MEMORANDUM FOR ALL OFFERORS

SUBJECT: SOLIICITATION FA2517-08-R-5002, SIMPLIFIED ACQUISITION OF BASE ENGINEERING REQUIREMENTS (SABER), REQUEST FOR INDUSTRY COMMENT
1. The purpose of this request is to present the construction industry with the following questions, proposed contract language and specifications for comment, to better define and ensure clear understanding of our requirements. The following questions deal with specific issues we would like information and comment from you. Attachment 1, contain excerpts of proposed contract language, for various sections of the solicitation for the SABER contract. Attachment 2, represents draft specifications Division 1, Sections 01000 through 01700.
2. The SABER Specification is numbered and organized in accordance with the Construction Specification Institute’s (CSI) Master Format. All specifications are filed in Division 2 through 16 per CSI guidelines. The specifications are taken from the Unified Facilities Guide Specifications (UFGS). The UFGS website is http://www.ccb.org/ufgs/ufgtoc.htm. The Division 1, GENERAL REQUIREMENTS, is edited for this specific contract. The remaining USFG sections are being edited as well, but are not available for your review, but will be part of the complete SABER specification. You may view the unedited portions at the above website. The complete tailored/edited USFG specification may not be available during the proposal period. Please tell us how this will affect your ability to price/cost your proposal?
3. When reviewing the attached information, please answer the following questions concerning the information:
A. Schedule B is written with sample Contract Line Item Number (CLINs) that give a representation of what the CLIN structure will be for all bases, excluding four (4) option years. The option year CLINs will be identical to the Base Year CLIN. Would your coefficient be different for Task Orders over $750K? What requirements within the specification drive up costs? Please note the Environmental Requirements may differ with each installation, how will this affect your Coefficient? Would your coefficient be different if the work was conducted during standard versus non-standard hours, or secure versus non-secure areas?
B. Please take extra time to review Instructions to Offers and Evaluation Factors for Award. Review the Past Performance requirements. Concerning Past Performance documentation, what type(s) of past performance information does the industry use (if any) to ensure they are hiring the best? What other factors should be considered?
C. Please note the Bonding requirements and provide any comments; the estimated magnitude of this contract is between $_____________. We intend to require “blanket” bonds up to $8M, to cover all task orders issued by all installations, which are under $750,000. Bonds will be required for each option year exercised. We will require additional bond coverage for task orders over $750,000. How does this affect your coefficient and your bonding capacity, please explain.
D. The government will host an Industry Day at Peterson AFB, Colorado Springs Colorado. All potential offerors are invited to attend. The purpose will be to discuss any comments received as a result of the release of this draft information. Please provide the following information to confirm your attendance and arrange access to the installation. Please ensure each attendee has two (2) forms of picture identification and the vehicle has a current certificate of insurance. Industry Day is scheduled for _________________________. Please limit attendees to 3 individuals from your firm.

E. Are the parts of the specification that may be too restrictive and not in line with what the industry requires? After reviewing the draft specifications, are there areas that may drive up the cost unnecessarily, please explain?
F. This contract will require multiple task orders to be awarded within the same geographical area. What are your recommendations as to how to provide project management of numerous projects at several locations?
G. The current timeline between RFP issuance and the proposal date is to be 45 calendar days. Does this 45 day timeline provide adequate time to prepare your proposal, please explain?
H. The specification Section requires “the contractor will provide as part of his proposal a basic design solution showing a complete understanding of the requirements. Drawings included with the proposal must be thorough enough to allow the government and contractor to estimate pre-priced and non-pre-priced items, the Government to monitor the work, and the contractor to execute the work” What documentation meets “ showing a complete understanding of the requirements” as required by the specification? Please explain and provide examples.
I. Please review the Non-pre-priced Coefficient requirements; since the pricing of the task orders will be based on the RS Means, how you would propose incorporating non-priced items into the contract, please explain?
J. Dose the Construction Start Up Period allow adequate time for mobilization, please explain?
K. Are the data submission limitations in the Proposal Preparation Instructions reasonable and do they provide adequate capacity for your proposal, please explain?
L. In the Basis for Contract Award section is the Weighted Evaluation of Cost/Price Proposal Coefficient clear?
M. Reference Section ___________ of the specification, please review the Master Material Submittal Register requirements. Does this process aid you in task order administration, please explain?
