Request for Task Plan
Environmental Service Contract
Release Response and Remediation:
Greenbelt and Wallops
Projected Task Period of Performance:
The period of performance shall be one year from award.
Task Objective:
To provide the resources and actions necessary for the Center to meet regulatory requirements related to emergency support, release response, mitigation, reporting and recordkeeping, including the related requirements of the Spill Prevention Control and
Countermeasures Plan, Oil Discharge Contingency Plan and Hazardous Waste
Contingency Plan as documented in the Greenbelt and Wallops Integrated Contingency
Plans at the Greenbelt and Wallops facilities.

Task Description:
a. Spill/Release Control, Removal and Emergency Consultation (all media)
Requirement: Report to all Hazardous Material/Hazardous Waste/Oil Spills/Releases.
Provide information on environmental regulatory requirements and support evaluation, planning and assessment of emergency situations during emergency operations in accordance with GSFC plans and applicable regulations. Additionally, report to the
Incident Command Post for any emergencies where environmental support or consultation is requested. All work performed during the emergency phases of an incident shall be provided outside of the “HOT” zone (hazardous area). Support shall include support of GSFC personnel in providing assistance on regional or national incidents.
A 24-hour contact number shall be provided to GSFC and GSFC shall be authorized to activate a response by the contractor or subcontractor.
Re-stocking of expended supplies, materials and damaged equipment as a result of releases for the purpose of returning to appropriate levels of preparedness shall be within the scope of this task.
For Greenbelt Only: Provide investigation and control and cleanup for all spills/releases.
Control and cleanup actions shall not be initiated until after imminent threat to people is controlled by others (emergency conditions are controlled). Provide timely notification with necessary data to the Goddard Environmental Team (GET) on-call member, or designee, for GSFC’s official notification, when applicable, to EPA’s National Response
Center (NRC) and MDE within 2 hours of an incident. If the GET on-call member, or designee, is not available within the regulatory reporting window, provide notification of appropriate regulatory parties as required and provide documentation of the notification details and the NRC Call Number that is assigned to the incident when applicable.
For Wallops Only: Provide investigation and waste management support to the Wallops
Fire Department, and provide control and cleanup for spills/releases beyond the capability of the Wallops Fire Department. Control and cleanup actions shall not be initiated until after imminent threat to people is controlled by others (emergency conditions are controlled). Provide timely notification with necessary data to the Wallops
Environmental Team on-call member, or designee, for GSFC’s official notification, when applicable, to EPA’s National Response Center (NRC) and Tidewater Regional Office of the Virginia DEQ during business hours or the Virginia Department of Emergency
Management during non-business hours within 2 hours of an incident. If the Wallops
Environmental Coordinators are not available within the regulatory reporting window, provide notification of appropriate regulatory parties as required and provide documentation of the notification details and the NRC Call Number that is assigned to the incident when applicable.
b. Emergency Support/Spill/Release Investigation and Incident Report (all media)
Requirement: Report on all incidents supported, regardless of the existence of a spill/release. Investigate reported spills/releases. Provide written support/spill/release incident reports and maintain the support/spill/release log/database. Reports shall meet all requirements established by regulations and permits. Reports shall also contain hours expended by labor category and materials consumed and their costs.
Work Load Indicators:
For Greenbelt: Assume two small releases/support actions per month (capable of being handled by onsite resources with level C PPE) [representative parking lot spills]. Four releases per year are estimated to meet state written report requirements.
For Wallops: Assume two releases/support actions per month requiring waste management support to the Wallops Fire Department of one 55-gallon drum of oily waste per action. One releases per year are estimated to meet state written report requirements.
Task Deliverables: by definition, must meet requirements in contract and SOW.
a. Minimum Standards: Trained coordinator to report to the incident commander within 10 minutes of notification by the GSFC dispatch, Civil Servant
Environmental Team member, or designee during normal business hours and within 2 hours of notification during non-business hours.
b. For Greenbelt Only: Defensive action to be capable of deployment within 30 minutes of notification and offensive action capable of deployment within 2 hours during normal business hours. Defensive action to be capable of deployment within 2 hours and 30 minutes of notification and offensive action capable of deployment within 4 hours during non-business hours. Regulatory notifications within required time frame if GET on-call member, or designee, is not available to complete notifications. Short summary report to the Center Environmental
Manger, Oil Program Manager and COR via email within 24 hours of the incident notification.
c. For Wallops Only: Capable of initiating a response by outside providers within
30 minutes of determination of need during normal business hours. Capable of initiating a response by outside providers within 1 hour and 30 minutes of determination of need during non-business hours. Outside providers shall be capable of providing on-sight resources and personnel within 8 hours of notification. Regulatory notifications within required time frame if GET on-call member, or designee, is not available to complete notifications. Short summary report to the Center Environmental Manger, Oil/Tank Program Manager and COR via email within 24 hours of the incident notification.
d. Minimum Standards: Complete and accurate report. Support/Spill log and incident investigation reports up-to-date within 5 calendar days of notification of spill, final incident investigation reports within 5 calendar days of conclusion of all spill and investigative actions.
