2.0 Company Experience

2.1 If Offeror is proposing to provide services for Item #3 - Capacity Development Training (technical, managerial, financial), from Table 1, on page 3, Offeror shall respond to the following question #1:

Question 1:

ADEQ offers technical, managerial and financial training through its Capacity Development program. Does your company have experience providing training, in person and/or virtual, on topics of water system operations and management? What subject matter are you offering to train on and what is the level of expertise of the proposed trainer(s)?

Offeror Response:

RCAC has provided training on water-related topics to thousands of small water system operators throughout the rural West for more than 45 years, and is prepared, ready and able to provide training on any TMF topic to Arizona systems. Training topics are usually identified, developed and delivered in response to requests related to changes in regulations, funding requirements, operational and/or managerial needs, or other factors that require utilities to increase their operational capacity. RCAC has a large team of seasoned trainers who can train, present, or facilitate on any number of topics with minimal preparation time and trainings can be adapted to be presented in person or virtually. All RCAC trainers are required to undergo rigorous training on participant-centered techniques aimed at increasing adult knowledge retention.

Technical Capacity RCAC has expert TA providers, some with Arizona’s highest level of water operator certifications. In conjunction with water system personnel, RCAC staff conduct a thorough evaluation of all the technical components that make up the system, including sources, pumping, treatment, storage, distribution, water quality and quantity, energy usage, water pumped vs water sold, system security and level of vulnerability, and any other areas as needed. This evaluation requires a physical walk through of the system, review of logs and records, plans and specifications, and any other information available to determine the integrity of the utility’s technical operation.

Managerial Capacity RCAC’s sustainable and effective utility management approach involves a guided process for water systems to self-assess areas of strength and weakness. This nationally approved process was developed by the EPA and focuses on the utility’s understanding of a community’s water requirements over time, its ability to meet the projected demand, and short- and long-term operational and capital needs. RCAC identifies managerial capacity areas in which system personnel need training, provides recommendations to create a sustainable utility, and works with the system to develop a specific plan to create support for critical operations. Recommendations might include ways to educate the community on water services and the environment, and strategies to better manage the system with community involvement.

Financial Capacity RCAC evaluates a system’s financial capacity by reviewing the annual budget, annual budget comparison report, balance sheets, and existing rate structure to determine if operating revenue covers operating expenses. RCAC also works with staff and/or contracted services to determine internal and external controls for administering and handling operating funds. A review of historical financial capacity determines the system’s ability to meet debt obligations, support an adequate staff level, fund a reserve system, and meet all financial operating responsibilities.

In cases where financial capacity is not adequate, RCAC staff will work with the system to develop financial management plans including annual budgets, five-year budget projections, reserve set asides for operation and maintenance, emergency reserve, capital improvement reserve for short- and long-term assets, and debt service reserve. RCAC will also train system staff to set up a billing or bookkeeping system and customer accounts categories. Financial capacity building may also include development and implementation of financial policies, including but not limited to collection fees, late and/or delinquent accounts, annual budget resolution and adoption, funding resolutions, and capital infrastructure plans.

Example #1

Deliverables: 1. Asset Management Plans, 2. Capacity Development Activities, 3. Capacity Development Training (technical, managerial, financial), 6. Developing regulatory plans, 8. Funding assistance, 7. Drinking water permit applications, 9. Legal assistance, 10. Median Household Income Surveys, 14. Rate studies, Rate Reviews, Rate Cases Project Name: Enchanted Forest MDWCA Project Location: Lincoln County, New Mexico Estimated Project Cost: RCAC provided Technical Assistance at no cost to Enchanted Forest Estimated Project Funding: $6,378,000 Project Begin and End Date: 2022 – In Progress Brief Description of Project: Assist Enchanted Forest to build local capacity for their water system improvement project Key Personnel: Indira Aguirre, Utility Consultant – 2 years’ experience

Karl Pennock, Utility Financial Consultant – 12 years’ experience Ramón Lucero, Project Manager - 30 years’ experience

Enchanted Forest MDWCA, with approximately 115 connections, was first incorporated as a Water Cooperative in 1975. This system completely ran out of water in 2022 during New Mexico’s long-term drought. Additionally, while there have been minor improvements over the years, the system is 48 years old, antiquated, in disrepair, and has exceeded its useful life. Because Water Cooperatives are considered private water systems in New Mexico they do not qualify for public funding. These challenges prompted Enchanted Forest to contact the RCAC team to request assistance. After meeting with Enchanted Forest board members, RCAC developed the following Community Work Plan to address their most pressing challenges.

