About this file

This document is a Contract Amendment (Amendment No. 1) for Contract No. CTR074231 between the Arizona Department of Environmental Quality (ADEQ) and the Rural Community Assistance Corporation (RCAC). The amendment pertains to a Capacity Development/Technical Assistance project for Small Public Drinking Water Systems, and it formally adds four key personnel to the existing contract: Jean Thompson (Project Manager I), Karen Olson (Clerical/Administrative), Maria Gallegos Herrera (Principal), and Sierra Kubicki (Project Manager I).

The contract involves providing technical, managerial, and financial assistance to small, disadvantaged community water and wastewater systems in Arizona and other western states. The key personnel will perform various roles including strategic direction, contract oversight, technical assistance, administrative support, and serving as a liaison between ADEQ and RCAC. The team members bring extensive experience in water system management, regulatory compliance, community development, and technical support, with backgrounds ranging from federal and state government roles to specialized water resource management. The amendment does not modify the contract's financial terms or core scope of work, but instead focuses on expanding the team's capabilities through these new personnel additions.
