About this file
This document is a State Contract 005 Board Licensing Software Proposal Request from the North Dakota Procurement Management and Budget department. The document provides a template for state agencies and boards to procure software solutions for licensing management through a pre-established vendor pool. The proposal request is designed to help entities identify and select the most suitable vendor for their specific licensing software needs.
The proposal request outlines a comprehensive procurement process that includes submitting background information, system requirements, and a detailed scope of work. Vendors are required to provide a technical proposal demonstrating how their solution meets the entity's requirements, along with staff qualifications and references. The evaluation process involves scoring vendors across three criteria: Vendor Project Proposal Solution (50 points), Qualification and Availability of Vendor Staff (30 points), and Cost (20 points). The highest-scoring vendors will be invited to provide a demonstration, after which the entity will select a vendor and enter into a Participating Addendum. Service rates are constrained by the original rates proposed in RFP Number 110.7-23-09 issued on 02.15.2024, with the option for lower rates.
