About this file
This is a Pricing and Volumes Attachment (Attachment 2.1) for a Managed Network Services (MNS) Request for Offer (RFO DIR-CPO-STS-609) issued by the State of Texas Department of Information Resources. The solicitation seeks comprehensive managed network services including customer infrastructure services (LAN, WAN, wireless, firewalls, web application firewalls, VPN, and DDI), network operations center services, governance risk and compliance services, technical field services, and managed staff augmentation. Respondents must complete pricing tables for an eight-year contract period spanning fiscal years 2028 through 2035, with an initial term of four years (FY28-FY31) and four option years (FY32-FY35). The contract includes transition services with implementation milestones beginning in May 2027 and completion expected by February 2028, encompassing activities such as transition project planning, operational readiness assessments, service management manual development, and disaster recovery planning.
Respondents are required to provide fixed monthly unit rates for each service category, estimated monthly resource unit volumes (which cannot be adjusted), hourly, monthly, and annual rate card pricing for various personnel categories at both onsite and remote locations, and one-time transition charges organized by expense category (labor, hardware, software, travel, third-party services, and other). All pricing must include anticipated inflation and reflect the asset strategy outlined in the Financial Responsibility Matrix. Respondents must also document all assumptions underlying their pricing proposals, identifying the pricing impact and applicable SOW sections, with the requirement that all assumptions be eliminated prior to contract execution. The pricing workbook is formula-driven with data entry restricted to blue-highlighted cells, and respondents may not modify formatting or formulas. Additionally, volume discount tiers are required based on anticipated monthly charges across DIR-prescribed volume bands, applied on an incremental basis rather than to the entire sum of charges.

Respondent Assumptions
| Respondent Assumptions |
| The Respondent shall list all assumptions associated with the Charges and SOW Services, the pricing impact, the pricing impact period, and the related SOW section (as applicable). The pricing period must be either Transition or Monthly. Any monthly amounts are considered applicable across all contract months (base and option). For example, if the price impact is $1,000 and the price impact period is Monthly, then the total impact would be $96,000 (96 total contract months possible). Marking the Pricing Impact as "TBD" is not an acceptable response. If the assumption does not have a pricing impact, mark the Pricing Impact column as $0. |
