About this file

This document is a North Dakota State Contract Summary for Professional Board Licensing Software, involving Thentia USA, Inc. as a primary vendor. The contract is a cooperative purchasing agreement that extends eligibility to North Dakota State Colleges and Universities, K-12 schools, city and county governments, tribal agencies, transportation providers, the International Peace Garden, and nonprofit organizations established on behalf of public entities. The contract is established under specific North Dakota Century Code sections and involves a vendor pool of four contractors.

The contract provides a professional board licensing software solution with an online platform designed to process registration and renewal applications, maintain regulatory compliance, store documents, and manage licensing. Entities must follow a structured proposal request process to select a vendor, which includes preparing a detailed proposal, obtaining an IT review, issuing requests to vendors, conducting evaluations using a standardized worksheet, and potentially requesting vendor demonstrations. The final selection results in a Participating Addendum that defines specific deliverables and payment terms. The contract includes provisions for customer satisfaction surveys and allows for potential direct assignments or limited competition under certain circumstances.

CONTRACT INTRODUCTION

The contract is for professional board licensing software. Four vendors have been awarded contracts for solutions that have an online platform to process registration and renewal applications, maintain compliance with regulations, store documents, and offer license management. This contract requires users to conduct a shortened competitive process among all four contractors to select the solution for their entity.

State agencies/boards/commissions (hereafter referred to as “entity”) must use the structured proposal request process to obtain professional board licensing software through this contract – See Ordering Information below.

COOPERATIVE PURCHASING

Though not a party to this contract, North Dakota State Colleges and Universities, K-12 schools, city, county, and local governments, tribal agencies, transportation providers under N.D.C.C chapter 39-04.2, International Peace Garden and nonprofit organizations established on behalf of public entities are eligible to participate in this contract. ORDERING INFORMATION

Proposal Request Process Follow the steps below to obtain professional board licensing software:

1. Entity will contact the SPO Contract Administrator to discuss resource planning/who will be the procurement officer.

2. Entity will prepare a proposal request describing the needed work using the BOARD LICENSING SOFTWARE VENDOR POOL PROPOSAL REQUEST form available on the SPO state contract site.

3. Once the proposal request has been drafted, entities will submit an IT Review through the NDIT Service Portal. After logging into the portal, search “IT Review” to locate the form that needs to be completed. NDIT IT Review is not required for NDUS, K-12 or political subdivisions.

4. Once the IT Review has been approved, entity will issue the proposal request to all four vendors. If you currently use one of the vendor solutions in this State Contract, you do not need to include them in the competitive process. Each vendor will provide a proposal response by your designated due date/time.

5. Once proposals are received, you will complete an evaluation using the Board Licensing Software Evaluation Worksheet. Top-scoring vendors will be asked to complete a demo.

6. The top-scoring vendor will be awarded, and the entity will enter into a Participating Addendum to define deliverables and payment points.

7. If you feel a direct assignment is necessary, please reach out to the Contract Administrator. If a direct assignment or limited competition is determined to be viable, an alternate procurement would be required.

Customer Satisfaction Surveys The Contract Administrator may request the completion of the Customer Satisfaction Survey at any time.