1. Convert from a Water Cooperative to a Mutual Domestic Water Consumers Association

2. Secure emergency funding from the New Mexico Board of Finance and Lincoln County to purchase bulk water and rehabilitate their existing water supply well

3. Request a Colonia Designation from the Lincoln County Board of Commissioners

4. Conduct an USDA-RD income survey

Upon completing the tasks above, the initial Community Water Plan was modified with the following tasks.

1. Complete a financial analysis and develop an initial five-year revenue projection analysis

2. Apply for funding to complete a Preliminary Engineering Report (PER)

3. Apply for funding to complete a Technical Memorandum

4. Assist in the procurement and the execution of a contractual agreement with an engineering consultant

One the PER and Tech Memo were completed, the Community Work Plan was modified with the following tasks which took place over a period of approximately 1.5 years.

1. Submit a funding application to the Drinking Water State Revolving Fund - This funding covered the cost of design of the distribution and water storage tank

2. Submit a funding application to the Water Trust Board - This funding will be used for construction of the distribution system and water tank

3. Submit a funding application to the Colonias Infrastructure Fund - This funding will be used to cover the design and construction of a new water supply well

4. Submit a funding application for Capital Outlay Appropriations - This funding will be used to complete the construction of the distribution system including water meters, fire hydrants, etc. and the water storage tank

5. Submit an ECWAG application to USDA-RD - This funding will be used to complete the water supply well project

Total Funding: $6,378,000 within a two-year period.

Currently, RCAC is working with the Enchanted Forest MDWCA to implement their Asset Management Plan.

Funding Assistance, 9. Legal Assistance, 11. Preparing Corrosion Control Assessments & Treatment Recommendations, 14. Rate studies, rate reviews, rate cases, 15. Risk & Resiliency Assessments

Project Name: San Simon DWID Project Location: San Simon, Arizona Estimated Project Cost: RCAC provided Technical Assistance at no cost to San Simon Estimated Project Funding: $3,851,940 Project Begin and End Date: 2020 - In Progress Brief Description of Project: Assist San Simon to build local capacity for their water system improvement project Key Personnel: Raul Vazquez, Utility Consultant – 5 years’ experience Karl Pennock, Utility Financial Consultant – 12 years’ experience Ramón Lucero, Project Manager - 30 years’ experience

The San Simon Domestic Water Improvement District (SSDWID) is in the southeast region of Cochise County, Arizona along Interstate 10 (I-10), approximately 100 miles east of Tucson, AZ. The SSWID water supply system consists of a well, three water storage tanks, a hydropneumatics tank and two booster stations. San Simon has fluoride levels above the maximum contaminant level of 4 mg/L as established by the United States Environmental Protection Agency (EPA). San Simon’s fluoride levels are between 5.2-

5.8 mg/L.

RCAC has been working with SSWID since 2020 and has helped them secure a $26,490 grant from the Arizona Department of Environmental Quality to revise an existing PER, a $250,000 grant from the Water Infrastructure Finance Authority for the design of a fluoride treatment facility and $1.8M dollars from USDA-RD for the construction of the project.

The project was advertised for construction bids in January 2024. Unfortunately, San Simon only received one construction bid of $5.2M, approximately $3M over bid. To mitigate this issue, the Arizona Department of Environmental Quality (ADEQ) is providing funding under the American Rescue Plan Act (ARPA), $775,000 to drill a new water supply well and $1,000,000 towards the fluoride treatment facility. RCAC was instrumental in acting as a liaison between San Simon, ADEQ and the engineering consultant throughout this process.

To expedite the project, ADEQ will procure the services of a well drilling contractor under Job Order Contracting and purchase materials for the fluoride treatment facility. Upon the purchase of materials, San Simon’s engineering consultant will repackage the bid package and advertise the project for construction bids.
