Request for Task Plan Environmental Service Contract
Marsh Fiber Environmental Assessment
Projected Task Period of Performance:
The period of performance shall not exceed two years from award.
Task Objective:
In accordance with the National Environmental Policy Act, the contractor shall support NASA's preparation of an Environmental Assessment (EA) document for the proposed installation of a redundant fiber optic communications utility network from Wallops Flight Facility Main Base to the Yet-To-Be-Named Island Support Infrastructure on Wallops Island. It should be noted that the EA will be tiered from the 2019 Wallops Flight Facility Site-wide Programmatic Environmental Impact Statement employing incorporation by reference to the maximum extent practicable, and will only focus on the important issues related to the project.

Task Description:
The contractor shall perform the following:
Assist the government with identifying the following:
- The purpose and need for the proposed action,
- Alternatives to the proposed action (assume up to 5 alternatives in detail, including no action),
- Resources potentially affected by the proposed action and alternatives.
Preparation of analysis and documentation in support of the following:
- Description of Proposed Action Alternative (DOPAA) for Scoping,
- Formal Wetland Delineation,
- National Marine Fisheries Service (NMFS) Section 7 and Essential Fish Habitat
(EFH) consultations,
- National Wildlife Refuge consultation,
- Spatial analysis and preparation of geographic information system (GIS) quality maps and figures (assume up to 10 original maps/figures),
- Public meeting information including up to three posters and a fact sheet,
- Original text as required to complete the EA. Note that Affected Environment and
Environmental Consequences shall be combined into a single chapter.
In addition to the core document content described above, the contractor shall be responsible for preparing:
- Table of contents/figures/tables,
- List of references cited,
- List of preparers and contacts made,
- Summary of Comments received on Draft EA,
- "Administrative" compilation of any necessary appendices (e.g., summary of
Endangered Species Act consultation conducted by the Government under separate scope), and
- Public notice of availability (including publication) of Draft EA and Final EA/FONSI (if warranted) in three local newspapers (i.e., Eastern Shore Post, Eastern Shore News, and the Chincoteague Beacon).
The government expects that the issues of agency and public concern will be potential environmental impacts such as water quality, wetlands, commercial and recreational fishing, private oyster leases and shellfish grounds, essential fish habitat, and listed in-water species. As the primary concern may focus on impacts to wetlands, the contractor shall employ recognized experts in the field of wetland ecology. The subject matter experts shall assume responsibility for the contents of those sections of the EA and shall provide recommendations for mitigation measures, as required. It is also expected that the subject matter expert will assist the government in responding to comments (of either wetland impacts) on the Draft EA.
Furthermore, it is likely that during the preparation of the subject EA document, there will be meetings with the NASA or Cooperating Agency staff and regulatory agencies, as well as a poster presentation during the public draft comment period. The contractor shall participate in all such meetings and record meeting minutes on behalf of the government.
An on-site kick-off meeting at WFF will be required.
Finally, the contractor shall be responsible for maintaining an up-to-date, organized Administrative Record for the duration of the project. The administrative record delivered to the Government at the conclusion of the project shall also include all GIS data employed in developing maps/figures for the EA.
Task Deliverables: by definition, must meet requirements in contract and SOW.

Administrative Record
All deliverables shall be in both pdf and MS word formats. The government will assume responsibility for producing hard and/or CD copies of the EA, should they be necessary.
Note that initial versions of the EA may be delivered as separate chapters for government review and acceptance prior to conducting impact analysis.
