ADES intends to award this contract to Regional Food Banks serving designated Service Delivery Areas (SDAs) throughout Arizona. TEFAP services are distributed across 17 SDAs, with Maricopa County divided into three regions, while CSFP services are distributed across 15 SDAs representing individual Arizona counties. The contract is administered by ADES on behalf of the State of Arizona and involves coordination with the Arizona Food Bank Network (AzFBN), Feeding America, AIB International, and various local food banks and pantries that serve as recipient agencies.
The contractor is responsible for receiving, warehousing, storing, and distributing USDA-provided commodities and purchased supplemental foods to low-income individuals and seniors meeting eligibility criteria (TEFAP: households at or below 185% of Federal Poverty Level; CSFP: individuals 60 years or older at or below 130% of Federal Poverty Level). ADES anticipates TEFAP will serve approximately 750,000 unique individuals annually, while CSFP will distribute approximately 34,300 caseloads monthly. Reimbursement is based on actual allowable costs not to exceed approved Itemized Service Budgets (Exhibits C for TEFAP and H for CSFP), with contractors eligible to use either the de minimis indirect cost rate or a federally negotiated rate. The contractor must maintain comprehensive reporting including monthly statistical reports, commodity inventory reports, and quarterly financial status reports, establish partnerships with required databases (Link2Feed, Vivery.org), and comply with all USDA regulations, state and federal laws, and professional standards for food safety and distribution.
