About this file
This document is Exhibit L of the Wisconsin eGovernment Program's Project Development & Approval Process, outlining the standardized procedures for eGovernment projects between Wisconsin state agencies, the Department of Administration (DOA), Tyler Wisconsin, and the Department of Enterprise Technology (DET). The process requires agencies to have signed Interagency Agreements with Tyler Wisconsin and DOA before proceeding with any eGovernment projects, and involves multiple stakeholders including agency program and IT staff, Tyler Wisconsin's General Manager, State Contract Administrators, and DOA Enterprise Banking Services Contract Managers.
The document establishes a 12-step project approval and management process covering professional services, functional specifications, customer support services, and technical implementation. Key components include project prioritization assessments, Statement of Work (SOW) development with specified payment terms and acceptance testing details, and mandatory project management plans with technical architecture reviews. The process includes specific thresholds for project scope changes requiring eGovernment team review: 50% increase for low-effort projects, 30% for medium-effort projects, and 20% for high-effort projects. High-effort projects require additional DOA Contract Administrator review before final approval, and all project artifacts including proposals, monthly reports, and statements of work must be maintained on the eGovernment SharePoint site for DOA Secretary's Office review.
