The primary product is a John Deere model 710-P or approved equal four-wheel drive backhoe with a fully enclosed cab, ROPS/FOPS protection, minimum 4.5L 150 horsepower diesel engine, and EPA Tier 4 Final and CARB compliance. The equipment must include a multipurpose 4-in-1 loader bucket, multiple backhoe bucket configurations (24-inch with teeth, 36-inch without teeth, 8-inch railroad cribbing bucket, and 18-inch pavement removal bucket), and a ballast tamper system with specific hydraulic requirements. The unit shall be mounted on a Trail King TK40LP or approved equal trailer with 40,000-pound payload capacity, dual axles rated at 22,500 pounds each, and a minimum 26-foot deck length. Sealed bids must be submitted via email to anayag@metro.net by 10:00 a.m. PDT on August 4, 2026. Questions and requests for approved equals must be submitted by 2:00 p.m. PDT on July 10, 2026. Award will be based on best value considering price, lead time, and past performance.
The specification document establishes comprehensive technical requirements including hi-rail gear specifications designed to meet Metro's light rail system requirements with a 100-foot radius curvature, maximum 14-foot height, 8-foot 6-inch width, and 28,000-pound maximum vertical load capacity. Bidders must provide complete compliance responses for all highlighted yellow line items, including warranty terms of two years or 2,000 hours minimum for the tractor and manufacturer's standard warranties for the trailer, hi-rail gear, and ballast tamper. The successful bidder must provide three copies each of operator manuals, maintenance and repair manuals, and electrical schematics at pre-delivery inspection and conduct onsite operator and maintenance training for up to ten Metro personnel within thirty calendar days after final acceptance. All warranty work shall include zero deductible, and warranty service must be available within the Los Angeles area through local dealers if the bidder is located more than 60 miles from Los Angeles.
