About this file
This document contains a request for proposals and questions and answers related to an environmental services follow-on contract. The National Aeronautics and Space Administration Goddard Space Center is soliciting proposals for environmental services to be provided at its Greenbelt campus, Wallops Flight Facility, and any other NASA facility where NASA has environmental responsibility. The services will include waste prevention and management, water management, air management, environmental program management, environmental planning and impact assessment, environmental liability management, and natural resources management. The contract will have a potential period of five years and include both a core services requirement and indefinite delivery/indefinite quantity task orders. Offerors must submit all contractual or technical questions in writing by May 20, 2020. The questions and answers document provides clarification that the $16 million cost estimate in the RFP is for the IDIQ portion only and does not include the core services costs.

Environmental Services RFP 80GSFC20R0005
Questions and Answers Set 4 (June 15, 2020)
(Response below is identified in bold and italics)
1. Based on our research, the work for GSFC was close to this figure, but with the addition of
WFF, we suspect the cost would exceed the $16M + 20% adjustment maximum during the effective period of this contract. Is this an oversight in the solicitation or an accurate assessment? Please advise.
The $16M is based on the government’s estimate of services likely to be ordered under the proposed contract’s IDIQ portion. The $16M does not include the costs related to the Core work.
