About this file
Summary
This is a Small Business Participation Plan (SBPP) annual submission form issued by the City of Phoenix Public Transit Department in compliance with the Disadvantaged Business Enterprise - Neutral (DBE-N) program requirements under 49 CFR Part 26, as mandated by the United States Department of Transportation. The form applies to the Chiller and Boiler System Maintenance contract, a five-year agreement with no renewal options. The contract commences upon City Council approval and the City Clerk's recording of the agreement. Contractors are required to submit updated SBPP documentation annually on the anniversary date of contract execution, demonstrating their commitment to fostering small business participation on Federal Transit Administration (FTA)-assisted projects.
Contractors must document all small business participation through subcontracts, joint ventures, supplier relationships, and other business arrangements, tracking monthly participation data in the City of Phoenix Certification and Compliance System at phoenix.gob2g.com. The contractor must designate a contract liaison responsible for submitting annual reports and supporting documentation. The plan requires good faith efforts to identify verified small business suppliers, conduct proactive outreach, solicit proposals, and maintain logs of all contacts and responses. Additionally, contractors must identify future opportunities for small business participation by utilizing City of Phoenix and Federal databases to locate and engage potential suppliers, with a revised assessment submitted at each annual SBPP renewal.
