SECTION 01 55 03
SECURITY REQUIREMENTS
FOR FORT CARSON ARMY POST
PART 1 GENERAL
1.1 SECURITY CLEARANCE AND PERMITS:
1.1.1 Controlled Access Areas
1.1.1.1 If the location of the work to be performed under this contract is a “controlled access area”, access to the area by Contractor personnel will be in accordance with existing
Fort Carson and /or tenant command regulations. When Contractor performance occurs within restricted or controlled areas, or within close physical proximity of classified information, Contractor compliance with various levels of security instructions is required.
1.1.2 Passes And Badges
1.1.2.1 Contractor employees requiring entrance to unrestricted and or restricted installation areas will be required to execute the necessary forms to enter these areas through the
Fort Carson Contracting Office or authorized representative. At the same time he presents his final invoice on individual task orders, the contractor will be required to show evidence to the Installation Contracting Officer that all temporary passes and restricted area badges issued to his personnel have been turned in. Final payment will not be issued until all installation passes or badges have been received in the designated office. The Contractor is responsible to turn in all security passes and badges from any employee whose employment is terminated.
1.1.3 Vehicle Passes
1.1.3.1 All Contractor vehicle drivers are required to execute the necessary forms and provide necessary information to obtain temporary or permanent vehicle passes before driving on Fort Carson. Vehicle Registration requirements shall be clarified with the Provost
Marshal’s Vehicle Registration Office at (719) 526-8216 or the Provost Marshal’s
Operations Office at (719) 526-2053.
1.1.4 Installation Access
1.1.4.1 Installation access is granted when the following are met by the contracted agency/company.
a. Will receive a FC Form 1606-E for a period not to exceed 180 days.
b. FC Form 1606-E is received by submission of a letter which includes a roster indicating the names and duration of the contract to the Vehicle Registration Section and by having each employee report to the Vehicle Registration Section. The letter and the FC Form 1606-E must remain in the vehicle at all times.
c. Temporary registration for agency/company vehicles will be issued to the construction
Inspector. Vehicles with company logos are not required to register.

d. If the period of business on Fort Carson, CO exceeds two years the requirements of
Permanent Registration will apply, if less than two years workers will be given another
FC 1606-E every 180 days.
e. The letter or list of employees issued registration through the Construction Inspector will be filed with the Vehicle Registration Office and entered into the database (COPS) by Military Police personnel.
1.2 TELEPHONE COMMUNICATIONS SECURITY (COMSEC) MONITORING
1.2.1 Contractor personnel are advised that any time they place a call to or receive a call from a
US Army organization, they are subject to COMSEC procedures, such as monitoring.
All communications with DoD organizations are subject to COMSEC review.
Telecommunications networks are continually subject to intercept by unfriendly intelligence organizations. The DoD has authorized the military departments to conduct
COMSEC monitoring and recording of telephone calls originating from or terminating at
DoD organizations. The Contractor shall assume the responsibility for ensuring wide and frequent dissemination of the above information to all employees dealing with official
DoD information.
1.3 SECURITY REQUIREMENTS:
1.3.1 General
1.3.1.1 The Directorate of Public Works SABER Office will coordinate installation and restricted area entry with the resource managers of the areas designated as restricted.
The Contractor shall furnish, to the Contracting Officer, a list of Contractor personnel requiring entry to Fort Carson. This will be provided as soon as possible, but not later than ten (110) days, after contract award and maintained current as Contractor personnel are added or dismissed from the contract/project.
1.3.2 Restricted Area
1.3.2.1 Fort Carson is a closed post. Within the installation boundary there are restricted areas.
Restricted areas, by definition, contain priority resources and are established pursuant to DoD Directive 5200.8, Security of DoD Installations and Resources. Because priority resources are contained within the restricted area, a single security control system and circulation controls are required.
a. Contractor employees requesting entry to the installation or restricted areas are subject to search of any hand-carried item, container, or vehicle used by the Contractor under this contract.
b. The Contractor shall absorb all costs associated with delays at the installation entry points, restricted area entry points, or at any other locations affected by security entry/circulation control measures.
1.3.3 Request For Entry
1.3.3.1 The contractor shall comply with security regulations imposed by the Installation
Commander and or the agency occupying the space where work is to be performed, including any necessary security clearances. Prior to mobilization the contractor shall
01 55 03-3 03/24/09 provide the Contracting Officer or authorized representative a list of personnel requiring authority to work on Fort Carson. The list shall be kept current and the
Contracting Officer of authorized representative notified as to any change on the list.
1.3.4 Circulation Control
1.3.4.1 Restricted Area Badges for Unescorted Entry only (i.e. not requiring or authorized access to classified information) may be issued to contractor personnel meeting the following qualifications:
a. Subject shall be employed for six months or more.
b. Contract is for more than six months.
c. Subject has initiated a National Agency Check (NAC).
d. Subject has received a favorable local agency/files check initiated by Army Military
Police or Fort Carson Physical Security Office.
1.3.5 Security Breaches
1.3.5.1 Whenever facility security is breached to perform work required under this contract, the
Contractor shall be responsible for providing temporary measures in order to assure security is maintained at the level existing prior to construction. This may include such security items as fencing around a facility or closing all openings in a structure during non-work hours. Individual task orders shall contain specific security requirements for the applicable projects.
1.3.6 Information Access
1.3.6.1 Contractor access to classified information is prohibited.
1.4 VEHICLE ENTRY RESTRICTIONS
1.4.1 The Installation Commander or designated representative reserves the right to control vehicles wishing to enter Fort Carson. The Contractor should be aware that any truck or van may be limited to one gate and may be subject to search by military police when entering or leaving Fort Carson. All vehicles entering Fort Carson are subject to search or scans by a Mobile Vehicle and Cargo Inspection System (MVACIS). Any delays caused by Contractor vehicle searches will not be claimed against the Government.
1.4.1.1 Contract vehicles are only authorized to enter the installation through access control point/Gate #3. Exceptions must be submitted in writing to the Office of the Garrison
Commander for approval to use an alternate access control point/gate.
1.5 RIGHT TO DENY ENTRY
1.5.1 The Installation Commander or designated representative reserves the right to deny entry to any Contractor or subcontractor employee whose National Agency Check (NAC) is unfavorable, and the right to terminate the entry authorization of any contractor employee upon disclosure of information which indicates the individual’s continued entry to Fort
Carson is not in the best interest of national security. Additionally, the violation of or any
01 55 03-4 03/24/09 deviation from established security procedures by the Contractor’s employees may result in the confiscation of restricted area badge and the denial of future entry to Fort Carson.
