About this file

This is a Financial Responsibility Matrix attachment for the State of Texas Department of Information Resources (DIR) Managed Network Services (MNS) RFO DIR-CPO-STS-609, which establishes the allocation of financial responsibility between the Successful Respondent (SCP), the Multisourcing Service Integrator (MSI), Texas DIR or Customer entities, and Data Center Services Service Component Providers (DCS SCPs) across multiple service categories. The matrix defines responsibility for Personnel costs including salary, benefits, travel, training, relocation, and staffing adjustments; Equipment ownership, maintenance, and refresh cycles; Network Transport capacity and growth; Software licensing, maintenance, and upgrades; Facilities management and improvements; and Cross-Functional items including security assessments, asset management, and disaster recovery. The document specifies that the SCP is responsible for its provided infrastructure, personnel equipment, and network transport between SCP sites and SCP network clouds, while TX DIR or Customer entities bear responsibility for current facilities, equipment provided by customers, and transport capacity between TX sites and TX network clouds.

The Financial Responsibility Matrix establishes charging mechanisms whereby SCP charges are included in the SCP's service fees and cannot be billed separately or incrementally, with reference to Exhibit 2 for detailed pricing terms. Equipment refresh cycles are established at N or N-1 versions that remain supported by third-party vendors and are not End of Life. Customer-provided equipment is replaced on an as-needed basis when devices are no longer supported by manufacturers. The matrix notes that MSI-provided software and DCS SCP-provided equipment are excluded from certain responsibility categories, and third-party service contracts that include labor components beyond incumbent staffing levels are the SCP's responsibility. The document emphasizes that respondents shall not modify the attachment content, must comply with its requirements in their proposals, and any suggested changes do not eliminate or modify RFO requirements unless formally incorporated by TX DIR.
