The procurement seeks a contractor to furnish and deliver specified moving boxes and labels to the BPS Warehouse to support school and departmental relocations. The contract requires the supply of stitched letter pop tote/crash bottom boxes in brown craft (32 ECT minimum, 50-lb load requirement) at quantities of up to 10,000 boxes annually, along with moving labels (20 rolls of 500 labels per roll) and design printing services. Three scheduled deliveries per year are required in January, March, and May. The IFB was released on October 13, 2026, with bids due by October 27, 2026, at 12:00 PM EST. The anticipated annual contract allocation is approximately $50,000 per year, with total estimated spending of $150,000 over the three-year period; however, Boston Public Schools reserves the right to use any portion of the total amount based on actual operational needs and is not obligated to use the full contract value. Bidders must submit complete pricing for all deliverables within the scope of services, understanding that final quantities may vary from estimates. Award will be made to the responsive and responsible bidder offering the lowest total price for the entire three-year contract. The City of Boston is tax-exempt and will provide exemption certificates upon award. Bidders must comply with all insurance requirements, including workers' compensation, commercial general liability, automobile liability, umbrella liability, technology errors and omissions, third-party crime, and professional services coverage. IV. IFB TERMS AND CONDITIONS
Cancellation, Rejection, and Waiver
The City is under no obligation to proceed with this IFB and may cancel the IFB at any time with or without the substitution of another. The City reserves the right to reject in whole or in part any or all bids when the City determines that rejection serves the best interests of the City. The City may waive minor informalities in the bid or allow the Vendor to correct them. The submitted bid, along with the IFB, will also be part of the Contract between the City and the Contractor. The Contract is subject to the availability and appropriation of funds.
Withdrawal or modification of bid
The City may allow a Vendor representative bearing proper authorization and identification to sign for, receive, and withdraw the Vendor's unopened Bid prior to the submission deadline. A Vendor that seeks to correct or modify its Bid may do so by withdrawing the initial submission and then submitting a modified Bid prior to the submission deadline.
Opening of bids
All bids duly received (at the place designated in the advertisement) before the announced closing time for receipt of bids will be opened on the due date and time. Each bidder assumes full responsibility for the timely delivery of their bid to the location and before the specified closing time. Any bid received after the announced closing time will be returned unopened. Any uncertainties as to whether a bid was submitted in time will be resolved against that bidder at the City’s sole discretion.
Upon inspection of the bids, if any bidder who submitted a bid to the awarding authority has any objections to the award of the contract to any other bidder, that bidder shall lodge that protest in writing with the awarding authority within two (2) business days after the date when the bids become available for inspection. The bidder must clearly state the reason for the protest and shall request a determination under this article.
Bid Validity Period
By submitting a bid, the Vendor agrees that its bid is valid for one hundred eighty (180) days following the submission deadline unless extended by mutual agreement.
Bid Costs
Any and all costs incurred by a Vendor in preparing a bid and throughout the IFB process are ineligible for reimbursement or recovery from the City and are solely the Vendor's responsibility.
Rejection of Bids
The Awarding Authority reserves the right to reject any or all general bids if it is in the public interest to do so.
In addition, the Awarding Authority may consider informal and may reject any general bid which is not prepared and submitted in accordance with all requirements of the bidding documents, or which contains erasures, alterations, additions, errors, or irregularities of any kind, or which contains proposed prices for any class or item of work which are, in the judgment of the Awarding Authority, substantially less or more than the actual cost to complete the work; provided, however, that the Awarding Authority reserves the right to waive any and all informalities or non-statutory requirements.
Bid Validity Period
By submitting a bid, the Vendor agrees that its bid is valid for one hundred eighty (180) days following the submission deadline unless extended by mutual agreement.
Taxes
The City is a tax-exempt organization. However, should any part of the Contract be subject to taxes, the Vendor shall include and be responsible for paying all applicable taxes. Any taxes due will be included in your service price; the Vendor is responsible for any additional costs not included. The City is exempt from federal excise taxes (Federal Exemption No. A-108-328) and from Massachusetts sales and use taxes (Certificate No. E-046-001-380). Exemption certificates will be provided, if requested, following the award.
Subcontractors
The City will contract with one Contractor, who will be solely responsible for contractual performance and shall be the City's sole point of contact regarding Contract matters. In the event the Contractor utilizes one or more Subcontractors, the Contractor will assume all responsibility for performance of services by the Subcontractor(s).
The City must be named as a third-party beneficiary in all subcontracts. A list of all Subcontractors proposed to take part in the performance of the Contract shall be provided to the City for approval prior to Contract execution.
Use of the City of Boston and/or Boston Public Schools' Name
The Contractor and any Subcontractor(s) agree not to use the City of Boston and/or Boston Public Schools' name or seal, or that of any other City Agency or Department, in advertising, trade literature, or press releases without the prior written approval of the City.
