practices do not allow for identification of the delivery driver in advance of the day of delivery. These instances will be coordinated with 460
CONS/LGCA on a case-by-case basis. However, no less than 2 hours advance notification of the delivery (company name, address, and telephone number as well as a description of the delivery) is required.
1.1.6 As real-world events change, these requirements and procedures are subject to change without notice. To the extent possible, the Government will inform the prime Contractor of any changes as they occur. Changes in these procedures due to Buckley AFB acting in its capacity as a sovereign authority shall not be the basis for claims against the
Government.
1.1.7 If an employee of the Contractor or sub-contractor leaves employment, the Contractor will ensure that the Government-issued identification and/or contractor pass possessed by that employee is returned to the Contracting Office immediately.
1.1.8 Prior to submitting an invoice for final payment, the prime contractor shall obtain a clearance certification from the issuing office which states all base identification passes have been turned in and accounted for. This certification shall be submitted to the
Contracting Office prior to submission of the final invoice for payment.
1.1.9 All Contractors and their personnel are subject to the above terms. Any violations of the terms listed may result in Federal and/or State punitive measures and immediate removal from the base. All contractors and their personnel must abide by all State and Federal traffic regulations violations of which may result in revocation of base driving privileges.
All police emergencies, vehicle accidents and suspicious activities will be reported to base Security Forces at 720-847-9930 (non-emergency) or 720-847-7770 (emergencies).
