About this file

Amendment No. 2 to IFB No. DR135523, issued by the Los Angeles County Metropolitan Transportation Authority (LACMTA) on August 6, 2026, modifies the specification for one new hi-rail backhoe with trailer and ballast tamper for the MOW Track Systems fleet. The primary change removes the requirement for a shunting system from the hi-rail gear specifications. LACMTA is procuring a latest factory model year John Deere 710-P or approved equal four-wheel drive backhoe with fully enclosed cab, ROPS/FOPS protection, minimum 4.5L 150-horsepower diesel engine meeting EPA Tier 4 Final and CARB compliance standards, mounted on a Trail King TK40LP or approved equal trailer with 40,000-pound payload capacity and dual 22,500-pound axles. The equipment must include multiple backhoe bucket configurations, a ballast tamper with specified hydraulic requirements, and hi-rail gear meeting Metro's light rail system specifications including a 100-foot minimum curvature radius, maximum 14-foot height, and 8-foot 6-inch width. Bids were originally due August 4, 2026 at 10:00 a.m. PDT; questions and approved-equals requests were due July 10, 2026 at 2:00 p.m. PDT, later extended to July 27, 2026 at 5:00 p.m. PT. Delivery is required within 210 days of contract award to LACMTA's Division 10 facility at 742 North Mission Road, Los Angeles, CA 90033.

LACMTA will select the bid offering best value based on price, lead time, and past performance. All pricing must be firm fixed unit rate and include California sales tax (9.75%), training costs, tire fees, and freight. Warranty requirements include two years or 2,000 hours minimum for the tractor and manufacturer's standard warranty with zero deductible for the trailer, hi-rail gear, and ballast tamper. Bidders must submit three copies of operator, maintenance, repair, and electrical manuals and provide onsite training for up to ten Metro personnel covering operator and maintenance procedures within thirty days of final acceptance. Bidders outside a 60-mile radius from Los Angeles must certify that full warranty service coverage is available through a local authorized dealer. Final acceptance is contingent on successful track testing and verification of compliance with all specifications. Pre-qualification is required for contracts exceeding $500,000 for non-construction work. The contract is state and locally funded, subject to fiscal year funding availability, and subject to FTA drug and alcohol testing requirements and noncollusion affidavit compliance.
